It used to be based on your modified soldier totals, which do not exist anymore. The number in parenthesis is now referred to and considered in-game as the "efficiency level" of your soldiers. The game won't let you buy past 80%. The only way to get past 80% is to buy to the max, then lose some infra from a cruise missile or something.
