Sultan İlhami Selim Sadık, shortly after his speech earlier today, enacted a policy of tolerance for non-Muslims in the Empire. No longer was a non-Muslim's word worth less in a court of law, nor would Muslims be executed for converting from Islam. Under Ottoman law, all religious followers were now equal. This represents a huge change from previous Sultans, who wholeheartedly refused to enact such a change for fear of riots or religious uprisings. Sultan Sadik stated today that he enacted the reform because it was "long overdue" and "a huge disrespect to our Christian and Jewish citizens who are no less loyal than any Muslim man."

The Ottoman Imperial Army has given a new count of its recruits to the Sultan - 405,000 loyal soldiers, ready to fight to defend the Empire and help those who befriend it. 5,000 of these soldiers were elite Janissaries, good Christian and Muslim boys brought in from the age of six and trained in the art of modern warfare.

 

Janissaries are necessarily elite, as their training and thinking is influential in all elements of the army. Many former Janissary commandos go on to serve in Ottoman High Command and essays produced by former Janissaries greatly influence changes in doctrine and strategy. From the age of six, a Janissary is training to speak Ottoman Turkish in addition to his native tongue, and is taught in all manner of survival, camping, physical fitness, and marksmanship. Upon reaching age 18, a Janissary is expected to enter into the Janissary Corps and continue his training, which includes military drill, explosives training, sniper training, and anti-tank combat.

 

A Janissary is given one of the following weapons, depending on his qualification;

 

- A PPD-40 sub-machine gun

- A Kar98k bolt-action rifle with scope

- A Bren light machine gun

 

Regular soldiers of the Ottoman Imperial Army are given the same. Normal infantrymen are given Kar98k bolt-action rifles, machine gunners are given Bren light machine guns, and assault or combat engineers are given PPD-40 sub-machine guns.

 

More interesting weapons, like tanks, airplanes, artillery, and the navy, were yet to come. The Sultan has not received reports on these parts of the military yet.

Sultan Sadik today declared an Ottoman protectorate over the island of Cyprus, stating that Cyprus and the Empire had always shared a long and mutually beneficial history, and it was "time to reunite with our Cyprus friends and family". The Sultan also declared nine thousand Ottoman soldiers would be deployed to the island for peacekeeping duties.

The Ottoman Air Force has requested an update of its outdated and long-obsolete bi-plane fighters and bombers, to which Ottoman High Command has ordered research into new, modern planes. Current candidates include:

 

- B-17 Flying Fortress for bomber forces

- B-24 Liberator for bomber forces

- Junker Ju87 "Stuka" for bomber forces

- Messerschmidt Bf 109 for fighter forces

- Nakajima K-27 for fighter forces

- Supermarine Spitfire for fighter forces

 

Ottoman High Command, alongside Ottoman Air Force top brass, will be reviewing the candidates for replacement and will contact the appropriate nations to secure examples for test flights.

The Ottoman Imperial Army has expressed concerns that current Russian models of T-26 tanks are not adequate for front-line duty, and may need to be replaced. Ottoman High Command has authorized tests for the following vehicle replacements:

 

- T-34 to replace T-26 tanks

- StuG III to replace Su-5-2 self-propelled artillery

- Panzer III to replace T-26 tanks

- Mark II Matilda to replace T-26 tanks

- KV-2 to replace Su-5-2 self-propelled artillery

- Char B1 to replace T-26 tanks

 

All candidates are being reviewed by Ottoman High Command and some examples will be purchased for trial purposes in due time.

Although to most, the Ottoman Empire looked to be an absolute monarchy, on the inside it much more resembled the Prussian constitution circa 1850 - the lower house had limited powers, while the upper house was controlled by what many referred to unkindly as the "old guard" of the Ottoman Empire, the old reactionaries that clung to the traditions of years past. Although technically the Sultan did have to consult with these parliamentary figures before making decisions, it was not unusual for the Sultan to step aside them or even "forget" to mention something before signing a treaty. Naturally, this led to some discontent within both houses.

