The two coastal provinces (Sonora, Sinaloa) are in the process of being claimed by Hershey though, so you might want to talk to him about that. The 3 landlocked provinces (Chihuahua, Durango, Coahuila) are free, however. Mecklenburg-Vorpommern (the white bit West of Prussia and North of Saxony) should be part of Prussia. Thanks.
