Edessa, Edessa Region, Byzantium - After around-the-clock sustained effort, work on the first line has been completed (although work in northern Greece was a bit more difficult and took more time).

The first line consisted of an electronic fence (topped with barbed tape). Beyond that was dragon’s teeth, which spread for over 100 yards. Yet beyond that, barbed wire and Czech hedgehogs were arranged for miles and miles along the border. The first minefields were arrayed in front of a concrete wall fifteen feet tall by five feet thick (although, admittedly, much of the wall remained unfinished, but work was progressing rapidly). Sentry towers were established alongside the wall and manned by vigilant sentries and trained snipers. Flak towers were also established.

According to plans, the second line was to be much more extensive than the first one. In accordance to three electronic fences (also topped with barbed tape), which were to be coupled close together, there was to be a second minefield (which were spread over for 100 yards). Past the minefield, there was to be a ‘no man’s land’. They were ‘decorated’ with caltrops, which would be used to hinder infantry movements (this was also used in the first line, along the fence and the minefields). Following the ‘no man’s land’, there was another minefield, followed by an array of barbed wire and Czech hedgehogs. A concrete wall (fifteen feet tall by five feet thick) was to be established, and with sentry and flak towers. Tripwire lasers were to be put in place along the fortifications, which if triggered would set off automatic machine guns; arc lights would be used to scan the line during nighttime. In addition, bunkers and trenches were to be put in place alongside the concrete wall.

Construction would begin immediately, and was expected to take longer to complete (about six months to a year, or so). The entirety of Byzantium’s borders (except these with the UESR) were teeming with activity.

Constantinople, Federal District, Byzantium - For classified reasons, the Government has placed the country on DEFCON 3.

All construction work was halted as the Erzurum, Smyrna, and Athens Military Districts were placed on high alert. Hundreds of thousands of soldiers, most particularly the Erzurum Military District, were being mobilized "to react in a moment's notice". The Navy has begun patrolling Byzantine waters and the Air Force is on standby. Work on the border fortifications, however, continued at a frenzied pace.

Constantinople, Federal District, Byzantium - Today, Leader John Kelikark signed a bill into law. Termed the Sedition Act, the bill forbade Byzantine citizens from making "subversive, profane, inflammatory, and/or disloyal" language, comments, and/or publications against the Leader, Government, the National Party, and/or the State as a whole.

The Act also empowered the Gizli Polis and Orgutu to conduct ‘house searches’ of any residence or property, and without a warrant and at anytime during the day, as a means of enforcement. Violators of the Act are liable for ten year’s imprisonment, a $5,000 fine, and the possibility of execution, depending on the severity of the crime.

Much of the nation were lowered into DEFCON 4, and the subsequent DEFCON Act mandates that DEFCON 4 shall become the new DEFCON 5. The Navy and Air Force were recalled. Soldiers returned to their barracks and bases, although work on the border fortifications continued at the current rate.

OOC: So Byzantium has become the new Ubersteinia? Very interesting. You are going to bankrupt your nation with those fortifications I would think. We built ours at a much slower pace. /OOC

Besides, that would probably be the case, but we're going to find ways to complete the fortifications and whatnots... :awesome::ph34r:

"So, it's all set, then?"

"Yes, sir. Everything's been worked out. We guarantee that it shall be a success."

"So, I see."

Inside the Situation Room, a highly-guarded, sound-proof room staffed by a couple of heavily-armed soldiers, were several figures huddled over a large round conference table. Files and papers were laid all over the desk, all detailed plans of some sort. At the head sat Leader John Kelikark.

"So, tell me again." Kelikark began, his head on his hand. He smoked a cigarette, exhaling out. "How would that go, and how do you expect it to succeed?" It wasn't that he didn't believe in the prospect of success; actually, he believed it. He just wanted to make sure everything was going according to plan.

"Very well, sir." A man said, nodding. "First, we're going to do a little check-up all over the world. Use our satellites and datefiles all over the world. In addition, we're going to use what we call the sleeper-agent method." He paused for a moment. "We're going to dispatch hundreds of agents into various nations all over the world. They will not do or show anything that they are in fact agents; the world shall never know of that. And given our rather high technological prowess, it will be a complete success. But it wont be the only method."

