This time I included the +/- in the rankings for 10k+infra, 3k+ tech, the # of nations in the top 5%, and total alliance points. Edit: Also messed up the #10 spot in infra. It wasn't VE with 21, but TPF and WTF with 24. Again, fixed alliance points accordingly.
