As these construction projects started employment would also once again be on the rise, with natives once again earning their own income either by participating in the projects or via the increased income for local suppliers and retailers a positive cycle would be created where the increasing amount of capital would allow them to grow self-sustainable and decrease the need for aid transports. Of course in the end this would also leave the natives with those buildings they needed to develop.

As stability and order had returned so did wealth. Due to a combination of increased foreign investment but also greater ability to export goods and services produced in the area the amount individuals who acted swiftly would be able to see their personal wealth increase enormously under the true free market system established by provisional authorities.
5/7 Grand Casablanca, Rabat-Salé-Zemmour-Zaer and Chaouia-Ouardigha
Additional focus on the development in outlying territories seemed to pay off as these would steadily reach the level of other ones and reach the stage where the full integration into the Kingdom of Carthage was effectively complete. As a first sign of this the CDF would begin redirecting forces from Casablanca proper to other regions while also downsizing the force in the outlying territories.
5/7 Gharb-Chrarda-Béni Hssen, Taza-Al Hoceima-Taounate and Oriental
While opposition remained strong the for now peaceful protests were relatively easily dispersed as CDF in coordination with Sacred Band began moving in. While no force was used the protesters weren't quite happy to be forced apart. For now greater deployments would remain near construction as well as the deployment of additional intelligence agents to covertly track the movements in play.
5/7 Tangier-Tetouan and Ceuta
The exchange of citizens from both regions made Ceuta and the surrounding area true multicultural city, while there already was a strong Spanish population due to the history and Arabs and Arab-Berbers had recently settled there as well the Punics would now be another significant group. Much like in Casablanca responsibility for law enforcement would entirely be returned to provisional authorities and the local police force while the CDF focused exclusively on the military base and guaranteeing free passage for ships.
5/7 Amsterdam and Saint Paul
Construction was progressing steadily in both Amsterdam and Saint Paul, with the Joint Forces Bases South Indian officially registered in the Carthaginian record a senior officer would be assigned in control of the bases themselves. By now CDF command had also found an officer fit to oversee construction of civilian buildings in Amsterdam. After all the city had a namesake to live up to.

Algiers Explosion Was Terrorist Attack, Says Head of Police

Algiers - The explosion that killed twenty and wounded forty was a terrorist attack according to the Head of the local Police Department. No responsibility has been claimed and the police does not have a suspect yet.

 

The Head of Police went on to state that he has formally requested the assistance of Carthage in investigating this heinous crime and bringing the individual or group responsible to justice. Carthage has in turn stated that it will dedicate significant manpower to bringing those responsible to justice.

 

A source inside the Ministry of Internal Affairs, Justice and Security has stated on the condition of anonymity that the Ministry currently suspects a radical Islamic group but has not pinpointed which one yet.

Senate Approves Communication Encryption Act Introduced by King

Carthage - While authorities have yet to find the culprit behind yesterday's attack the legislative branch has always kicked into action. A new law which will significantly restrict the ability to encrypt communications has managed to pass near-unanimously and will be implemented with immediate effect.

 

The Communication Encryption Act as it is formally called makes use of any non-approved encryption program a criminal offence which can be punished with a fine up to 200,000 Carthage Standard or 10 years imprisonment. Companies may formally request an exemption to be granted if their work is of such a nature that the government introduced encryption program is not secure enough. Government institutions and foreign diplomatic missions will also not be held to the law. For all these exceptions the restriction is that secured communication be of a professional nature exclusively and that employees using it for non-work related matter will still be prosecuted.

 

By restricting communication to an encryption standard that the government can actively track it seeks to make coordination of terrorist or other counter-government action impossible.

As construction projects were nearing completion massive support for the integration efforts throughout the southern territories rose as they were realizing the advantages of full integration into the Kingdom of Carthage. As a final step in preparations before annexation would be completed additional local militias were formed as well as existing ones improved to the optimal standard of Carthage so the CDF could withdraw entirely.

