Is the nation brought out of anarchy? Do the effects of anarchy remain, but the gov. change? Does the desired gov. just change, but the nation remains in anarchy? Or possibly something else? That spy mission doesn't change the government your nation is set at, it changes what the people desire as their government. Same as the corresponding religion spy op, Incite Religious Propaganda.