Kelikark remained silent as he considered this. "So, it's not all about infiltrating the world...isn't it, Mr. Trevelyan?"

The man, a Mr. Alek Trevelyan, the head of the Guvenlik, chuckled. "No, it's not about that, indeed. Why, it's for a deeper purpose, and one that concerns Byzantium's position and security around the world, so to say."

With that, he picked out a file and handed it over to Kelikark. The Leader received and opened it.

Contained within was pictures of a certain two persons. Included were their databases, informations, confirmation codes, security codes, everything that was needed to know about that person(s).

Kelikark smiled and nodded. "So, what purpose shall that be, to be precise?"

Trevelyan smirked, his eyes glinting in the low light. "Assassination. It will be carried out, one way or another. We need to infiltrate the world, find out where they are. That way, we can succeed into doing this. They must be eliminated."

Kelikark nodded again, inhaling from his cigarette again. "Wonderful. I expect that it shall be a success, no?"

"It shall be, sir. I assure you my word."

"And I'll take your word for it. From this moment now on, Operation Cleanup is initiated."

So it had begun...

OOC: If they keep a low enough profile, it would be well nigh impossible for this to succeed. If only a couple of people even know where they are, no amount of spies are going to be of use. Tough these are the Constantine borthers; I don't think keeping a low profile is their style... /OOC

Constantinople, Federal District, Byzantium - Today, in accordance to the principles of the National Movement, Leader John Kelikark signed into law the Politicization Act. The act allowed for the formation of two minor political parties. True, following this announcement, two political parties were duly created: the Progressive and Development Party and the Freedom and Solidarity Party.

The Progressive and Development Party, founded and led by Tayyip Erdogan, champions the ideals of progressivism, economic development, and democracy. On the other hand, the Freedom and Solidarity Party, founded by Ufk Uras, promotes the notions of libertarianism, economic and national solidarity, and social democracy. But despite this ‘show of political liberalization’, both parties are effectively controlled by the National Party, especially when it comes to government appointments. Members of both parties are appointed by the National Party and with the explicit approval of the Leader himself. But still, it is a great day for democracy in Byzantium, for it prevails!

Constantinople, Federal District, Byzantium – In a surprising move, Leader John Kelikark ‘reinstated’ the Constitution, and with the approval of the Meclis. The Constitution, suspended during the Revolution, are now being put back into (nominal) effect as the Constitution of the Republic of Byzantium, with some modifications.

Preamble

This Constitution, which affirms the very existence of the Republic of Byzantium and the indivisible unity of the Byzantine state, duly and solemnly represents the determination to uphold the existence, prosperity, material and spiritual well-being of the Republic of Byzantium, and to maintain the standards of a honorable member, with equal rights, in the international community of the world’s nations.

The Constitution acknowledges and upholds Christianity to be the official State religion, and that this notion shall be maintained indefinitely; even so, the Constitution recognizes the birthright of every Byzantine citizen to lead his or her life based on the development of his or her material and spiritual assets under the aegis of national culture, civilization, and the rule of law. In other words, every Byzantine citizen have has the right to practice whatever religion he or she chooses to practice, and without state interference as defined by law, unless stated otherwise.

The Constitution also recognizes the notion that all Byzantine citizens are united in national honor and pride, in joy and grief, in their right to exist as a nation, in blessings and burdens, and that they have the right to live a peaceful life based on utmost respect for one another’s rights and freedoms, mutual love and solidarity, and their desire for peace and freedom. It also affirms and follows the principles of the National Movement, that citizens of the Byzantine State shall have an inalienable duty to the State and Republic.

The Constitution is to be interpreted and implemented according to its word, and should be honored and obeyed in both letter and spirit.

Article I: Form of the State

The Republic of Byzantium is to be a Republic, based on the ideals of a Federal system, and with a Parliamentary system of governance.