With business as usual returned to the area and the existing authorities strong enough to complete the final stages orders would officially be issued for the CDF to withdraw mostly from the area and leave only a minimal presence behind which was to provide some basic guidance to the local authorities established and reinforced. These final ones would also begin initial preparations for a full withdrawal.
6/7 Grand Casablanca, Rabat-Salé-Zemmour-Zaer and Chaouia-Ouardigha
With Casablanca basically entirely stable and the outlying territories nearing that point as well all elements of the CDF would be redeployed back to Iberia. In the territories themselves citizens and civilians were looking forward to completion of the annexation efforts as festivities started breaking out in the streets. Local authorities would let these festivities continue as long as they didn't endanger public security.
6/7 Gharb-Chrarda-Béni Hssen, Taza-Al Hoceima-Taounate and Oriental
While construction was proceeding as planned fears remained for some kind of popular movement against construction crews, as such certain restrictions were imposed which would prevent public protests as well as suspend local and regional news outlets from getting messages out. These measures would stay in place until the settlements could be properly established and defend against possible riots.
6/7 Tangier-Tetouan and Ceuta
Ceuta and the surrounding territories were the first area where complete military withdrawal could be called a success. With only the military base in Ceuta still holding CDF the territories remained running as before the withdrawal. Preparations to complete integration were approaching and soon they could formally introduce the surrounding territories into Carthage. Ceuta itself had already been declared part of the Kingdom.
6/7 Amsterdam and Saint Paul
While construction on both islands for the military complexes were advancing as planned the civilian plans for Amsterdam were proceeding as well. Realizing there was only so much space they could work with construction efforts would focus on height. As such construction on massive casinos and hotels would begin as well as areas for other comforts for AL servicemen, -women and of course tourits from around the world but especially the Kingdom self. Internally Amsterdam would be advertised as the paradise in the Indian Ocean.

With the initial withdrawals showing success the decision was made to give general control over the area back to local and regional forces that had recently been formed. With the renewed industrial and production base the natives would formally become part of the Kingdom of Carthage albeit under tribal control rather than direct royal control.
7/7 Doukkala-Abda, Tadla-Azilal, Meknès-Tafilalet and Fès-Boulemane
Much like the south partial withdrawals had shown to be effective, as these regions were also marked for tribal control the CDF would complete its withdrawal with the exception of a minor Army base established there. In general Carthage was confident to leave the area to their own government as it seemed clear they were fully capable of handling them.
7/7 Grand Casablanca, Rabat-Salé-Zemmour-Zaer and Chaouia-Ouardigha
Festivities continued for days as the official declaration was made placing these territories under direct Royal Control. Many new citizens and civilians alike would continue celebrating their renewed security and the status it would afford them in the world. As soon as the celebrations were over the next stage began as having been fully integrated into the Kingdom they were now going to adapt to the changes for good.
7/7 Gharb-Chrarda-Béni Hssen, Taza-Al Hoceima-Taounate and Oriental
As construction was nearing completion the Senate approved a change of plans to appease those who resisted the settlements. Where the goals were at first to bring the entire region under royal control a change was made so that only the settlements and immediate surroundings would be placed under it. The remaining territories would be given tribal control and some protection against expansion of settlements. These plans had the intended goal of calming down the moderates while the radicals could easily be dealt with.
7/7 Tangier-Tetouan and Ceuta
While Ceuta was already under royal control the decision to give this same status to Tangier-Tetouan came as no surprise. Much like in Grand Casablanca celebrations continued for days, with a fair portion of Carthaginians as well as locals bringing various traditions to the game. In many ways this would make Ceuta and the surrounding areas a cosmopolitan region much like the city of Carthage itself.
7/7 Amsterdam and Saint Paul
Construction on Saint Paul finished right as planned, the CDF would begin bringing in forces steadily to defend Africa from any foreign invasion that might seek to use the South Indian Ocean.

In Amsterdam construction wasn't even nearly finished of the civilian buildings but people started moving in. In a statement the governor of Amsterdam Baqir Ender stated. "I was kicked off an island so I decided to make my own island with blackjack and hookers. Wait, why did I even bother with the blackjack or the island?"

As it seemed the Spanish government had fallen as fast as it had risen the decision was made to deploy the CDF to the area. A formal declaration would be made establishing Spain as a protectorate of Carthage. Forces would focus on external borders to make sure no other country got any ideas about deploying forces to Iberia.

Hostage Crisis in Ceuta, Hostage Takers Claim Responsibility for Algiers

Ceuta - Mere minutes ago a group of twenty armed men have entered a shopping mall in Ceuta and taken everyone within hostage, Hostage takers claim to have rigged all entrances with explosives and responsibility for the Algiers car bomb. The Ceuta Police Department has surrounded the complex and formally requested aid from Carthage.

