The European Free-Trade Agreement Conference

Leaders of Europe,

There have been discussions of creating a freer economy for the whole of Europe for sometime now. First there were conferences in Koingsburg, then in Sofia. The Hansa has sent representatives to both of these conferences and we are still extremely interested in seeing Europe's economic situation continue to blossom, we would like to see if many of the European nations are also as interested in a grand economic pact encompassing all of Europe. The goal of this conference is to create some type of an agreed treaty between our nations to open borders between European countries, reduce or eliminate tariffs on European goods being imported into fellow European countries, and general economic cooperation between the brothers and sisters of Europe. There is no doubt that if Europe could somehow join her economies together that we could be an extremely powerful continent while maintaining our own individual sovereignty, which of course is something that we all desire than anything else.

Again, all European nations are invited to this conference in Helsinki. We have renovated the Diet Hall specifically for this meeting and will be able to hold all representatives. Also if non-European nations would like to send observers they would be more than welcomed. Temporary residence will be provided in the Helsinki Royal Hotel, along with transportation from the hotel and from the airport to Diet Hall. I hope to see all European leaders here and hopefully we will finally solve the problems of creating a stronger economy for all of us, once and for all.

And just in case you are still unsure of what we will be talking about, or at least what I will be proposing:

-Open Border Agreements for the whole of Europe

-Reduction or Elimination of Tariffs on European goods to European countries

-The potential to create a universal European currency

-European economic aid to one an other during times of economic instability

I hope to hear many more ideas from other leaders as well.

OOC: Anyone interested, can just RP they're arrival at the airport or if you want to go further you can just arrive at the Diet Hall whatever works. Also there's no treaty drafted so we'll see what we can do with this.

It's most unfortunate that this conference comes on the week of our elections, most of our officials are thus quite busy at the moment.

However, Lord Elric is able to find some time in his busy schedule to attend and shall arrive shortly.

Prins Willem Van Oranje, having had a conference such as this in mind for quite some time, but never seeing the perfect opportunity to hold it in the Republic, was ecstatic when Hanza announced the conference being held in Helsinki. He would personally attend, leaving Middelbaar Prins Alfred Spoor to manage the Republic while he was away.

He took off from Outer France Air Force Base in Luchtvaartmaatschappij Een in a very large jet, escorted by several UFE-manufactured fighters. They would land within two hours in Helsinki.

I am extremely excited to see such involvement for economic cooperation from my European neighbors, we hope in the coming hours that more nations will announce their coming to the conference.

For those leaders and representatives who have arrived at the airport, a line of white limousines along with a military escort was waiting for their arrivals. With the utmost care and respect for those representatives they were taken directly to Diet Hall and led inside. Inside the Hall, a great round table was erected with areas designated for every country on the continent. After being seated, a score of aides entered through the doors with light appetizers for those who had come.

"We appreciate Your Excellencies coming on such short notice of this conference, the Prime Minister is ecstatic to see all of you showing interest. We will being the conference shortly to see if any other representatives who have shown interest to arrive. Until then, we ask you to wait patiently and enjoy the food and drink that our chefs have prepared for you. In addition, we have a large selection of wine and other beverages, just ask one of the aides and we will bring it for you. The Prime Minister should be down shortly." The aide smiled and bowed to the representatives before disappearing back through the door letting the leaders begin to converse amongst themselves.

Ile de Noir will send two ministers and their aides to this conference. Minister of the Exchequer, Hendrik Loos, and Minister of the Interior, Jules Sarkozy. While we believe this to be a well nigh impossible task, one cannot ignore the attempt. Our ministers will arrive shortly.

An jet airliner descended upon an airport (OOC: What's it called? ;)) in Helsinki. The door opened, and a stairways was placed in front of it. Out stepped a figure. He had an imposing figure and was solidly built. He looked incredibly like the famous actor Arnold Schwarzenegger. He was Arnold Schwarzeim.

The Byzantine representative grinned widely as he greeted Hansa officials. "Hello!" He greeted in his deep voice, waving. He was led to a waiting limousine. He got in, and was duly driven through the streets of Helsinki. He would arrive in due time...

