A message from Cousins

Coded messages were sent to the USNA and UCS requesting permission to send British Envoys too them to discuss matters of pressing national security.  Formal visa requests were made for Lord Marbury to visit the capital of the UCS while Mr. Churchill would like very much to visit DC.

Lord Marbury would be allowed to fly into the capital of Havana. He would be welcomed by President Marco, and all the normal niceties of a diplomatic meeting would be performed. After arriving at the Capital building and being offered food, beverages, and the finest Cuban cigars, the meeting would begin. "So Lord Marbury, what brings you all the way to the UCS?"

Marbury extended his hand the the President, walking a little distance across the room before meeting him smiling, "Mr. President!" he said, "So good of you to meet with me.  It is a real pleasure." receiving the cigars he smiled widely before retrieving a bottle of Lagavulin single malt.  As they shook hands for the cameras of the press, Marbury whispered the suggestion in President Marco's ear, "Once these bloody vulture journalists leave how about we light these up and have a drink of this?" he said with a laugh.

 

As they entered the private meeting hall, Marbury took his seat with his delegation behind him as he leaned back in his chair, "Mr. President, I'd like to on behalf of his Majesty and his government thank you for meeting me here.  We have many things to discuss!"

 

"To start let me say, that His Majesty's Government would strongly like to see the revitalization rather than bifarcation of the North Atlantic community.  Britain has traded with the America's for centuries, many people come from Britain who colonized the new world, and many of our allies, including our saviors during the second world war were of the New World.  Its my desire that we can not only normalize relations with the Americas but rebuild what were special relationships of kindom between our Island and fellow Atlanticists in the new world.  That is why I am here today, to hopefully build such partnerships with nations such as yourself."

The British envoy would be allowed to land at Andrews AFB from where he would be transported to the White House by the DSS.  There the recently elected President Darren Hayes was awaiting him in the Oval Office. "Welcome to the US Mr. Churchill" he said greeting the british envoy.  "You've had a long journey.  Can I offer you something to drink?".

Marco smiled as he shook the mans hand. They let the Journalists get their fill before entering the meeting room, a welcome seclusion from the noisy press hall.

As they entered the room Marco grabbed two glasses before taking a seat, offering a glass and a light to Marbury. He lit his own cigar and inhaled deeply as he listened to Marbury speak, exhaling slowly before responding in a deep Cuban accent. "Reconnecting ties between our nations is an admirable goal, and definitely something we would like to see happen, especially considering the colorful past we have shared. That said, we handle our foreign relations very cautiously, and choose our friends even more so. So I suppose my next question is how would you like to go about rebuilding that historical bond between our peoples?"

Churchill shook President Hayes hand as he entered the Oval Office sitting down across from the man, "Mr. President, thank you for having me in this most historic and wonderful house." he began, "It is good to see friends from far away." 

 

"The British People have entrusted me with bringing a message of friendship to these United States, and hope of restoring our historic ties of fraternity and friendship.  It is our wish that the British and Americans can once again stand for core values that have defined Atlanticism, these values being the ones reflected in our liberal values: freedom of speech and religion, free trade, rule of law, and freedom from fear.... oh and uh a bottle of scotch single malt if you have it. Hahaha."

Marbury lighting his cigar puffed for a while listening through President Marcos response smiling, holding it in his hand, "Mmm... yes.  Well I think there has to be a dual track you see, one being security focused, one being economic and culturally focused.  What I believe is that we need to offer a positive vision to both sides of the Atlantic Community.  One that addresses security, but one that recognizes security is not just about a strong military but about strong and confident people, and for that you need institutions.

 

What I would like to propose is a dual track which would negotiate a Transatlantic Trade and Investment Partnership with the United Carribean States, Mr. Churchill is in the USNA proposing the same, which would create a free trade and investment zone as well as seek to harmonize our regulations and legal systems to facilitate easy trade, immigration, property rights etc.  At the same time we would create a defensive partnership based on the old NATO model, which I think works you see because of the strong governance and interoperability requirements.  This positive vision I hope would encourage others in the Atlantic to see the value in and embrace democratic values, and norms which promote a civilized way of conducting international relations based on building prosperity instead of sowing chaos."

Marco continued smoking his cigar, thinking over the words carefully. "We can definitely agree to a transatlantic trade partnership. A NATO type alliance does raise some concerns however. Would this treaty come to include others in the North Atlantic? While both your nation and the USNA have shown to be stable and sane, the same cannot be said for all the nations in the North Atlantic. But if this is to be purely between our countries, atleast for now, I can agree to such a treaty."