 

The lower house, primarily made up of the lesser-but-still-important landowners, contained a good deal of the liberals (with whom the Sultan sympathized and often supported) and socialists, and a touch of fascism here and there. The upper house was almost entirely conservative or reactionary. The shouts from these halls were heard all throughout Istanbul when the policy of toleration was announced. Some talked of revolt, of removing the Sultan, although those talks were shut down once the Janissaries got wind of it. They would not allow any talk of revolution in the nation, no matter one's status. A few of those who talked of revolution would get a nice friendly visit from the local Janissaries the next evening, where a polite chat would be had where both parties would affirm that talk of revolution was dangerous to the Empire's well-being.

Sultan Sadik has ordered the construction of a system of defenses that would provide protection against both armor and aircraft attacks on Istanbul. Lines of 8.8cm Flak 37 cannons reverse-engineered from German examples and technical drawings. These would be referred to in Ottoman service as Çift amaçlı top, modeli 1941. The size and dual-purpose chassis of this cannon will serve to repel attacks from both air and land, and in conjunction with infantry and tank support, should provide Istanbul with all it needs to protect itself from attack. Naval options for closing the straits, should the Ottoman navy fail, are also being explored.

With the arrival of British, French, and American test vehicles, some preliminary trials could be conducted.

 

For tank trials, each crew was given one week to familiarize themselves with their new tanks. First impressions seem to favor the Char B1 over the Matilda and Valentine tanks, if only for more significant armament. Another criticism was handed down to the Valentine tank - the crew was not significant enough. Two men could not operate all duties required of a modern tank, forcing the commander to load and fire the gun. Another criticism of both British designs was the serious lack of firepower - tests confirmed that the 2-pounder gun was adequate to combat light tanks, but heavier models were nearly immune to its shots, and the lack of a high-explosive shell meant that only the mounted machine gun could be used to combat enemy infantry, a serious disadvantage compared to the Char B1, which featured a 75mm howitzer.

 

Air tests were still waiting on other examples.

Can Doruk Karga sighed as he looked out across the water from his villa in Menderes. The day was sunny and mild, not too hot, but not too cold either. His villa, an old one of 1741 construction, still retained elements of the old Ottoman world and the new world, such as electricity and a radio, for one. Another speech from the Sultan was on the radio - something about modernization of Ottoman forces. Can scoffed. Ottoman espirit des corps had been annihilated following the Great War - months upon months of trench warfare and nonstop bombardments had sapped the morale and bravery from the soldiers. Modernization was unnecessary - to a degree. Can recognized that Ottoman equipment was not the best, being mostly WWI surplus and old German rifles, but by Allah, they could do whatever the Western world did and more. Hayati Aslan Ekmekçi, one of Can's political allies, walked in with water in his hand. "Can, do you do anything other than stare out that window all day?" he asked, drinking the water as he did so. "No," Can responded deadpan. He hated working with Ekmekçi, a known fascist, but he was one of the few that Can could trust ironically enough. "Well," Ekmekçi said, setting the water down, "We need to do something about the Bulgarian, you know."

 

"The Bulgarian" referred to Kliment Nikolov, a Bulgarian Communist that had somehow evaded Janissary arrest for the past two years now. To Ekmekçi and his Fascists, Nikolov represented a dangerous threat, of both Bolshevik and nationalist sort. Can smirked and bowed his head. "Heh," he said, "We need a new army for that."

With the collapse of the German state and apparent Russian unwillingness to sell modern tanks, a small selection of Janissaries were ordered to procure by any means necessary samples of a Junkers Ju-87, StuG III, Panzer III, T-34, and KV-2 and KV-1. The examples would be brought back to the Ottoman Empire, and tests could begin anew from there, especially with reverse-engineering of the German and Russian tanks.