 

The hostage takers claim to belong to a group calling themselves the 'Sword of Allah', mostly likely referring to Khalid ibn al-Walid, and have demanded the immediate dissolving of the Empire of Carthage in favour of a North African Caliphate as well as the forced deportation of all non-Muslims and non-people of the book. If these terms are not met within 24 hours the hostage takers will begin executing the 647 people within the building.

 

Beyond announcing that police have surrounded the mall the Ceuta Police Department has referred all other questions to the Palace of Kings. The Office of the Emperor has stated Carthage will not negotiate with terrorists and do anything it can to guarantee the safety of the hostages. Unconfirmed reports have stated that elements of the Sacred Band and Carthaginian Air Force have begun preparing for operations.

As Sacred Band Prepares Action the Hostage Crisis Continues

Ceuta - As the hostage takers appear to not be interested in any compromise and Carthage maintains it will not negotiate with terrorists preparations for Sacred Band intervention continue.

 

To allow authorities to do their job and protect civilian interests a 1 mile zone around the mall has been evacuated and a no-fly zone has been declared over Ceuta and the surrounding region. The Carthaginian Navy has also begun inspecting every ship passing through the Strait of Gibraltar. Only fighters and helicopters remain in the sky over the city as every second the hostages are in greater danger and the need to take action increases.

 

In Carthage the Minister of Intelligence and National Security Alethea Argead has stated the intelligence community has convincing evidence linking the Sword of Allah group to Ansar Dine, a terrorist organization fighting against the provisional government in Northern and Central Mali.

Hostage Crisis Ends in Tragedy as Hundreds Die

Ceuta - Following repeated failures in trying to negotiate a peaceful conclusion to the hostage crisis and reports of shooting inside the complex the Sacred Band has breached the building killing all hostage takers but not before two hundred hostages were executed and hundreds more left wounded.

 

A spokesperson for the Ceuta Police Department has stated that all wounded have been taken to hospitals throughout the Moroccan province while dead are being transported to local and regional morgues. The building and surrounding area remains closed off while various law enforcement and intelligence agencies continue their investigation into the events.

 

In a brief statement Emperor Anysus has said he "mourns for those who died in this cowardly attack" and that he will "make sure that everyone responsible is brought to justice swiftly". Sources inside the intelligence community have informed us that the evidence against Ansar Dine is piling up and personnal on the Mali border has reported increase military activity.

The Romanian Foreign Intelligence Service would hand their Carthaginian counterpart a report, warning of paranoia and anti-Carthaginian sentiment among Yugoslav leadership, as well as possibly among Alvonian leadership, given attidutes displayed in recent diplomatic exchanges between Yugoslavia and Romania. While it would be noted that such might not be surprising and that words were not yet actions, the lobbying for action on Romania's part was unmistakenable and the Kingdom thus sees itself forced to share this bit of information, in accordance with the terms of alliance between Carthage and Romania, just to be sure.

As the various departments involved in Imperial Intelligence gained the information from the Romanian Foreign Intelligence Service a response would be transmitted thanking them while the reports and supplied supporting evidence were analyzed. The combination of both Yugoslavia and Alvonia showing anti-Carthage sentiment was enough for the Emperor to authorize preparatory action. While forces were already being mobilized to fight the internal terrorist threat orders were issued for a general mobilization of all branches of the CDF. Publicly it would be stated these were to serve to aid law enforcement and intelligence services in fighting terrorism but guarantees were made to make sure they could quickly respond to any European coalition intending to push Carthage out of its rightful territory and protectorates.

With everything that had transpired and the rise of the Empire in the place of the Kingdom it was time to bring back a tradition from those kingdoms and empires of the past. For centuries an annual address towards the people had come to identify various monarchies. The Empire of Carthage was to be no different, having gone from a single city to an empire holding land on multiple continents in less than three years the changes were indeed impressive. As Anysus looked over his final notes he couldn't help but feel nervous. He had addressed Carthage so often now but an event like this was still quite a challenge.

 

"Everything is ready Your Imperial Highness, the Senate is awaiting your entrance" the chair of the senate stated as Anysus finished some final edits.

 

"Thank you" Anysus responded, as soon as he entered the famous Senate Hall his nerves seemed to disappear again. In there was the entire legislative body of the Empire and cameras would make sure every piece of the Imperial Speech was broadcasted to all corners of the Empire. As Anysus continued to the stage that was usually used for addressing the senate he noticed the Grand Cabinet was also there as expected. Taking his position on the stage he turned to the senators and of course the cameras.

