Count Rupert Posted August 4, 2008 Report Share Posted August 4, 2008 It means it raises the level of population density it takes before your citizens suffer a happiness penalty from the base level of 60 to 110 population per mile of land. Your population density of 11.90 population per mile is at a good level at this time.
