I have 5 IA and my tax rate is 28 % and it still says my citizens are angry with my. Intelligence Agency - $38,500.00 - Increases happiness for tax rates greater than 23% +1. 28% (This high tax rate angers your citizens.) Its citizens pay extremely high taxes and many despise their government as a result. The result of the +1 happiness you gained is roughly equivalent to +2 core income. In other words, you nation will benefit economically. What actually matters is your "Avg. Individual Income Taxes Paid Per Day" Play around with the different percents, but in almost all cases, 28% is the best.