 

"My people,

 

We have gone from nothing to an empire, from an isolated trading city to a key economic power in not just our immediate region but two continents. From the ashes of past empires we have rebuilt great cities and through reforms we have rid our society of barbaric needs and desires. The time has arrived to reflect on what we have achieved and what we still have to achieve.

 

When I announced the existence of the Kingdom of Carthage I promised it would be a country all could call their home. Citizen or civilian, African or European, Muslim or Christian. The Empire is to be there for all who serve it. It has become clear to me that not in all cases all of our peoples have gained the ability to truly call Carthage home. It is because of this that we must continue investing in those communities left behind and that we must maintain and promote an open environment for peaceful discussion of public matters.

 

It is also in line with this that we must once again look into providing more regional control over their affairs. While many of our African nations have since obtained control over their own matters the European territories have been under direct imperial control. Following discussions with local communities as well as some of our foreign friends I have decided to appoint governors from Portugal, Spain and Sardinia. These governors will be from their respective territories and tasked with implementing systems of regional governance that will protect the individuality of our people there.

 

That being said we cannot simply remain focused on our internal affairs. In recent weeks it has become clear to Carthage that the barbarians are standing at the gates and we must protect those that we pledged we would. This will require greater involvement in the European theater and greater cooperation with friends and allies in the region. While the Empire was happy to remain as it was and simply protect those less fortunate it has become clear only direct action can keep Carthage and those it protects save any longer. We may very well face a long fight my people but I know we can last. We will either find a way or make one!"

 

As Anysus concluded the address and turned around all senators jumped up and applauded loudly, the legislative had approved of his plans.

 

Later that day an open letter would be sent to Yugoslavia.

 

To the government of Yugoslavia,

 

Out of a sense of commitment to European peace and as good neighbours in the Mediterranean we have decided to tolerate the presence of Yugoslav forces near our borders and within the Italian protectorate. Recent information and events have made it clear to us Yugoslavia has no interest in peace. As such you are hereby given 24 hours to begin withdrawal from Italy, keep any ships at least twelve nautical miles away from the coasts of the Empire and its protectorates as well as formally recognize the position of the Empire as the primary protector of Italy and our guarantee of independence over Greece. Should Yugoslavia refuse we will take all defensive action needed to protect the security of the Empire and its protectorates.

With Yugoslav acceptance of the demands the Empire at large would lower its military readiness from a mobilized state to simply being on high alert. Inside Italy the CDF would be quick to take over the positions left by Yugoslavia though general protectorate policy would be implemented with soldiers maintaining a hands off approach when it came to local authorities. Imperial intelligence would set up sigint facilities, radar and other means of tracking activities throughout Central and Eastern Europe in the protectorate while Imperial Intelligence combined with the CDF would establish a base in Otranto to monitor the Strait as well as anything going through it.

In line with the promise made by Anysus three governors had been appointed. Duke Otávio David Santana of Portugal, Duke Osvaldo Mauricio Echevarría of Spain and Duchess Rachel Tullia Margherita Conti of Sardinia. Each one was granted a significant degree of autonomy within their own Duchies with only preservation of the citizen-civilian divide, obeying imperial laws, contribution to the military and taxation remaining obligations to Carthage proper. The change was received with mix feelings by most of the European territories, while many were glad to have one of their own deciding on their future there was a certain stability in royal control that might not exist under this new status. In any case many changes were sure to develop for the European parts of the empire.

 

Two of those changes would come in the size of the duchies. While Portugal remained as it was the Spanish in the protectorate as well as the Sicilians had been screaming for integration into the Empire for months now, before political considerations had convinced Carthage against annexation but things had changed and Carthage would gladly give Duke Echevarría and Duchess Conti the mandate to begin integration operations.

 

1/7 Cantabria, Asturias, Galicia, Castile and Leon and La Rioja

The northernmost territories of Spain would definitely be the most challenging, yet interesting, to integrate. Rather than repeating the mistakes of past governments great focus would be placed on autonomy of peoples. In line with this the Galician and Castillan nations would be given significant recognition under the greater Spanish duchy. With governments by these communities and for them it was expected even those most opposed to integration into the Empire would turn around and embrace the opportunity. in the territories in general construction crews and Spanish militias would move in to bring them up to standard with the rest of the Duchy and reinforce existing institutions.

