I had a trade partner in NADC who had an MP. He shot off his nukes and was summarily ZI'd some short time thereafter. Perma, IIRC, because I promised him aid to rebuild once he got out of ZI and he never got off of it.

I'm almost positive he was the smallest MP nation for a long while, since he stayed at a really small infra level for the longest time just to talk/keep my trade alive.
