It actually has nothing to do with war, but rather who is supposed to send flowers to who and when, who gets to keep the My Little Pony collection if we ever split up and our secret lulz over the fact that both "Fark" and "NAAW" both have 4 letters in them. True, however the treaty we have with NAAW is an MLND (Mutual love, no disprespectin') and thus means more then any treaty ever created ever (Yep, even more powerful then an MADP!).
