Efforts aimed at maintaining order in Iberia were effective as the forces were rapidly welcomed as peacekeepers. In traditional Carthaginian style the local population and authorities would be left alone. Only to maintain the existing order would force be used.

 

As security operations continued officials would begin engaging in discussions with local groups. It soon became clear that there was a growing movement for Spanish independence and Carthage would gladly welcome it. On the other side there were also those regions opting for a different approach which would be explored for now.

General Alberto Mojito Jello soon emerged as a dominate player in Spanish politics. A fairly conservative man, he argued for a strong Spanish military backed by a strong central government. Low unemployment, he argued, could only be achieved through the reformation and modernization of the Spanish military, which in turn would spur domestic industry as factories produced tanks, planes and other essential tools. Unfortunately, not all regions saw the wisdom in General Jello's views and soon peaceful protests turned to fist fights as opinions over the peninsula's future became further divided in the south and west. General Jello naturally would urge a quick end to the protests through an early election to decide Spain's future. Soon, his supports would send petitions to the authorities in Carthage demanding a referendum of the peninsula's future.

While the demands made the message clear the reality was that Carthage already was preparing just such a referendum. Placing additional military forces near the protests in the south and the west to make sure there was no trouble and setting up polling stations throughout Iberia. The referendum was meant to go on a per-region basis so each region could decide on their own future. Among the options were independence under Spain, independence under some other state form, continued protectorate under Carthage and finally association with the Kingdom of Carthage. As especially the last option was most likely to be considered controversial internationally Babylon, Sparta and the African League were invited to send observers to the polling stations and verify that the people were in fact being given the ability to vote without any kind of pressure or for that matter without fraud.

As poll results started to come in it was clear the large majority of Spain and by extension Iberia wanted their independence. This was hardly a surprise and actually what Carthage had been hoping for. What was surprising however was that most of the Spanish south, which had in history been Carthaginian before, and Portugal the association with Carthage option had gained the most votes. While in all but one of these regions the option didn't get more than 50% of the vote which made a second round necessary it seemed clear the Kingdom was to prepare for an addition.

 

As a first step by royal decree the Spanish administration under General Alberto Mojito Jello was granted full control over the regions that voted to form a Spanish state. Additionally a guarantee of independence was made as well as a formal invitation extended for the new Spanish state to meet with Carthage to develop future relations. In the other regions preparations for a second round were made. In a set up similar to the first round the natives would be allowed to choose from the two dominant options in the first round. Whether they wanted to join with Carthage or form their own independent state(s). While the preparations were made for this second round projects were authorized that would improve the infrastructure of the regions as well as the establishment of a temporary military facility in Lisbon which was to host the general command of the forces deployed in Iberia. Now it was time to wait for the second round.

Remaining Iberian Territories Vote to Join Carthage, Massive Celebrations

Lisbon - Following a second round all remaining territories voted to join the Kingdom of Carthage. The results of the elections were certified by observers from both Carthage and other states.

 

As the results were announced thousands marched into the streets of Lisbon celebrating their new status.

 

The Ministry of Internal Affairs, Justice and Security has announced that the regions will initially join the Kingdom as autonomous territories and be given a special status within the Kingdom. Following this initial status the regions will be further integrated into the Kingdom as other provinces while nationals are assigned either a citizen or civilian status based on their merits. 

 

The temporary base in Lisbon will be expanded and has been established as the European Command of the Carthaginian Defence Forces.

With the war in Europe going nuclear the Kingdom of Carthage would reach its highest military readiness yet. Following predefined military procedures the Sacred Band, Carthaginian Air Force and Navy would be placed at a full war readiness while the Carthaginian Army was instructed to remain ready for mobilization. Additionally the government of Carthage would be evacuated to a secured and protected facility somewhere in the desert. The goal of the military preparations would not be to launch an attack but rather guarantee that it had no way of moving into the Kingdom. 

