While this is good during the early days of your nation to help protect it until you build up your military forces, over time this will also make your population lethargic and less active which decreases the amount of income they make. In order to change your peace/war preference, go to 'Edit my nation' link and scroll down until you see the location to change it to 'war is an option'. Get yourself to around 25% of your citizen count in troops. You can do this by going to your military and clicking on soldiers. the screen will instruct you on how to decom.
