No ships may not enter into this area without permission. It extends for a range of 100 miles around from every Confucianism controlled land area, and if there is a nation inside that area then it will extend until 50 miles from their coastline. Fighter planes will be constantly monitoring this area to make sure that nothing comes within this area, and all Confucianism ships that are outside of this area may return after being subject to a complete physical and medical examination. All Confucianism ships or planes that are currently outbound for other countries are about to be accompanied by Fighter escort and encouraged to turn back. We urge all countries for their own protection to not accept Confucianism ships or planes that are inbound from any Confucianism area. I REPEAT: No ships or planes may enter Confucianism airspace, waterways, or any water within 100 miles of the coastlines. Any ships or planes caught within this area will be met with deadly force, I repeat, will be met with deadly force. Turn away all Confucianism ships and planes that are inbound from Confucianism territories. It is believed to be an unknown type of influenza that has emerged from avian birds. Little is known as of yet, but it is believed to have been released after the flooding of coastal territories. The close contact with birds and poultry afterwards is believed to have caused this outbreak. No more news as of yet, however, the plague is extremely fatal. We ask all Health Services to take note. All of our canal locks have been ordered to keep any ships from Confucianism from entering our waters. So far, none have been reported north of a line about 150 miles south of the capital city, Confucius. The government has enacted a Transport Exclusion Zone, or Quarantine, of the southern areas of the country and in a 50 mile radius around the capital city. Emergency Headquarters are being enacted around the country, in case the Quarantine proves ineffective. Medical supplies are being distributed to citizens that have not been infected all around the country. The lines outside of medical clinics have grown extensively long, with more and mroe citizens wanting any measure of protection against this disease. So far, reports are inconclusive about whether any known drug works, as cases are beginning to overload hospitals in the Quarantined Area. This soon into the epidemic, there is no conclusive evidence to show that there is a current defense against this influenza. We also do not know a carrier of the disease, but we are very sure that it was some type of bird, as the strain is similar to previous strains of H5N4. It is confirmed to be the strain of avian flu known worldwide as H5N1. This places the estimated mortality rate at around 60% of all infectees. Citizens are encouraged to remain indoors. 153 new cases have been reported in the capital city, Confucius. The quarantine has proven to be ineffective. We are yet again urging all nations to turn away any flights or ships inbound from Confucianism, however, with the rate of infection, we believe that for any quarantine of this kind to have been effective, it would have to have been instated almost 2 days ago. We have come to this conclusion after getting reports from infectees that symptoms started appearing around 48 hours ago, starting with a mild cough and sore throat. We are urging all nations to take notice: The disease has probably spread beyond our borders. If you have received shipments or planes inbound from Confucianism in the past few days, there is a definite possibility that the infected were onboard. Government Announcement to Inbound Traffic - We urge no medical services to yet arrive without being authorised by the government. We do not want the infection to spread to people. If anyone arrives, they will have to remain on Confucianism. If they are completely aware of what they are getting into, we will approve their arrival, but they can not leave once they have arrived. We consciously spread our laboratory-developed duck influenza in Confucianism's flooded areas, and we are pleased to report that it is highly transmissible not only to ducks, but also for every other kind of bird and to humans that do not take the vaccine. It has a big transmission window before the symptoms start, so an apocalypse may be ensured. The people of Antartida salute you, all the way from their cold, cold bunkers in antartica. It is a strain very similar, however. We are unsure of how to classify it as of this moment. Current caseload places it at 3,000 cases and at least 1,000 deaths, and climbing steadily. It has been reported north of the capital now. Hospitals are being overloaded with cases as we speak. We are unsure as to how this will continue. Mortality rate seems to be extremely high, somewhere around 90%, and it seems to not discriminate with its targets. We are urging citizens to stock up and stay indoors. It is not known if a cure can be found, and if so, when it will be produced. We are urging Health Services worldwide to take notice: This disease is HIGHLY contagious. It can be spread from direct contact, indirect contact, and airborne inhalation. We encourage you to prepare your medical services for an intake of patients, we do not know how far this has spread. Announcement from the Government - So be it, your medical supplies and those onboard are granted freedom to land. We have no comment to the announcement from Antartida, but we only ask, "Why?" We have just neutralized a military coup, that had as its main component the framing of the high scalons of the Antartidan government with causing a pandemia. One of our generals ordered an unit loyal to himself to infect Confucianist ducks with H5NX, an old military weapon designed as an auxiliary arm of our doomsday device, and used his wartime communication access to impersonate the president. The rogue unit, as well as the general, has been effectively terminated but we are sad to inform the world that the virus is quite resistant and can also spread through water and survive in temperatures between -80 and +125 degrees celsius for up to 3 years. We are willing to share the information concerning the production of the vaccine for free, and we intend to sell large doses of it for a reasonable price, as a sign of good faith. That is all. Our nation has recently dismantled most of its navy, though, so the policy of providing the vaccines to whoever takes them first is already in place. We will be giving up the intellectual property rights of the vaccine and consequently allowing anyone that intends to produce it to do so. The people of PDF Antartida wishes that the world recovers from such a slap on its face, and sends its best regards. We are unsure how this disease got out, but we believe patient zero may have been released from the airport because he/she was showing no symptoms. Patient Zero is believed to be on that flight. To Gebiv: We suggest you destroy that plane before it can land. Our emergency responders that enacted the quarentine at the airport have caught the virus. The other three planes have all landed. We suggest, Rebel Army, Byzantium, and Wales, that you do not allow anybody on or off these planes. The number of Confirmed cases has risen to 5,862. Deaths are at 149. However, we urge nations to stop all planes inbound in case your nation has not bee infected yet. The number of infected in Confucianism has risen to 11,827. The number of dead has gone up to 7,000. The virus maintains a 90% mortality rate, and still has no preference over old or young. Our quarantines have proven ineffective, and we are awaiting on our cargo planes to return with a vaccine. We are unsure as to whether the virus has made a jump from one stage to another, as it has infected so many across the world. We put it at a 65% chance that it could have merged with other forms of influenza or viruses to a more virulent form. We have no cases as of yet that have given us such information, but the chances are rising steadily. We urge nations around the world to form an organised response to this crisis. If you have not done so already, prepare for the worst immediately. This flu is extremely virulent. So far, cases are limited to Asia and Europe. However, the amount of traffic between Confucianism and the rest of the nations in Australasia makes us absolutely certain that they are all infected with the virus. This has become a full-stage pandemic, and requires everyone's co-operation. From what we can gather, worldwide cases stand at around 30,000, however, this will rise exponentially as new nations start reporting infected citizens.