 

This increased readiness would also have its effects on integration efforts in Iberia. With it being far from unlikely that combatants would take the war to the western Mediterranean additional military bases would begin construction in those provinces bordering the Mediterranean. This would prove to be a significant boom to the local economies as supplying the bases and the construction crews would become of vital importance. It was not expected these bases would be able to properly serve their function for a while yet but it never hurt to have them. 

On the more governmental side of things efforts would continue to transition with care but also speed from the old systems of governing to the new ones.

As soon as the threat escalated it seemed to disappear again, as with the complete collapse of Milan there no longer was a need to maintain the full war readiness as before several measures would be relaxed and the military at large would again be allowed to return to a more peace-time posture. It also allowed for the Carthaginian Navy to respond to a request from an African League Ally. In line with this two carrier battle group as well as a surface action group were redeployed to the Indian Ocean where they would join allied formations. 

 

Back on Iberia integration efforts were continuing as anticipated. With only little resistance to integration the native systems were quick to adapt to the Carthaginian system. As a sign of the lengths Carthage would go to to make its new subjects feel at home individuals from several prominent families in the new territories were appointed into the senate. This would also serve to make the natives feel like they were truly represented and had a right to speak. Those elements that resisted the integration efforts more aggressively would find themselves facing the Sacred Band and were quickly arrested. Prisoners would be transported off of Iberia and taken to re-education facilities back on the mainland. It was expected that in a few weeks both Portugal and the Spanish territories were going to be integral parts of the reborn Kingdom of Carthage.

 

While those efforts continued there was also the final piece in the reunification desire, Sardinia. In ancient history this island had formed a very important Phoenician settlement and its loss in the First Punic War was the beginning of the end of the great Carthage. Its return to Carthage would perhaps be the most symbolic achievement of the Kingdom yet, especially considering an Italian government held it before. As the Sacred Band and Carthaginian Army dealt with the last elements of the Milanese defenders it was time to proceed to the next step. The entirety of Sardinia was placed under military rule and for the duration of integration efforts all civil rights would be suspended. Whereas a peaceful approach was chosen for the Iberian regions the nature of the population on Sardinia made it mandatory that swift and effective action were taken. After all while they were received as liberators in Iberia many in Sardinia remained loyal to the fallen Milanese state. As soldiers went house by house to remove any firearms and public assembly was specifically banned as well as curfews established civil servants would begin moving in to commence the transition to a lasting peace on the island.

Political representation combined with detention for more radical elements seemed to pay off as with the latest measures the natives grew even more comfortable with their future status. By now the territories and citizens had been properly indexed and roles within society assigned. As a show of support and love for his new people the King would also travel to Iberia to meet his new subjects. Finally construction efforts would continue as the already existing infrastructure was improved with the latest developments from Carthage to improve quality of life.

 

Sardinia was a tougher place to convert though. While the punitive measures had made sure the more extremist elements were taken care of it also hadn't created any friends among the natives. Opting to take a more relaxed approach now the immediate threat of open rebellion was gone civil rights would be restored and the military presence in the streets lowered however for now the island would remain to be under military control. Much like Iberia the plan was to integrate it fully into Carthage but time was needed. As the war had left much of Sardinia in a situation where they barely stayed alive the Carthaginian Defence Forces would organize relief aid and medical attention to those most of need while preparations were made to once again make the island self-sustaining.

Iberian Integration Complete

Qart Hadasht - Following sustained efforts to integrate Iberia into the Kingdom of Carthage the King has today officially declared Iberia a key part of the Kingdom. He made this declaration in the renamed city of Qart Hadasht where thousands of Spanish and Portuguese had come to see their new king. 

 

The integration also marks a new step in restoring Carthage to the heights of its predecessor. 

 

While integration is complete efforts will continue for the foreseeable future to bring the new territories up to the level of Carthage.

Where there were celebrations throughout Iberia there were only empty streets in Sardinia. Despite relaxing of the punitive measures the natives opted to remain indoors, there wasn't a whole lot to do and the places of employment of many had been destroyed in the two wars Milan was involved in. To deal with both damage to infrastructure and unemployment at once Carthage would establish a fund dedicated to reconstruction efforts in Sardinia. This fund would bias towards companies already on Sardinia and any non-Sardinian companies who wanted to start construction projects would be required to primarily hire natives unless there was no one on the island suited for a certain job. The first projects would be the construction of a hospital so wounded could be treated in a truly professional hospital on the island itself rather than in a military base or having to wait for transport to Carthage proper.

