Count Rupert Posted February 28, 2008 Report Share Posted February 28, 2008 Well, you said you hadn't checked your improvements in a while. It sounds like those negative events you currently have dropped your population down below the level you had improvements for, so you probably did gain improvement slots, just not enough to overcome the 4-6 you lost from the negative events.