Article II: Characteristics of the Byzantine State

The Republic of Byzantium is to be a democratic, Christian, and social state governed by the rule of Law, to be based on the concept of peace and honor, national solidarity and justice, respect for human rights, and on the fundamental tenets outlined in the Preamble.

Article III: Integrity of the State, Official Language, Flag, Anthem, and National Capital

The Byzantine State, with its territory and nation, has the very right to existence. It’s official language is Turkish. Its Flag, described by the Law, comprises of a white crescent and star on a red background, interposed with the designs of the Byzantine flag. Its national anthem is İstiklâl Marşı (The Anthem of Independence), and its National Capital is Constantinople.

Article IV: Irrevocable Provisions

The provisions of Article I, II, III, V, VII, VIII, and IX of the Constitution shall not be amended, although their amendment may be proposed.

Article V: Fundamental Aims and Duties of the Byzantine State

The fundamental aims and duties of the Byzantine State is to maintain, uphold, and defend the independence and integrity of the Republic of Byzantium, and to provide the means required to uphold the development of the individual and the State’s material and spiritual existence.

Article VI: Sovereignty

The Republic of Byzantium has the inalienable right to Sovereignty, and shall exercise it through the established institutions of Government as defined by law.

Article VII: Legislative Power

Legislative power shall be vested in and exercised through the office of the Leader of the Republic of Byzantium and ratified through the Meclis (Parliament) of the Republic of Byzantium. It cannot be violated or otherwise invalidated.

Article VIII: Executive Power

Executive power shall be exercised and carried out by the office of the Leader of the Republic of Byzantium in conformity with the Constitution and the Law, unless stated otherwise. It cannot be violated or otherwise invalidated.

Article IX: Head of State

The Leader of the Republic of Byzantium shall serve as the head of state of the Byzantine State, and with all of the powers vested by the Constitution and the Law and the like. Oaths of allegiances shall be made to the Head of State of the Republic of Byzantium.

Article X: Judicial Power

There shall be no Central Court in the Republic of Byzantium, although Judicial power shall be exercised by federal, provincial, and local courts in the name of Law and Justice on behalf of the Republic of Byzantium. Their powers are subject to both the Office of the Leader of the Republic of Byzantium through the Byzantine State, and shall accord to this Constitution by any means, unless stated otherwise.

Article XI: Equality before the Law

All individuals are equal before the Law without any regards to language, race, color, sex, opinion, belief, and religion, and as such. All individuals, men and women, have equal rights and the State is responsible for upholding and implementing these rights, unless stated otherwise. State institutions and authority shall act in compliance with the notion of equality before the Law, unless stated otherwise.

Article XII: Supremacy and Binding Force of the Constitution

The provisions within the Constitution are binding through executive, legislative, and judicial institutions, unless stated otherwise. Laws, Propositions, and as such, shall not differ from the Constitution, unless stated otherwise.

Article XIII: Armed Forces

The Armed Forces of the Republic of Byzantium, such as the Army, Navy, and Air Force, are under the final command and authority and control of the Leader of the Republic of Byzantium. That power cannot be delegated.

Article XIV: National Security

National security shall be maintained and upheld throughout the Republic of Byzantium, and with the tacit purpose of safeguarding, protecting, and conserving the Byzantine State, its people, and nation as a whole. It shall be the responsibility of the Ministry of National Security (Guvenlik) and exercised through the security organization, the Gizli Polis and Orgutu, with their respective powers vested by the Constitution and the Law. The aforementioned organization shall, therefore, be delegated under the control of the Directorate, and the final authority and control of the Leader of the Republic of Byzantium. The rights listed in the Articles II, III, IV, V, VI, and X cannot be violated.

Constantinople, Federal District, Byzantium - Today, for classified reasons, the National Party passed a resolution permitting the families and friends (including spouses and childrens) to visit inmates for Valentine's Day. The visits shall duly begin on February 12th, and shall last for a period of three days. The visits shall be limited to only one-and-a half hour, and shall be designated only in specific areas of the prisons.

