Here is the detailed error code: Sorry, but the sending nation no longer has the required amount of money to send this aid package. This aid package would put the sender into more than $500 in debt. Please delete this foreign aid proposal. I thought hoops had just oversept but I'm struggling to believe that Chi Chi has as well. I really need this through today as I'm back collecting with the Great University purchase in ten days... Is it a glitch?
