But if I'm correct, first buying 4,5 tech, than 4 batches of 10 tech and a final batch of 5,5 tech will cost you € 821.975, so you save € 38025, which is a pretty large amount for a smaller nation. This is based upon the assumption that at 4,5 tech an extra level still costs you 10.000. Else the cheapest option would be to first buy 4 tech, then 4 batches of 10 and then another 6 tech. I know there is no price change from up to 4 tech, and the price jumps at 5 tech... but what about 4.5 tech? im sure it wont be too significant of a savings, but if you like to sell tech, it could add up overtime. Gold gives you a 5% discount for example. So buying 50 tech in batches of 10 would cost 95%*$860.000 = $817.000. Buying it in the other way (first 4,5, then batches of 10, than 5,5 to get to 50) would cost you 95%*$821.975 = $780.876,25. So you'd be saving $36123,75 instead of $38025, which would happen to be 95%*$38025.
