We are delighted by this offer by yourselves and we thank you for being so cordial with such a nation as ourselves. We would gladly take up your offer and we shall have the first set of prisoners ready to be sent as soon as the paperwork for it is established.

It is excellent that you have agreed to our proposal. If it is acceptable, a Department Official along with his staff will arrive shortly to inspect and rate the prisoners. Prices can be agreed upon at that time. Furthemore, the Confederate Treasury has agreed to directly pay the Somalian government $50,000,000 for every 1,000 prisoners delivered on top of what is payed for each prisoner (between $10,000 and $20,000 each).

We assure the Somalian government and public that the prisoners will be properly and justly treated and will be returned to Somalia upon the end of their prison terms, although contract negotiations may change that for certain prisoners (if the Somalian government deems that person a threat to their safety, for example).

OOC: Somalia's government is pretty corrupt themselves and the ones being sent would mostly be muerders, rapists and political enemies of the state and I didn't realise you were invading me .

IC: With the northern militia forces being soundly destroyed and any survivors either surrendering or being killed the President has decided to act as well and has fully mobilised the armed forces and has recently stuck against a number of the southern Warlords in their homes using his armoured tanks and vehicles and two old Hind-D attack helicopters to devastating effect. Hundreds of militia are now surrending, giving up or are bing killed and with the Warlords in the south mostly dead or vanished their forces there are running about in confusion. The militia in the north of the country had withdrawn back to theeir hideouts to make a last stand though everyone else knew it would be futile.

In response to the Confedracy:

OOC: I don't intend to annex the territory, but rather take it as a sphere of influence. This is mainly intended to be a staging ground for a coup in Sudan and then installing a pro-chinese client state so we can control more oil resources.

IC:

Warlord militia men would be taken to prison camps setup outside some of the major cities. These camps would be designed with indoctrination in mind. Run by the USC Intelligence services, prisoners would be given and us versus them mentality in regards to the warlords they formerly served under. Videos, some real, some doctored would be shown of militia leaders and those who vaguely looked like central government forces beating up, maiming, and raping men, women, and children as they plundered villages. These would be contrasted with Chinese at the camps who would serve them large warm meals, give them a nice bed to sleep in, and generally treat them humanely.

Movies were shown about China's rapid economic rise from poverty and highlighted how conditions in China were similar to the ones in Africa before it was able to rise up. The relationship that was being defined, was that China was part of the developed world, but unlike Africa it knew the way out. It would show this to the Somalian militiamen. This would create the relationship of a White Man's Burden but make it seem somewhat more equal.

Similar propaganda, along with increases in public works projects to build paved runways, larger ports, and new roads and large barracks style buildings were taking place along the north coast. Of course, the Somalians didn't realize the real reason for doing this. They just knew that the Chinese were giving them money.

The first Ming migrant laborers would arrive several weeks in, they were recruited to work in "red zones" near the Ethiopian border. Here unlike the rest of the country, villagers were kept more around their local villages so no one had quite an idea of what was going on. The Ming chinese would work on building up supply bases and airports, under the auspices of SINOPEC and the largest private military contractor in China; Dragon Corp.

Meanwhile, air strikes from the carriers intensified on the remaining hide outs as USC troopers closed the gap on the militia forces. The army had brought in their massive Tiger heavy tanks for the battle, in addition to the standard vehicles. These units were able to surround the forces of the militias along with other assualt vehicles, and close in on them, even as aircraft continued their bombardment. Operations would be such so that it would be very hard for militias to escape the inevitable reckoning.

Michael Devereaux peered out of one the wall sized windows which made up the northern wall of his penthouse office, he looked down upon the domed city of New Zurich below, an assistant entered his office. "Sir the Osiris images and intel from the somalia conflict just came in.

"Good, leave it on my desk I'll have a look at them in a moment." Strolling across the room he picked up the flash drive and inserted into his laptop computer. Pressing a few buttons on his desk the window he had just been observing from became opaque and became a massive computer monitor. Immediately a few images and videos came up detailing the strategies used by the USC against the guerrillas. Ever since his lunch with their premier he had become quite intrigued by their military. He couldn't say he felt entirely comfortable with conflict this close to home, and he did feel slightly guilty for not acting on Somalia sooner. He looked forward to observing the continued activity of his possible future ally in Africa, and he hoped his own laissez faire attitude towards the USC's ambitions would grant him a similar indifference in his Indonesian activities.

Operations in Somalia are complete with all of the late Warlord's forces either dead, dispersed or have surrendered. With the hostile forces dealt with the President now looks to rebuilding the country into a better place. To begin with, though annoyed he wasn't informed about by the Chinese, he will allow tihe Chinese to maintain a small area on the coast for their forces to use as they have earned the right to use it. Meanwhile he hopes to discuss with the Chinese leader on a way to acquire better resources and technology from them in exchange. Also the very first prisoners are now being sent to the Confedracy.

The United States of China had now a firm control of the North and forces were being built up on the borders of Dijoubuti and Ethopia for further action. It had been unexpected that the government would have the success it intended to have in the South, they would have preferred to be in a stronger position in the North, but no matter.

A message was sent to the government:

The Army forward scouts report that warlord forces are continuing their campaign from across the international border. We believe these forces are backed by Comintern world wide movement. We would like to propose that we be granted a permanent administrative zone along the North Coast, as a base to counter COMINTERN Forces in the region. In exchange we will invest capital into building this region up as a major port area, and grant the central government a 10% in the profits from this venture.

This will give you protection from Communist take over and give your country some industry it badly needs in wartorn areas. Additionally we can provide you with military trainers if you wish.

The first 1,100 laborers have arrived in Mogadishu harbor. Representatives from across the Confederacy have held an auction, vying for the best and most fit for service on their plantation or in their factory. The bidding is expected to last another three days, although the first load of laborers have been sent back to the CSA while payment has been given to the Somalian government amounting to a total of $61,000,000.
