MORAL PREMISE

 

Before resorting to violence, a moral person must consider implications beyond personal gain. There is another human being at the end of the barrel, and in a free society there is generally a low tolerance for violent action. The moral state exists with the recognition that it serves as a necessary evil to preserve law and order, but what happens when those with a monopoly on violence are no longer moral people?

 

When Vladimir wrote The Meaning of Freedom in 2007, he explained our world exists in a state of international anarchy:

"In this state there is no right or wrong, no universal morality, and no law; individual nations are free to do whatever they want and take whatever they desire."

 

Nations voluntarily enter into contracts with one another, forming alliances to provide for the common defense. This allows the alliance to develop as a civilization, and further political development between alliances results in a hegemony consisting of dominant, secondary and peripheral alliances. A just hegemony will provide social cohesion, advance the interests of its constituents, and generally limit the destruction of wars to that which is minimally required to sustain global peace, prosperity and stability.

 

However, some individuals are the proverbial wolves. Predatory in nature, they use violence whenever convenient to extort, plunder, and kill. In a free society, these individuals are punished as criminals and rehabilitated when possible. But when such predators rise to the heights of political power, the state's monopoly on power is abused, and tyranny reigns. As Aesop proclaimed:

The defense of liberty against tyranny is a responsibility of us all, but when the vigilant sleep, the tyrant stirs. When an entire hegemony falls into the hands of immoral people, as happened during the Moo era in 2007-2009, the monopoly on violence is no longer used for the good of the global community. Instead, institutional violence is committed on the behalf of a relative handful of people pursuing predatory goals. These objectives become more and more extreme until the hegemony no longer resembles the values and ideals it was founded under.

 

In 2010, Vladimir explained the cyclical nature of hegemonic revolution in Toppling Tyranny:

As has been noted previously, a great war is essentially the climax of a revolutionary movement in the process of attempting to overthrow the hegemonic bloc -- that is, the bloc which maintains its place atop the unipolar world. [...]We can therefore begin to understand why the great wars have primarily come from within the hegemonic bloc itself. The hegemonic bloc doesn't rule by virtue of its own power, but rather by virtue of the power of its constituent parts (ie. the ability of the semi-periphery to pull significant sections of the world with them) that is then invested in the core. While an uprising of independent peripheral alliances is nearly impossible due to the numbers required, the likelihood of the uprising being quashed prematurely, and the interfering influence of core and semi-peripheral alliances, it is that semi-peripheral influence that has the authority to shift large chunks of the world at once, altering the very terrain upon which we stand.

 

While unfortunately the information in this guide will not always be used by moral people, it is necessary that moral people know how to defend themselves against tyranny. The necessity of such knowledge being distributed is now more important than ever.

 

EVASION

For any resistance operator, evasion is not merely a necessity, it is a way of life. When permawar, Eternal Zero Infrastructure (EZI) or Shadow Eternal Zero Infrastructure (SEZI) is used by the hegemony to crush independent alliances, the operator is forced to go dark as a reroll and bide his time as a sleeper agent.

 

Rerolling only works reliably when one remains stealthy as a nation ruler. If the operator is detected, the hegemony will monitor activity and/or attack. This is disastrous, because it can set back months of nation-building. The operator must remain dedicated to defeating the tyrant while also remaining disciplined, only engaging militarily when the time is correct., and distributing secret aid to ground level fighters when the likelihood of detection is low.

 

The primary means used by the hegemony to hunt rerolls is the IP address. IP addresses are collected at alliance forums and matched against the known IP addresses of resistance fighters. The best way to remain undetected is the use of static IPs, as dynamic IPs are often associated with proxies... a red flag for an alert security agent.

 

The primary goal of the operator is to build an identity and nation useful for the resistance. This means avoiding wars when possible, unless it advances a resistance objective, i.e. infiltration of an alliance government.

 

INTELLIGENCE

 

If no communication takes place between operators, nothing gets done. However, if communication is handled carelessly, hegemonic agents may infiltrate the resistance network and determine the identity of operators. Such counter-intelligence efforts can be disastrous when successful.

 

Security agents use canary traps to find leaks by distributing different versions of documents to different people. When a stolen document reaches resistance command, utmost care must be used in determining whether distributing the document might risk the identity of the leaker. Generally speaking, the more people that have access to a document, the less likely it is that the leaker will be identified.

