what is the best way to lower my Nation Strength in order to attack a weaker nation

there's this one nation with in anarchy with basically no solders and tanks and his tech is ripe for the taking i want to seize this chance but he is just maybe 50 or 100 points to weak for me to fight him  

 

 

edit: i did the math and it was about 191 points not 100 or 50

that was my plan but i only have 40.85 tech will that suffice or should i also send other resources
