Imperator Azenquor Posted March 1, 2009 Report Share Posted March 1, 2009 The government of Vaule has decided that since the tensions appear to be rising in our region, we have closed our territorial waters to all military vessels from any non-RUSSIAN pact nation. Civilian vessels may use the Rossiskaya Oceanic corridor (light green area running from Former Rossiskaya to Novaya Zemlya). -Dark Green- Closed to all vessels civilian and military regardless of country of Origin; light green- closed to military vessels, open to civilian ships ***Classified*** Ships based at the Novaya Zemlya Naval base have increased patrols in the area. While the Veran Government recognizes the right of the larger nation to do so, closing off of the waters north of the Vaule Protectorate in that manner to military vessels completely cuts off the Veran Empire (within protectorate but not mapped above) from open sea access. Message to the Veran government:As Vaule controlled the protectorate previously belonging to the Rossiskayan Empire (including it’s territorial waters and ocean access) we patrolled it as a part of our territory. Although we granted your nation a portion of the territory, there has not yet been a negotiation regarding where the border between our territorial waters and your territorial waters are. Once such a discussion takes place and an agreement is made, then we will withdraw from what will then be your territorial waters, and the restrictions will thus not apply to that area. You can contact the government of Vaule at any point to negotiate regarding this. Enclosed is a proposal regarding this matter. -Proposed modification. (Yellow=Veran Empire territorial waters, dark green=Vaule territorial waters (restricted to all), light green (restricted to allied military, open to all civilian vessels), red = Vaule territorial waters held by Rossiskaya as part of the Rossiskaya corridor) We suggest negotiating a deal with Estovakia for free movement across the area in red. This simple way of governing land water or air is to lay a claim, and then see if the claim endures whether it be through acceptance, apathy or protection via force. OOC: Actually the "Rossiskaya Corridor" is the name that I've given to that bit of land to the west of you that is owned by Estovakia. So you should contact them. When the agreement with them expires, the territorial waters in red will revert to your nation, as well as a portion of the land immediately west of you. OOC:The land reverts to me, as per the agreement. I don't need that bit of territorial waters (in red), so you can treat that as your own territorial waters,ViraKhail. You can have the land as well, however I want to carve out an exclave first. IC: As per the agreement signed by the governments of Vaule and Estovakia, the Rossiskaya Corridor, reverts back to Vaulian control. We will allow the Veran Empire to add the territorial waters associated with that territory (the tiny bit in red) to their own territorial waters. Should the government of the Veran Empire wish to expand westward, we would be more than willing to transfer parts of the Rossiskaya corridor to the Veran Empire. IC: The Veran Empire thanks the Vaulian Empire for the clarification. As for the offer to expand westward, the Veran Empire would like that very much. Since our exodus, our population has been increasing quite dramatically and we've nearly tripled in size as a country since leaving our original home.
