No. The way that is all calculated has changed. It now is based entirely off of your base soldier amounts. It used to be based on your modified soldier totals, which do not exist anymore. The number in parenthesis is now referred to and considered in-game as the "efficiency level" of your soldiers.

The game won't let you buy past 80%. The only way to get past 80% is to buy to the max, then lose some infra from a cruise missile or something.

Or get a lot of soldiers in aid