Sultan Sadik has announced the revitalization and expansion of the Ottoman Armed Forces, in a speech today where he said that "Despite world conflict and competing interests, the Ottoman Empire will remain strong to fight against any foe, internal or external."

The Ottoman Army has been raised to 1.8 million soldiers strong. Four corps (100,000) will be dedicated to the Janissaries, who will be given the latest equipment.

 

Regular forces have been given the Lee-Enfield No. 4 Mk I rifle. Assault troopers and combat engineers have been given the MP40. Machine gunners are given either a Bren light machine gun or a MG34. All soldiers are given a Walther P38 as their sidearm.

The Janissaries are given M1 Garand rifles, Kar98k bolt-action rifles with scopes for sniper work, the MP40 for assault, and a Bren light machine gun, as well as a P38 pistol.

 

Test have begun anew with newly captured German designs. A strong preference is shown towards the Russian, German and French designs, leading the Ottoman High Command to task engineers with reverse-engineering the Panzer III, T-34, KV-1, and StuG III from intelligence pictures gathered by covert Janissaries.

 

Air tests have shown a strong preference for the B24 Flying Fortress and the Messerschmidt Bf 109. A message will be sent to the Americans asking for production license rights.

 

Ottoman High Command has thus decided armored vehicle production will be split in the following way: 50 T-34, 200 StuG III, 50 KV-1, 400 Panzer III, 550 Char B1. A request will be sent to France to purchase the Char B1 in bulk. Light armor will consist of R35 and Hotchkiss H35 tanks, to be purchased from France on a 250 of both basis. Armored car production will consist of 300 Type 93 armored car copies, 400 Sd.Kfz 222, and 50 Sd.Kfz. 233 vehicles. Ottoman High Command has also dictated enough Sd.Kfz. 251/1 I and Sd.Kfz. 251/3 vehicles be produced to give mechanization to the Janissaries.

 

The Ottoman Navy is still under development.

"So, the Bulgarian". Ekmekçi began, speaking to a circle of Fascist sympathizers and politicians, "he needs to be eliminated." Karga shook his head and sighed, exasperated. This was all they talked about at these meetings. Plots to kill the Bulgarian, keep the Greeks in their place, as it was said. No action though. Karga couldn't see why - the army had just been reformed, and new officers were entering its ranks every day. To him, it was the perfect time to find impressionable young men and convince them to join in a general army revolt and coup. "Look," Karga finally said after what seemed like endless minutes, "you keep saying the Bulgarian is a problem, right? Well, why don't any of you do something about it? You've been talking for weeks about the problems we face, and now that the day has come, none of you stand up and do anything." Ekmekçi stared at Karga, then burst into laughter. "How ironic is it that the Republican is the one who speaks the truth! Karga's word must be heeded, brothers - the Bulgarian must be stopped! Action must be taken!" Karga shook his head again and left. He had had enough of this pointless talk. Not many noticed him leave.

 

A week later, Karga heard that Ekmekçi's fascists had been picked up by the Janissaries and charged with conspiracy against the state. Rumors were abound that Nikolov tipped them off - but how he knew was a mystery.

The following defensive lines are under construction:

 

Istanbul Line: A collection of 8.8 cm FlaK 37 cannons spaced 1 kilometer apart from each other in trench positions designed to be easily concealed once recon flights are spotted. On the other side of Istanbul, 15 cm field guns are in position to support should enemy assaults hit the trench lines. (40 FlaK 37)

 

Thessaloniki Line: A collection of 8.8 cm FlaK 37, 2-pounder guns, and 3.7 cm FlaK 37 cannons spaced out 1 km apart from each other in trench positions, designed to be easily concealed once recon flights are spotted. (56 of each)

 

Athenian Line: A series of trenches in-depth to provide strategic coverage and defensive options should the Greek capital of Athens be threatened by enemy invasion.