"I would like to thank, first and foremost, Sarah Tintagyl for inviting us all here to Helsinki so that we may discuss matters that have plagued the many nations of this small continent for many, many years. That is, the issue of national rivalry, money, and the fact that there really isn't that much land here. I would like to say that I am more than willing to put my signature on every one of those terms, however I do feel that we must discuss them first.

1) Open Borders.

Our continent is no more than 10,000 kilometers wide and 10,000 kilometers tall. It is just over 10 million kilometers in area. Needless to say, it is not a large one. It is not a long and arduous journey to travel from Moscow to Lisbon, as it would be to travel down the North American continent, or across the Asian continent. This means that transportation of goods and materials made in Portugal would not take long to reach Moscow, thus increasing their worth, and subsequently having a larger worth than goods traveling from Alaska to Diberia. From this, we can assume that the monetary value of these goods would be significantly higher than their American counterparts, whether it is in Guilders, Francos, or any other form of currency.

Another portion of this is the fact that the peoples of Europe have, and have had for many years, a great difference in culture. What you see in London is not nearly the same as what you see somewhere so close as Paris, much less Istanbul, and this difference of culture has been a great people's attraction for many years, leading to a large tourism industry in all of our nations. However, it is a rather large inconvenience when traveling from Bordeaux to Berlin by road or rail, one would have to show their passport and go through customs in three different nations. The people of Europe would, I am sure, greatly appreciate it if we eliminated this inconvenience completely and allowed free travel across Europe.

There is another plight relating to Open borders. Some nations here do not let any of their neighbors' goods into their nations. It is utterly ridiculous the fact that while we, the Republic, have a complete open borders policy to any and all who may enter, that other nations on this continent bar any trade passing through other nations. This is also an affront to the economy of their nations. While our GDP has done not but grow in utterly ridiculous numbers over the past few years, others' move in a steady increase, or even decrease, due to this lack of trade. I urge you to realize the great economic bonuses of allowing goods to come into your nation, even if you do require the annoyances of passports and major border security...

2) Tariffs

As I stated before, this is not a large continent. It does not take long to go across it, and, as I am sure you are all well aware, it is best to trade with one's neighbor, as the ease of transport and the freshness of the goods can be easily maintained. For example, grapes and such grown in the former Welsh Republic did not take long to reach places where such things could not grow, specifically the Proxian Empire. However, tariffs on these goods can force people to not want to buy them, in fact that is often their intention. It would be a great step towards true freedom in all of our nations if tariffs were eliminated, and we embraced the policies of a free market on an even higher level than many of us already do.

3) Universal Currency

This is a touchy issue due to the fact that many nations of this continent will feel that by adopting a universal European currency, they will lose their national identity. For ages, the people of the Netherlands have used the Guilder as their currency, and we are still fully able to embrace the notion of a universal currency, and we are quite concerned with national identity, as shown by the Oranje Doctrine.

Another issue here is the instability caused by the conversion of currencies. I propose to you this, that all nations who would sign a Universal European Currency clause on some treaty would embrace a transition period, in which they would use their old currency while at the same time beginning to incorporate the European currency into their system, and pushing the use of this currency until it becomes the norm, then eliminating their old currency by allowing the people of their nation to exchange all their old currency for the new one.

I can tell you now that if you adopt this currency policy, you will lose nothing. There is only something to gain by this.

4) Economic Aid

This should be self-explanatory and not something that needs debating. It is my opinion, and the policy of the Republic that, if someone is in trouble, you had better bust your $@! to go and help the poor !@#$%^& out. The case should be no different here. We could not possibly think of not sending aid to our brothers who, although different, are so like us. It would truly be a sin and an affront to all that is good in this world to not send out aid to those in desperate need.

OOC: I'm going to start the conference now guys, so If you still want to come, please by all means do so and for you still in transit, likewise you can just come right in and begin talking.

