So, out of curiousity, if RIA knocks a couple of those DBDC nations down a notch, below the DBDC entrance bar for any combination of infra/tech/ns, are those nations out of DBDC?  What's the policy here?  It's interesting.

Of course not. It's an entrance requirement, you wouldn't be kicked for falling below it due to a war. Don't forget the casualty stat is also very revered by DBDC.