1/7 Basque, Navarre, Aragon, Remains of Castilla-La Manche and Remains of Extremadura

Basque was a whole challenge in itself, throughout history many independence movements had come from the region and together with Catalonia it was deemed the most likely to move away from the Empire if it showed weakness. Much like with the Galicians and Castillans great care would be taken on providing those basic self-governance principles for the voluntary and free inclusion into Carthage. Rather than sending in the Spanish militias a Basque militia would be formed and trained by Sacred Band to deal with the Basque needs for defence. In the remaining territories however Spanish militias would move in and commence the same upgrades of infrastructure. Finally to reunite these provinces the parts of Castilla-La Manche and Extremadura currently under Andalusian control would be returned.

1/7 Remains of Valencia

Valencia too would find itself reunited once again as the territory was handed over from Andalusia to the provincial administration. Spanish militias would begin taking positions within the province while upgrading of infrastructure was to commence. The Carthaginian Navy would also convert the naval base in Valencia to be a key facility within the security of the Western Mediterranean.

1/7 Catalonia

Much like Basque Catalonia was quite a challenge, as a region not foreign to independence movements and with a long and proud history of the Catalan people the same measures would be taken as in Basque to guarantee proper autonomy of the Catalan people. In line with this they were given the mandate to form their own militia. Construction efforts would commence as soon as the Catalonian parliament had approved.

1/7 Madrid

Madrid would once again see itself as the capital, with permission from Carthage Duke Echevarría would take residence in Madrid as the capital of the Duchy of Spain within the Empire of Carthage. Owing to its status as a major city its infrastructure was already on a level that further upgrades were not really needed. As such integration efforts were primarily focused on the legal side of things.

1/7 Sicily

For Duchess Conti the addition of Sicily was quite significant indeed. While Spain already had the infrastructure to support expansion Sardinia was lacking in this field. As such aid was requested from the Carthaginian Army and swiftly granted. Roughly 5,000 soldiers belonging to the Army would move in with 10,000 members of the Sardinian militia. These forces would quickly secure positions throughout Sicily before clearing the way for construction efforts.

 

In line with regional military considerations the Strait of Gibraltar would be closed to all military ships not belonging to an allied state.

Emperor Appoints Minister of the European Territories

Carthage - Following the recent appointments of governors as well as the expansion of Carthaginian interests in Europe the Emperor has established a new position within the Grand Cabinet. The Minister of the European Territories. The office is supposed to support the European duchies within the Grand Cabinet and Carthaginian political life. Italian Aurelia Elisabetta Milani, former mayor of Cagliari, has been appointed as the first person to hold the office.

 

The office was created following a complaint throughout the European territories that the Grand Cabinet consisted exclusively of African members, according to the exact mandate the newly established ministry will be the primary advocate of European interests within Carthage. While the Minister holds an office in Carthage the Ministry has three seperate headquarters, one in each duchy.

 

The changes within the various fields in government to accommodate to the needs of European citizens and civilians have been well received in these regions however many within the African regions of the empire have complained.

With the apparently rapidly escalating situation it would seem there was still a need to be on a full war readiness. All forces that had already been mobilized would remain so while greater numbers were deployed to Spain and Italy to guarantee the security of Carthaginian territory and protectorates. Most of the Carthaginian Navy would be taken out of the Mediterranean and keep its positions near Iberia and the African coastline while still keeping a close eye on the forces doing their maneuvers near France. Intelligence assets would be refocused to cover Europe and most of the Atlantic while eyes were also kept on the Great Lakes Republic to track any kind of military movement from there. To deal with naval obstacles in the Mediterranean intelligence would focus on choke points so possible enemy shipping could easily be targeted by ASBMs and regular ASMs if war were declared. The Carthaginian Air Force was taken to maximum alert and patrol Carthaginian airspace and that above the fleets around the clock. Missile submarines would be placed strategically to be able to bring nuclear force against likely enemies if the need to do such arose. The Sacred Band would evacuate the Emperor, his relatives and the Grand Cabinet to secured facilities to be secure should the worst occur.