IC: Karl Mechtenheim, the Foreign Minister for the Hansa walked through the large oak doors entering to the Conference Room and smiled. "Your Excellencies, Lady Tintagyl and I are extremely elated that you all were able to make this conference on such notice. I hope that you have been treated with respect while here and applaud the drives from our European neighbors to create a stronger European economy for all of us." He turned back the doors and bowed his head. "Now if my may present Her Excellency, Prime Minister Sarah Tintagyl who will begin the conference."

The doors opened again and Sarah walked down along with various economic ministers and took her seat between the Franzharian and Byzantine Representatives. Looking across at the various representatives all with their countries flags in front of them and countless documents spread across the table, she opened up her own papers and began to formulate how to start the meeting.

"Excellencies. Again let me briefly say how thankful I am for each of you to come. Two other conferences took place before this current one in Helsinki and though the talks were extremely useful in putting these economic thoughts into all of our minds, no actual pact or treaty was signed and Europe is still partially divided among our various blocs. I have began a project in my foreign department to begin offering treaties to various European nations in an attempt to open the Hansa's borders and bring in foreign goods for less, without hurting our economy. Presently Taeunas and the Atlantian Federation have signed such economic treaties with us. However, just the Hansa having open borders with every country in Europe would hardly strengthen the European economy as a whole which is why I wanted to ask you all here to propose such reforms to our economies."

"In short, I would like to discuss the ideas of a pact, creating open borders in all European countries, a reduction of tariffs, and the possibility of a universal European currency. Please, ladies and gentlemen your thoughts."

The Queen listened patiently before standing to speak "The United Kingdom is interested in some of the issues that have been raised, but the currency one is completely out of the Question and I will say now that The British people do not want this We are quite happy with our British Pound (£). The Former Welsh Empire was part of the United European States, even when all of Europe's nations were linked militarily...we did not have a single currency. If this is the direction this summit is heading, then I will take my leave now. Thank you."

"Yes, I know that it wont have any military ties. I was just showing that we didn't want a single currency when we had an Economic AND military pact, so we wouldn't be interested in one with just an Economic Pact. The open borders are an interesting idea, but I am pretty weary of it to be truthful, for us to even consider it there'd have to be a Pan-European force on the outer borders of Europe as a whole to ensure that no illegal immigrants get into the UK at all. We are most definately behind "no Tarrifs from European countries" it seems like the right idea. I must warn you though, that there are people in the UK that are very much Anti-European because of the Collapse of The UES and are weary of entering another Pan-European treaty, so ratifying anything we agree here wont be too easy."

"The United Kingdom is a sovereign nation. We will have our own currency, it will have mine and my husband's face on it and it will be designed and printed in the United Kingdom. We will raise/lower interest rates as we see fit... The Pound will slip as the UK slips and it will rise as the UK rises. We will control our own country and our own currency, the British people don't like the idea of someone else being able to control any internal affairs of the UK. This is one issue the UK will not back down to... If the other European nations persue this though, the UK may pull out of these negotiations altogether and not sign any part of it. We are 100% against a universal currency. I appologise if i sound a bit harsh."

"Her Majesty brings up a good point about the open border policy. With the idea of illegal immigration. Now of the top of my head, I could think of two options. The first would be that bordering countries would continue to keep guarded borders on non-European nations, or since the GAE has said it is a peacekeeping force in Europe, their forces could be divided up to patrol the outer borders. Unfortunately, I can't speak for many of the countries on this issue because the Hansa is only bordered by other Europeans. However I am glad to see that you support the anti-tariff idea." Sarah turned to the other representatives. "Does anyone have anything to add to the border problem presented?"

Slavorussia is open to all countries who wish to trade or travel through our territory. Anything else is just lunacy. How could a country survive without trade or tourism? But Slavorussia does have strict immigration laws, and at the current time we have no plans to relax them. The world is a dangerous place and there are a lot of dangerous and evil people out there just waiting for the perfect opportunity to do harm to our empire and our allies.

But Slavorussia does have strict immigration laws, and at the current time we have no plans to relax them. "Would Slavorussia want to join in the open borders agreement with us? I understand that RUSSIAN pact keeps you from engaging in any economic pact, but an open borders policy would only benefit all of our nations? What do you think, would you agree to it?"