 

Greek Border Line: A series of trenches and observation posts to provide defensive positions and outposts for mountain artillery, to be manned by mountain troops. These are designed to be easily withdrawn from once the position is deemed untenable.

 

Bulgarian Border Line: A series of trenches and observation posts to provide defensive positions and outposts for artillery of all calibers, excluding the 8.8 cm FlaK 37. These positions will be host to both mountain troops, regular infantry, as well as Janissaries. They are designed to be easily withdrawn from once the position is deemed untenable.

A new defensive line is being constructed near the border with the Caucasus, aptly named the Caucasian Line. This line will feature a series of trenches, like others, which will host mountain troops and mountain guns, as well as a few anti-tank and anti-air artillery pieces (seven 8.8 cm FlaK 37, ten 3.7 cm FlaK 37). MG34 machine guns will also be positioned in these mountains as well as the M2 Browning HB, which has just been put into Ottoman service. Janissary snipers will also be stationed here to provide extended coverage outside of normal fields of vision in highly concealed positions.
 
Radar stations have also been built across the country, notably at the entrances to the Bosporus, in Istanbul, Greece, Bulgaria, interior Turkey, Aegean Islands, and near all borders. These will have two systems to supplement each other.

Karga hated being in Varna. He hated being around Bulgarians, for one - there had been a serious uptick in socialist thinking since late 1937 - and he hated reading Cyrillic. Turkish was good enough for him, and it should be good enough for the entire Empire, dammit. But he didn't make policy, especially not here in Bulgaria. That was all on The Bulgarian, Kliment Nikolov. He had somehow become governor of the state, and had proposed to the Sultan the idea of allowing national-based army groups to be formed in Bulgaria and Greece. A ridiculous idea, in Karga's mind, but it was allowed with the condition that the officers were Turkish.

 

Musing on the latest military developments wasn't why Karga was in Varna though. He was here to meet with the radical himself Nikolov. Not that he wanted to, but it was now necessary in the changing political climate. The old guard was slowly being pushed out, and with that some of Karga's allies. He needed Nikolov, as his Socialists and Communists made up a majority in the lower house. He met the man at his office in Varga, a far cry from the regional capitol of Sofia. It was nothing fancy, but he could plainly see Bulgarian flags draped across nearly every wall. Great, Karga thought, He's a nationalist too. Communists and nationalists never mixed.

 

"Welcome, welcome!" boomed Nikolov's voice, a deep bass. He was a fat man, not unlike the so-called "fat cats" he opposed so heavily, and his mustache was grand. He waddled through the room, urging Karga to come in. He followed and took a seat as the Bulgarian planted himself firmly into his chair. "So tell me friend," he said, "what brings you to my office?" Karga bowed his head as he spoke, "Peace be upon you, Nikolov. I come to discuss mutual interests." Nikolov chuckled. "Mutual interests? Tell me more." "It is simple," Karga continued, "I want to push social reform through the House, but I can't do that without your comrades on my side. We can be a much greater nation, so long as certain adjustments are made."

 

The Bulgarian leaned back, and Karga was almost afraid the poor thing would break under his weight, yet it held firm. "Tell me about these reforms and adjustments you speak of." Karga nodded. "I want to enact a minimum wage, standard working hours, and worker safety. Right now none of those exist - it's all under the control of the individual factory owner." Nikolov's eyes lit up. Karga knew he had gotten the Bulgarian right where he wanted him. "You can make sure the Sultan will not veto these?" Karga nodded. The Sultan would not be a problem. "Then you have my votes." Karga shook Nikolov's hand and stood up, thanking him for his time and heading out.

 

"One thing," he said, stopping Karga in his tracks. "You had better bring these reforms up, and nothing that benefits you. I will tell my comrades only to vote on what we discussed - nothing else. If I find out you snuck something underneath my nose - and I will - your political career will be over." Karga nodded, and left. He didn't doubt Nikolov's warning.