As expected the greater focus on regional autonomy paid off as various movements previously strongly advocating independence declared their support for integration into the Empire of Carthage. This was of course significantly aided by the fact that construction crews were rapidly providing the kind of services local populations needed. With these measures going well the decision was made to not send additional militias. Civil servants from Carthage would however be sent over to make sure the existing laws would be implemented properly.
2/7 Basque, Navarre, Aragon, Remains of Castilla-La Manche and Remains of Extremadura
In the reunited provinces festivities would continue for days as the people celebrated their return to normalcy, while the previous Spanish government and the later protectorate administration didn't keep people from meeting their families the existence of a border post was still considered a problem. Meanwhile resistance existed in the Basque region however many deemed the new status to be preferential over the status quo. Construction efforts were going slower here but would continue steadily.
2/7 Remains of Valencia
The influx of increased investments due to the key position of the Naval Base would have very positive effects on the city of Valencia and the surrounding regions, within weeks a new economy was reestablished around keeping the base supplied as well as providing entertainment for the sailors and other forces stationed there. Due to the investments existing construction efforts would go a lot faster.
2/7 Catalonia
Again much like the Basque region the majority of resistance to annexation ended as soon as the efforts to preserve autonomy were announced, while many Catalans wanted their own state the prestige by being part of the Empire while still being in charge of their own affairs was convincing enough. While most resistance to annexation seized there would be some smaller protests. The Catalan Militia would be tasked with making sure these went peacefully.
2/7 Madrid
Being the new capital of the largest Duchy within the European parts of the Empire Madrid would rapidly become a centre of commerce and trade. An entire court was established around the Ducal Palace(the renamed Royal Palace of Madrid) as elements from all parts of the Duchy came there to lobby the Duke on all kinds of matters. The Cybele Palace would be confiscated by the Ministry of the European Territories to serve as the Spanish headquarters for the new Ministry.
2/7 Sicily
As simply having it called the Duchy of Sardinia seemed faulty with the addition of Sicily the the new Duchy of Sicily and Sardinia with the primary ducal residence becoming the Palace of the Normans in Palermo. Meanwhile the Palazzo Benevanto del Bosco was to be the regional headquarters of the Ministry of the European Territories. As in all other parts integration efforts were increasing steadily.

 

Citing further security concerns the restrictions near Gibraltar would be shifted to banning all military vessels, allied or not, from using the Strait of Gibraltar. Non-African League civilian ships would be made subject to regular inspections and any ship found carrying weapons would be ordered to turn around. Only in very specific cases exceptions would be granted to these measures and each one needed a specific decree from the Emperor himself.

3/7 Cantabria, Asturias, Galicia, Castile and Leon and La Rioja
Steadily more and more of the imperial laws would be implemented, with the military situation however a greater number of Carthaginian forces were brought into the region and especially near the French border established secured and dug in positions. Local authorities would be given guarantees that these forces were only there to protect them against foreign invaders. At the same time however elections would be prepared for representation in regional assemblies.
3/7 Basque, Navarre, Aragon, Remains of Castilla-La Manche and Remains of Extremadura
Here too the northernmost territories and those bordering France would see a significant increase in military deployments throughout the area. With construction efforts nearing completion focus shifted to implementing imperial laws as well as beginning the procedure to form regional assemblies.
3/7 Remains of Valencia
With the enormous boom in the regional economy the locals of Valencia were definitely glad to see integration efforts continuing, from just over 50% a few weeks earlier the Duke now had near 90% approval among Valencians and the CDF was even higher at 95%. The naval base in Valencia would see increased deployments of anti-ship missiles and other systems.
3/7 Catalonia
The threat of conflict within their territory was effective in dissolving the protests without any action taken by either the Catalan Militia or the CDF forces moving into the territory. Designated safe zones in major cities were established where those who wanted to could still protest but the turnout there was even smaller than the initial ones.
3/7 Madrid
The threat of war had made sure business in the Ducal Palace was even busier than was to be expected, as elements from all the militias as well as the CDF used the building to coordinate it would seem there was barely any place for the Ducal government. That being said efforts would continue to transform Madrid into the capital that it was once again. Steadily citizens from the surrounding regions started to return to the city as previously unoccupied sections became vibrant communities again.
3/7 Sicily
With a centre of government established more properly efforts in upgrading Sicily to the imperial standard would go at significantly higher speeds than before. Throughout the island hospitals and schools were established with old ones improved while other facilities such as airports and mobile internet would become key considerations in the next stage of construction efforts.