 

Internet Relay Chat, while antiquated, is generally better than discord for resistance communications because it's easier to hide one's identity. It also makes it easier to separate mainstream discord participation from resistance operations, making catastrophic mistakes less likely. The identities of reroll nations should only be known on a need-to-know basis, by as few people as possible. Ground level operators should not know the identities of other operators.

 

Intelligence shared by operators have two primary uses: kinetic and PSYOP. Kinetic intelligence involves information of military value, such as warchest composition, planned offensives, and identifying low-morale targets. Psychological operations intelligence has political value, and is used to win hearts and minds, or demoralize enemy nations.

 

LOGISTICS

 

Any military offensive requires money, and getting money to frontline fighters is difficult as the hegemony will attack open financiers. This is why developing Federal Aid Commission wonder is a priority.

If both nations have a Federal Aid Commission wonder you may send foreign aid in secret by clicking the secret aid box in the aid offer screen. When you send foreign aid in secret it will cost the sending nation 200% of the items that are sent. The receiving nation will still get the actual amounts of the items that are sent as usual. Secret aid offers hide the receiver's information and aid details with ????? instead of displaying that information to the rest of the world. Successful 'Gather Intelligence' spy operations can expose the sender of a secret foreign aid agreement and who they send secret foreign aid to.

 

Thus there is still a risk of the banker being detected, and care must be used when deciding whether to contribute financially.

 

TARGETING

 

Active combat operators, generally formerly large nations in the lower-tier, will usually be treated as rogues by the hegemony. Thus, sanctions must be anticipated. Active combat operators should share trade circles on grey, as the happiness bonus of normal color teams is irrelevant while fighting anyway.

 

Generally speaking, combat operations should target a specific alliance that has the highest public relations value as a target, or that is more likely to capitulate. Combat operations are easiest to organize in the lower tiers, because it is easier to drop below the range of most hegemonic warfighters, escape to peacemode, and prepare for the next operation.

 

Because the damage potential of combat operators is minimal, strikes must take place surgically against the most vulnerable targets. When done correctly, the limited damage potential the combat operator inflicts can be amplified. The primary goal of combat operations during a resistance is to inflict as much long term damage as possible to the development potential of the hegemonic entity. Secondary goals include propaganda and demoralization.

 

Priority targets are as follows, in order of importance:

 

  1. High-infrastructure nations that have not yet developed the Weapons Research Complex or EMP Weaponization wonder.
  2. EMP nations that can be knocked below 5000 tech (thus rendering EMP useless and requiring replacement of tech).
  3. Active hegemonic tech banks (i.e. consistently sending multiple slots of tech)
  4. Lootable younger nations with few wonders and improvements

 

Generally speaking, engaging CN personalities or toughened warfighters is not worthwhile, as it will waste limited resources for a minimal damage yield.

 

MEDIA

 

It is important for the resistance to have an active and repetitive media presence. Tasks of media operators include production of news and entertainment articles, resistance radio programs, and mass-messaging operations to distribute material. The goal is to promote the resistance to sympathizers, develop public opinion against the hegemony, and inspire hope and resistance in independent alliances being attacked by the hegemony.

 

It is very important to attack the narrative of a fear-based hegemony. An important objective of a successful resistance is to reduce public fear of hegemonic authority figures by consistently mocking them. As fear of the hegemony diminishes, the hegemony will lose control of public discourse, and more people will speak out against them.

 

Tyrants rarely have the manpower to go after every single dissident (real or imagined), so they attempt to make examples out of people. The tyrant has little power if nobody fears him, because he cannot fight the entire world at one time. Fear must be countered with hope, because hope of a better future will inspire people to take larger risks. When the majority is willing to take a risk against the tyrant, revolution has occured.

That's probably not necessary, the very best warriors of the hegemony and all their bandwaggoning sycophants currently have me in their sights. I do respect your stance as an ally of Polar however.

I'm confused, you think publishing your plan is a good idea? So you tell your enemies how you plan to evade them? 

 

Those you are trying to convince with your tactics to join you, you tell how your actions are meant to manipulate them into action.

Did you even read the document? I don't expect you to understand half of it, of course, but my intent here is to deposit the years of experience I have in a short, easy to read document.
