Game-No ; Forum-yes If your forum name doesn't match either your ruler or nation name exactly, you can request for it in the Forum Abuse section in 'Moderation'. The donation bonus is dependent on the nation, not the person making it. Every nation can receive only one donation bonus per month. You can make as many donations as you have money. Since the nation you create after reset wouldn't be the same nation you made the donation to on 2/1, it would receive the donation bonus.