Bank of Carthage Imposes Reserve Requirement

Carthage - In an unexpected move the Bank of Carthage, upon instructions by the Emperor, has imposed a reserve requirement of 1% for all banks operating within the Empire of Carthage. The move follows on several calls for such a requirement due to the risk of banks facing trouble in case of a bank run. The Bank of Carthage has stated the reserve requirement will be gradually increased to 15% but will not impose this requirement immediately. The reserve requirement follows upon the existing capital requirement all banks are bound by.

 

The director of the Bank of Carthage went on to ease concerns that the Carthaginian financial sector is in any danger but that the measure has only been imposed to secure it against a possible future scenario.

 

Spokespersons for the major banks operating within the Empire have voiced their objections to the reserve requirement but were glad that it was not being imposed all at once.

Preparations for elections were going well as several local parties formed to get their voice heard in the Ducal government. to better secure the border regions of the Empire increased numbers of ASBMs and anti-air systems would be deployed to the areas as to protect the natives from foreign attacks. Some were critical but ultimately considering global events many deemed it acceptable.
4/7 Basque, Navarre, Aragon, Remains of Castilla-La Manche and Remains of Extremadura
Here too additional anti-ship(only in the coastal provinces) and anti-air systems would be deployed to be able to withstand an enemy incursion deep into Carthaginian territory. Regional militias were instructed to place greater protection during regional elections to make sure if there was an attack democracy could still go on.
4/7 Remains of Valencia
To the citizens of Valencia the base would be both a blessing and a curse now as rapidly additional missiles and other anti-ship weapons started coming in. WHen it came to anti-air the region would also receive various anti-air systems. Despite military measures however the implementation of new laws would continue and elections were prepared.

4/7 Catalonia
Catalonia in itself was the single largest province on the French border and deemed the most likely to be subject to a foreign invasion. While previously focus had been on keeping the Catalans as independent as possible things were different now. After some discussions with regional authorities permission was granted for increased deployments of anti-air and anti-ship systems while in general additional assets were redeployed to defend the border. Elections on regional representation would however go on as well as upgrading of the infrastructure.
4/7 Madrid
With regional representatives having been elected in most regions they would be formally welcomed to Madrid and provided with residences. As soon as all regions had elected their representatives the assembly would formally be called into session. With the population of Madrid rising there was an increased need for facilities previously closed to begin running again. From all parts of the Empire doctors, business owners and others would be called to work in the unoccupied buildings to truly bring back the vibrant economy,
4/7 Sicily
Sicily was far away removed from most of the likely combat areas that attack was no direct threat. This allowed for continued focus on the infrastructure improvement efforts as well as establishing supply lines. The latter of which not made easy by the existence of the Sicilian mafia and their desire to maintain the black markets they had worked so hard on establishing. Upon request from the Duchess elements of the law enforcement wing of the Sacred Band were sent to Sicily to coordinate crime fighting efforts. While war was no immediate threat anti-air and anti-ship systems would still be put in place to protect the island should worse come to worse.

Carthage to Expel Japanese, Yugoslav, Alvonian and French Nationals

Carthage - Citing a direct and imminent threat to the Empire of Carthage the Emperor has instructed the Ministry of Internal Affairs, Justice and Security to declare all Japanese, Yugoslav, Alvonian and French nationals within the Empire of Carthage enemy civilians. In line with the declaration Police and Militia have been given orders to detain all these nationals and prepare them for deportation back to their home countries. Deportees are allowed to take whatever possessions they can with them but everything else will be confiscated by the state and held in storage until the status of enemy civilian has been revoked. Carthaginian citizens who are related to nationals from these countries are denied access to any government or military building and in general denied access to territory under direct imperial control.

 

The Ministry of Finances, Trade and Economic Affairs has frozen all assets belonging to nationals from these countries. The Ministry of Foreign Affairs has declared any diplomats from these countries to be personae non grata and also subject to expulsion.

 

The Ministry of Foreign Affairs has stated it has managed to obtain contact with all Carthaginian nationals in these countries and made preparations for their immediate repatriation back to Carthage. All flights to these countries not related to deportations have been suspended. Flights to Tikal and the Plains Federation have also been suspended.

While no expulsions were ordered against the citizens and diplomats from the Great Lakes Republic, Tikal and the Plains Federation as well as Carthaginian citizens with any links to these countries would become subject to increased surveillance by Imperial Intelligence and if any sign of espionage or sabotage was detected would immediately placed under arrest and tried for either espionage or treason.

