At best, it's a proofreading error, which means either that the author has not been taught how to proofread (indicating extreme youth or incompetant teachers); that the author was rushing, indicating poor time management skills or a lack of concern for the finished product; or that the author just didn't care, indicating a lack of commitment to his alliance's welfare. If it was subject to proofreading and editing by people other than the author, that only compounds the problems, since the editing staff, if it exists, is obviously lazy.
