All nations at peace receive +2 happiness while nations at war receive -2 happiness. "[/size][/background] Does this mean that nations in war mode are given -2 happiness and nations in peace mode get +2 happiness or does it mean that nations who are not in a war receive +2 happiness and nations in war get -2 happiness?