Constantinople, Federal District, Byzantium - To further faciliate the 'flow and distribution of information and the like', a new Ministry was established. The Ministry of Public Relations is responsible for managing the flow of information throughout the country, including media, newspapers, editorals, and the like. This is in conjunction with the principles of the National Movement.

All media companies, corporations, organizations, outlets, and the like are now, at least, de-jure, required, through the Media Outlets Act, to submit their media to the Ministry of Public Relations for review and approval.

For unknown reasons, Operation Ioannis was called off. This was purported to the vast scale and scope of the operation, and the efforts that would be required to fully implement it. So far, only 200,000 Greek civilians were arrested and detained by the Gizli Polis, although there are currently no plans to set them free in the foreseeable future. Instead, there would be an intensification of security and surveillance prodecures and the like in Greece; Athens and other major Greek cities were placed under 'administrative martial law'. On the other hand, the arrests and imprisonment of Communists, Socialists, their supporters and sympathizers continued. It is officially estimated that as many as 300,000, perhaps much more, are currently in Byzantine jails and prisons across the country.

To deal with the inevitable overcrowding problem, the Government secretly ordered the Orgutu to establish eight new 'prison labor camps', housing approximately 10,000 each. They would be located in central Anatolia and the Stavropol Republic.

For classified reasons, approximately 30,000 UFE troops and elements of the 2nd Corps, in the country, were ordered to the northern Byzantine-Gebiv border. They shall hold positions, and assist in the construction of the border fortifications to pass the time.

Both Operations Goodwill and Cleanup had been suspended due to the outbreak of nuclear war, as the Government scrambled to utilize resources that would enable the Byzantine state to survive the nuclear catastrophe that was inevitable. Leader John Kelikark, his Government, and Military Command had relocated from the Dolmabahce Palace (it was deemed as too obvious a choice for an attack) to a secret base somewhere near the Palace. They would be safe and protected against nuclear attack and be able to maintain communications and the like with the rest of the country.

However, should worse come to worse, the Government had an emergency plan for such a purpose. There was a secret underground railway network that the Government would use to relocate to Ankara. There, they would continue to lead the country. However, they hoped never to use it, for such a relocation would inevitably harm public morale during war, if the news got out.

Constantinople, Byzantium - With Leader John Kelikark gone, the Republic of Byzantium in shambles, and the return of the former leaders Jed and Aaron Constantine pending, Supreme Commander William Hans took proper measures as to set the stage for a smooth transition of power once the Brothers arrived.

Thus, he launched an initiative to purge the country of the deceased Kelikark's 'honor'. The cities of Kelikarkgrad and Kelikarkhan were renamed to their original names, Bursa and Astrakhan, respectively. Further decisions would be left to the rightful Government in time. Furthermore, statues and monuments of Kelikark were torn down and demolished.

In addition, Hans and the interim Government began steadily dismantling the existing 'institutions of terror' that had been established under the former Nationalist regime. The internal passport system were overturned, and with millions of 'internal passports' invalidated. The Ministry of Public Relations was abolished and with their offices closed down; the Ministry of National Security was also closed down. The 'shoot-to-kill' orders of the Border Guard were rescinded. Thousands of Army troopers began moving through the cities, removing any door-lock mechanisms that they found. The labor camps built by the Nationalist regime (including unfinished ones) were closed down by the Army, and their prisoners set free. They would, in time, have stories to tell to the world.

With each passing day, Byzantium was becoming freer and freer.

Constantinople, Byzantium - In the interests of repairing and improving relations before the Brothers arrived, Hans issued a statement to several nations around the world, apologizing for any 'unproper' behavior the Nationalists may have displayed while they were still in power -- especially to the Government of Saboria.

"To the Government and people of Saboria, I would like to apologize on my and the people's behalf for the former Government's insulting behavior and inflammatary words toward you, especially about your political and economic system." Hans stated in a televised speech today. "You see, the Nationalists were, to put it, simply fanatics. They hated Communism with a passion, and for no apparent reason. Because of that, I want to apologize to Saboria as a whole. As such, we want to improve relations between our two nations."