Elections resulted in clear majorities for moderate pro-Carthage and pro-integration parties. Following conclusion of the elections and the formal appointment of representatives the integration efforts were nearly complete. As most infrastructure projects were also done individuals would started to be selected for either citizenship or a civilian status in line with existing Carthaginian procedures.
5/7 Basque, Navarre, Aragon, Remains of Castilla-La Manche and Remains of Extremadura
In all provinces but Basque the pro-Carthage parties would also note real victories. In Basque more regionally focused parties won but these still favoured integration over independence as long as certain guarantees were provided. These provinces too were ready to begin the citizenship/civilian transition stage.
5/7 Remains of Valencia
Valencia was the last region left to commence elections and as such they would commence swiftly. Upon completion of the counting it had been determined Valencia too had elected parties supportive of integration as well as in general being supportive of Carthage. Owing to the importance as a military location Carthage had already determined who would obtain citizenship and who would remain a civilian. This status was rapidly implemented following elections.
5/7 Catalonia
As had become quite a trend by now Catalonia too voted in support of both Carthage and integration. Construction crews had also completed most of the projects launched to improve the infrastructure and the determination had been made Catalonia too was now capable of standing on its own without the need for a constant supply line. As in other regions determinations would start to be made on who would become citizen and who not.
5/7 Madrid
As the final representatives had been elected and all the regional assemblies had now also formed in their respective region the Duke could formally call the Assembly of Spain into existence. This Assembly would have a similar role to the Senate in Carthage but unlike that body was in fact directly elected by the citizens and civilians. With the Assembly in session decisions that would affect the entire Duchy could now truly be made without fear of angering any group or region. Owing to the influx of new groups from all corners of the Empire Madrid would see a rise to a whole new level of cosmopolitanism.
5/7 Sicily
Despite help from the Sacred Band the Cosa Nostra still caused trouble for any efforts made on Sicily, faced with the potential of a failed integration process the Duchess would decide to use secret contacts to achieve some kind of agreement with the leaderships of the various families. After all organized crime did in fact need organization around it for business. While the Duchess had no plans of keeping up such a compromise too long it would allow for continued integration efforts. In line with this authorities would begin selecting those who would get citizenship and those who would not.

France Holds 50 Carthaginians Hostage!

Carthage - The militarist Japanese puppet regime in Orleans has taken fifty Carthaginian citizens in what many believe to be retaliation for the decision by our glorious Emperor to return the French back home. Despite this direct attack against Carthage the Emperor has stated French citizens will not be held hostage and deportations back to France will continue on schedule.

 

The crime against the group known as the 50 is only the latest in barbaric actions by the self-proclaimed second coming of Napoleon and her Japanese masters, a race known for such heinous crimes as experimenting with the bubonic plague, systematic rape and genocide. In a public address Emperor Anysus said "that there will be no quarter for those who would hold little girls and elderly hostage to fulfill a need for material greed and every Frenchman and -woman will pay for the crimes against Carthage by Lady Napoleon and the Japanese Psycho".

Emperor and Intelligence Head Married!

Carthage - Despite the ongoing global tensions and likely Carthaginian entry into the War against Terror it would seem there is still space for love. In an event kept hidden for the press and most of the Carthaginian government Emperor Anysus I married Minister Alethea Argead. Empress Alethea will officially be crowned Empress after the war but is already allowed to carry the title.

 

Rumours regarding the two having a relation go back to even before the formation of Carthage when both still worked at Carthage Security Services, the corporation of the Emperor's father. Much was however never known about the extent of their relationship beyond reports from anonymous guards that they met often without any security present. For that matter not much is known about the  Empress beyond that she was an immigrant from Greece.

 

The exact location of the wedding has been kept secret to avoid giving any indication of the location where both are running the country from.

As citizenship was being granted and the final measures were taken the Duchess was ready to formally lift all previously existing restrictions on trade between Sardinia and Sicily. With the free movement of goods and individuals now authorized the military presence would go down while police and militias took over. The Sacred Band detachment was lowered.

After several months of trial it had been eventually concluded Sicily was now ready to be considered a full part of the Empire. With citizenships granted and the infrastructure up to the standard of Carthage there was nothing left to be done. In a ceremony the Duchess would formally complete the integration process while new preparations were made to connect the new territory to the rest of the Empire more directly.
