All ops would be on the table and neither alliance will be able to rebuild afterward. Actually, let's just throw all the gentleman's rules out and let alliances declare when their target hasn't even come out of nuclear anarchy. Hell, why stop there? Why not declare on target alliances WHILE they're fighting another alliance? These gentleman's rules exist to prevent TE from falling into a realm of absolute chaos where the round would just a mad free-for-all... a veritable blood bath of pixels. Perhaps next round we will see the rise of an alliance founded on the principles of nihilism: an alliance that will plunge TE into a darkness from which it will never recover unless the community takes up these gentleman's rules that so many of you are so eager to spit on. Unless that alliance was utterly massive - 60 nations or more - such an alliance would and could be brought to heel. If they start perpetual war they will be eventually be in perpetual nuclear anarchy as a consequence, you cannot build a warchest that type of environment and you cannot maintain a warchest without turtling, which would defeat the point. My guess is, by the end of the first month they'd be too broke to continue their nihilistic assault. Whoever they hit would be stunted in growth, but not as stunted as said hypothetical aggressor. They would have to prevent everyone else on Planet Steve from getting nuclear weapon capability too. In previous rounds, it was possible for an organized effort to crowd out the top 5% and have an early nuke advantage without springing 10m for the MP, but this type of nuclear hegemony was only temporary and with that gone, maintaining a nuke hegemony isn't really possible. Now - could an extremely large alliance with sufficient organizational capacity for that kind of nihilism emerge? That's a three part question with three answers. Is it possible? Yes. How probable is it? Very, very improbable. If attempted, how likely are their odds of success? Unclear - it would depend on how the rest of the AA's organized to counter them.
