If only there were a way to control which tiers suffers the most damaging conflicts based off your nation makeup, most haven't had years and years of free technology and have to buy their own. This is (and @Ninja R as he needs to learn this too) is one of the things we've been saying since the war started: your coalition/bosses/masters (delete as appropriate) have so many top tier nations that it's pointless trying to fight them and therefore have basically made themselves obsolete.