"That's of course a perfectly reasonable concern, which is why there should be membership requirements such as a stable government which respects human rights, placing restrictions on the others outside the North Atlantic Community to introduce spoilers or manipulate the alliance, etc.  I would say all new members require unanimous consent.  I have in mind the Carthaginians as possible treaty members from our side of the pond, maybe Hesse, but that's it at least without political reform, and they would each need to apply and have unanimous confirmation."

"Excellent, we have no issues with those nations. Do you have a document to sign, or have anything else you wished to discuss?"

We would propose the following with revisions to the original document of a revitalized NATO.

 

The Parties to this Treaty reaffirm their faith in the purposes and principles of the Just War and International Customary Law and their desire to live in peace with all peoples and all governments.

 

They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democratic values, individual liberty and the rule of law. They seek to promote stability and well-being in the North Atlantic area.

They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this North Atlantic Treaty :

 

Article 1

 

The Parties undertake, as set forth in the the Atlantic Charter, to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of Just War.

 

Article 2

 

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

 

Article 3

 

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

 

Article 4

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

 

Article 5

 

The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by international customary law and Just War, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.

Any such armed attack and all measures taken as a result thereof shall immediately be reported to the International Community.  

 

Article 6 (1)
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:

on the territory of any of the Parties in Europe, Africa, or North the Americas, and islands in the Atlantic and its adjacent Seas to include transit points to other oceans;

 

Article 7

 

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

 

Article 9

The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

 

Article 10

 

The Parties may, by unanimous agreement, invite any other  State in a position to further the principles of this Treaty and to contribute to the security of the North Atlantic area to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Governments of the signatory states.

 

Article 11

 

This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the United Kingdom, Government of United States of North America, and the Government of the United Caribbean States which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories.

 

Article 12

 

After 10 years time should a part wish to renounce this treaty, they shall do it privately before being released from obligations after one years time.

 

In regards to the TTIP, I would propose that we negotiate that with all three ready to begin, certainly Britain would be looking for reducing taxes on investment, trade etc and open the markets to the fullest extent possible as early as possible.

"I think I can fix us up with something good.  Richard?".  The president gestured towards a porter waiting in the corner who left the room for a brief moment and returned with a tray with a bottle and two glasses.  "Thank you Richard" said the president as the man put down the tray and filled the glasses.  "This is a 30 year old Islay, I hope this works for you".

 

"Now to the business at hand.  Looking at Europe, or even the world at large, Great Britain is one of the few nations that adhere to the core principals of liberal democracy.  My country is another.  It is because of our shared values that makes the restoration of the historic special relationship between our peoples not just a possibility, but a desirable goal.

With the return of the United Kingdom the restoration of the relations with culturally similar countries was once again a foreign policy priority. Rather than approaching each one individually again transcripts had shown sufficient cause to believe the UCS, USNA and UK could very well meet together at once. In line with this both the governments of the UCS and USNA would be invited to send representatives to Buckingham Palace to continue the negotiations started by the previous regime.

President Marco would be sent out to Buckingham Palace, "Thank you for inviting me, and I apologize for my less then speedy response. I hope I didn't keep you waiting to long" said Marco has he stuck out his hand to whomever he was meeting with.

"No need to apologize at all, President. It is a pleasure to meet you and please help yourself while we await the arrival of the USNA representation" King William said as he greeted the hand with a firm handshake.

President Hayes would accept the offer to pick up the talks that had abruptly come to a halt.  The trip was initially hampered by delays, with the scheduled runway being closed due to a fuel spill, which was followed by several more hours of grounding as a civilian plane mistakenly wandered too close to Andrews and had to be escorted away by fighters.  Even after they had gotten into the air, turbulence and headwinds would even further delay his flight.  Taking some time to relax, President Hayes realized this would be his first formal trip to a foreign nation as the President of the USNA.  Hopefully his first official foreign policy trip would go well and that he'd be able to see some sights after the talks were done. 

 

After receiving clearance to land, Air Force One would follow air traffic controllers and made its descent.  After the plane had touched down the president, along with staff and security personnel, would proceed to Buckingham Palace where he greeted the other waiting heads of state.  "Greetings everyone.  Sorry to keep you waiting but its been a heck of a time trying to get over here".

"No problem at all" William said when all three were in the room. "Thank you both for coming, this world has seen a lot of strife and it is truly wonderful that we are once again able to come together in the spirit of peace and shared prosperity. It is my hope that today we can solidify these relations"

"Being one of the first diplomatic ventures of my nation as well as the shared interests of our three nations I too hope that we can come to strengthen the ties between our three nations.
