"Our efforts in Sudan have ended in a referendum, at the request of local leaders, to determine if the citizenry wished to retain an association with Novak. The referendum was completed a few days ago, however we would like an outside observer to count the votes as well, to ensure the validity of the vote."

The Great Lakes Republic acquiesced to the request of Novak, and observers made their way through the former Sudan. Strict adherence to standards were observed to have been maintained, and a report indicating that Novak's referendum was accurate was submitted to the African Council.

The Republik, having successfully stabilized it's internal economy, now enters it's formal foreign relations push. The Madagascar Republik, in that stance, thus formally requests recognition as a sovereign nation, and submits, for the judgement of this council, and application to join the Greater African Community.

As I am currently establishing relations with the African continent, and we share a mutual interest in the Indian Ocean, I would like to request the establishment of greater economic relations between the nations of Africa and the Imperium, and through us, the greater Asian region. Through shared economic collaboration this will ensure a stable and secure Indian Ocean and allows for prosperity of both of our regions.

Out of principle, or in other words in line with our recently enacted travel and trade ban with Asia, the Federal Union of Southern African Republics votes against the establishment of economic, as well as security, ties with the nation of Japan. We cite the consistent turmoil in the Asia region; nuclear war, disappearance of high profile politicians, and the apparent belief in the supernatural by high-ranking Asian leadership, all of this contributes to our vote against any establishment of higher relations with Japan and Asia in general.

With the transfer of the Chair to Carthage Alexandra Alves, a new member to the Carthaginian diplomatic corps but with extensive experience from the Kingdom of Portugal, would take seat.

 

"As all members but the Great Lakes Republic have voted on this matter I would like to request a vote by the Great Lakes representative on membership so that said matter may be concluded" She stated.

 

 As the chair rested the Carthaginian representative would take a chance to introduce a different motion. 

 

"Member of the Grand Council, fellow Africans and dare I say friends. This organization was founded on the basis of a worthy goal. The unification of the African peoples under a stable and peaceful system. We can definitely say this organization has achieved its goals as stability has been restored to this continent once devastated by war. We can however not ignore our history, the genocides, ethnic cleansing and numerous other atrocities committed in the name of God, greed and just pure imperialism. While we may be at peace now there is no guarantee we will be in the future and while we may rest comfortable here this same suffering can happen to other people across the world. It is because of this that I request you all to consider a time where our forefathers came to the conclusion something needed to change. The responsibility to protect doctrine was initiated by Africa and once again Africa has the opportunity to bring these principles back to the forefront. It is because of this that I propose an addition to this Charter as formulated on the draft in front of you" He said as an aide handed out a paper draft to the representatives.

 

 

Addendum to the Charter on the formation of the African League

 

The members of the African League and other countries or organizations in support of this document

 

In recognition of the globally shared history of unspeakable atrocities committed on our own territory and that of others

 

Vowing to never again let history repeat itself

 

Desiring to protect the fundamental rights of all living beings

 

Have agreed as follows.

 

Article I:

The State Parties, recognizing sovereignty as a right of all states but not one that grants full immunity, pledge to uphold the following pillars.

 

1. A state has a responsibility to protect its population from genocide, war crimes, crimes against humanity and ethnic cleansing.

2. The international community has a responsibility to assist a state to fulfil its primary responsibility.

3. If the state manifestly fails to fulfil its primary responsibility to prevent the four above mentioned mass atrocities, and peaceful measures have failed, the international community has the responsibility to intervene with coercive measures such as economic sanctions and other tools available. Military force should be used only as a measure of last resort.

 

Article II:

(a)Any state, regardless of its location in the world may sign on to this addendum. Signing onto it does not make a state a member of the African League or subject to any of its other articles.

(b)Members of the African League will automatically be deemed bound by this addendum.

Colonel Aondi, slightly flustered and lacking her usual staff, glanced up from the notes she'd been furiously scribbling when she was addressed by the new chair. She cleared her throat and dipped her head in acknowledgment of the request, “The Republic apologizes for the delay in this matter. We vote Aye to the admission of Madagascar, and warmly welcome our new comrades.” The smile that had graced her lips as she spoke curdled and became a slight frown as the Carthaginian continued on, and she nodded slightly along with her. “The Republic again votes Aye. Africa must always remember those times in the past when our people were at the mercy of warlords and imperialists. Not only do we have the duty to protect our citizens, but we must show the world that civilization cannot be allowed to crumble anywhere. With Africa as a beacon of stability and prosperity, it is our obligation to assist all peoples of the world in attaining the same security as we now enjoy.”

Yosef Nahom arrived at the council hall of the African League, escorted by a squad of the Republic's new minted Praetorian Guard. The soldiers paused outside the meeting room and took up position, while Yosef stepped inside. He glanced at the gathered delegates, smiled and greeted those he knew, and took his seat.

"Ladies and gentlemen, I'd like to propose an ambitious update to Africa's aging rail lines. Though many of the pre-fall remain in nominally working order, they require ever greater investments in order to maintain, and they are simply inefficient. Africa is the jewel of the world, and it is time that we unite our continent not only through the bonds of brotherhood, but through the world's greatest high speed rail network."

Yosef clicked a button on his phone, and plans for rail lines criss-crossing the continent appeared on the meeting room's primary display. Several lines, those that ran through League nations, were highlighted in blue, while lines through White Zones were in red, and non-League nations had lines in green.

"With the blessing of the League, work will begin at once on our red lines, before we begin construction of green lines, and finally move to blue lines. Not only will we enable the rapid transit of goods and citizens across the continent, but League forces and materials will be able to respond rapidly to a threat on any shore of Africa using this network."

Colonel Aondi glanced between the representatives and nodded. "The Republic will fund the project within our borders, and one quarter of total White Zone expenses. The Republican Engineering Corps will be deployed upon final confirmation of the plan, to begin immediate construction."

Yosef nodded twice to her and tapped another button on his phone. The screen switched from a map to a spreadsheet detailing the costs in resources and cash needed to make the project a reality. "Here you can see that, through the use of the Republic's Engineering Corps, labour costs can be kept to a minimal. Through the contributions of the League, I expect we will be able to complete the Green Line project within two years, and the Red Lines a further three following. With additional manpower, however, we can greatly reduce the time needed to complete the project in its entirety."

Due to what seems to be a consistent trend of the AL responding slowly, we offer to host a series of economic negotiations in Gaborone with the various interested foreign parties. This is not a criticism, we believe strongly in this organisation, and appreciate it's fast response to potential threats. However we fear that we risk isolating the continent with the typical response of "Speak to the AL," and then simply not responding. The economic branch of the organization is understandably busy with the internal betterment of Africa.

As such, our offer is made out of our sense of duty to the League.
