Hereno
"Sparta finds it interesting its protectorate somehow entered into this agreement. Withdraw now. We ask once." King Alexander. Spartan Forces moved to maximum alert on the peninsula and at sea in response to Milanese aggression against Sparta's areas. Your "protectorate" was not negotiated with the people of the area, but was a mere land grab in direct aggression against Milan when taken into consideration that we already guaranteed the independence of all Italian lands of the former Italian Republic with our declaration of Union - the first diplomatic missive under the Doge.In this context, your movement of troops into the Italian region constitutes an occupation of southern Italy. The government there has made an agreement with Milan. We have no troops in southern Italy, and do not wish to be forced to engage in any hostilities. It is the opinion of the government of Milan that you should end your occupation immediately and withdraw troops from the southern Italian area.SecretThe military of Milan was moved to DEFCON 4, and troops were told to remain on 15 minute notice to report to barracks ready for work.[ooc: edit: 12:01 CN time, to add in a hyperlink to the text body being referenced] Edited July 22, 2014 by Hereno
Markus Wilding
"Alvonia recommends that Sparta respect and follow Milan's suggestions and leave Italy immediately. Sparta has no right, politically or culturally, to protect the area and should see that the 'foreign aggression' Sparta fears so much is coming right from her own mouth." - Director Markus Wilding

Triyun
"A diplomatic missive not recognized by the Kingdom of Sparta, we solely recognize authority over areas nations actually control. Any attempt to launch a movement into Southern Italy will be met by Force by the Kingdom of Sparta. Southern Italy is not a independent state and thusly simply has no government to enter into an agreement with, it is a collection of localities with Spartan military forces protecting the government. Spartan Forces will not back down, any attempt at a diplomatic solution will move Sparta to take actions necessary to the self defense of the Southern Italian Territories and the Spartan People. In regards to restraint, we're there. If they come in we'll shoot them. Its simple. Sparta will not tolerate being treated as a lesser state." -King Alexander. ISR assets both spaced based and air borne would begin their overhead surveillance and reconnaissance of the Peninsula, whilst technical intelligence assets would begin the broad collection and analysis of forces relative to both the Italians and the Alvonian allies. ISR drones would be launched from southern italy to monitor the borders and conduct signals intelligence, while Growlers would be deployed on rotating air patrols to block the Milanese ability to gather their own intelligence with electronic attack. Four more expeditionary forces would be moved to the Southern Italian Penninsula to reinforce. Air assets would be moved to rotating patrols while the Navy would be put out to sea on rotating maneuvers and missile forces would move around in a distributed nature in order to minimize the capability for targeting while allowing the Spartan Forces to have enough fire power to launch a massive counter attack. You can choose to ignore reality, but you cannot ignore the consequences of your ignorance. And if southern Italy has no government to make an agreement with, pray tell, what is the government that the Spartan military aims to be "protecting"? Your words deceive you, as you speak with a forked tongue. President Amadeo Cingolani of the fledgling Neapolitan state has entrusted Milan with its military protection, and in turn he and the people of southern Italy recognize your occupation as just what it is. Sparta has no reason to be putting troops on the ground on the Italian peninsula when two strong Italian states and several weaker ones have maintained order perfectly fine without intervention, including protectorate agreements that you choose not to recognize only because you wish to annex the lands yourself. If Sparta is interested in being treated as a first class state, perhaps it should act like one - which would mean ending this unnecessary provocation and working in tandem with regional states as partners rather than enemies.[Local] Authorities throughout southern Italy have been working in tandem with citizens to outline a comprehensive list of Spartan military locations, which have been encrypted in accordance with AES-256 and relayed through secure means to Milanese authorities. Police have joined massive demonstrations in L'Aquila, Napoli, and several smaller southern cities demanding the immediate removal of Spartan troops. Referendums have been organized in areas near the border with Milan, although they will soon be spreading throughout the region, as the people of southern Italy would much prefer to be ruled by Italians than to be under the "mad Spartan tyrant's" boot of steel. Hundreds of thousands have clogged the border roads, pleading with the Doge to be accepted as political refugees.[Private] Milan has been lowered to DEFCON 3. The military has been ordered to monitor all movements around the Italian peninsula, while artillery and anti-aircraft units have been heading south towards the border to bolster the already-existing military presence. The Doge has allocated substantial funds to go towards maintaining temporary refugee camps for the displaced Italian population, and talks with Milanese business leaders about trade sanctions have been scheduled to take place within the next several hours. Missile systems have been placed online, and are awaiting orders from the Doge.
Zoot Zoot
The New Babylonian Empire urges dialogue to prevent an escalation which could see the loss of life. With the territory contested, perhaps a vote should be conducted in southern Italy to identify whom they wish to be governed by, Sparta or Milan. Such a vote would be monitered by international observers to ensure clarity and honesty.
Evangeline Anovilis
"Romania wants to express that it thinks little of votes and referenda, if they undermine the sovereign rights of states and souvereigns. We are against such expressions of the 'popular will', which is subject to mood swings, unenlightened, uninformed and easily influenced by demagogues and other charlatans. Thus, Greater Romania does not recognise such votes as legitimate."