Protectorate Declared over Spartan Lands and Protectorates

Carthage - Following the unexpected collapse of the Spartan Kingdom the Kingdom of Carthage has established a protectorate over all its former territories and protectorates with the exception of those covered under the recent Persian declaration. In a statement the King said "While their government may be gone our alliance with the people remains. We will protect them from foreign powers at all costs"

 

The Carthaginian Defence Forces have deployed significant numbers of ground forces as well as aircraft and naval protection to maintain order and protect the external borders against incursions.

As the Romanian people too have long supported the Spartan state and people, arguably as its longest-standing allies, it comes as a great tragedy to see it fall. Our country is however glad to see Carthage step up for the people in European Sparta.

 

Sadly, however, the Spartan fall also left a certain void in the region it occupied, as Sparta arguably was a military and political power of importance in the region. Greater Romania, by geographical proximity is very concerned about the consequences there will be for when other powers try to move into this void or if any instability arises from it. We would thus like to inquire whether Carthage would be willing to meet with a Romanian representative, so as to establish proper relations between Romania and Carthage, as well as maybe ties to secure the stability of the Balkan region.

With it being clear that the protection of former Spartan lands wasn't going to happen without a fight the Carthaginian Defence Forces would be extra careful in its strategies. As a first move various assets previously deployed to the Indian Ocean would be ordered closer to Carthage to defend the country against any possible unexpected strikes. Following this the forces previously deployed to the Middle East to aid Spartan efforts there were ordered to move into Greece while being watched by ships in the area as well as near constant fighter patrols. These forces were given clear orders to move until the borders were reached but while doing so dig in if it was deemed too risky to proceed further. 

 

To deal with Italy operating via makeshift bases in Sardinia and more dedicated ones in Carthage 30,000 soldiers as well as 200 Sacred Band were redeployed to commence protection duties. It was deemed unlikely Yugoslavia would be able to quite establish anything there however care would still be taken to make sure than any Yugoslav incursion could be dealt with. Much like in Greece both naval and air based assets would provide protection. Now the waiting game was to begin. Whether or not Yugoslavia was willing to fight for it or let the Carthaginian machine move on unhindered.

Meanwhile in Sardinia efforts to properly integrate the island into the Kingdom continued, as obedience and support for Carthage was rewarded the natives steadily started to support integration efforts more and more. After all, they weren't getting out of it and it seemed clear support was the best way to advance within the new society. Those who did show themselves as moderates were more directly involved in the integration process and to an extent given a say on how things were to progress. Those who remained firmly opposed, much like some Iberians before them, were taken to reeducation camps back in the Kingdom.

 

Reconstruction policies were also starting to pay off as many Sardinians were employed by construction companies and due to the significant funds available large construction programs started to provide both the infrastructure as well as the housing for the population.

"Carthage will attend a meeting with Yugoslavia in the Great Lakes Republic" Was the short reply transmitted back to Yugoslavia.

 

While it seemed peace talks were going to happen Carthage wasn't expecting a lot to come out of it due to the radically different positions of both states, as such military preparations and movements would continue.

As it had become obvious that there was little to no chance of a return to activity from the Severed Hand the decision was made that for both the future of the people and the ability of the governments to trade military intervention had become unavoidable. In line with this a large force belonging exclusively to the Carthaginian Army with air support from the Carthaginian Air Force and Navy were ordered to move to the border with the Severed Hand and the Western Sahara to once and for all give these people in need the stability they deserved.

 

1/7 Oued Ed-Dahab-Lagouira, Laâyoune-Boujdour-Sakia El Hamra, Guelmim-Es Semara, Souss-Massa-Drâa and Marrakech-Tensift-El Haouz
With the apparent anarchy in the Severed Hand as well as the troubles the people in the Western Saharan region have traditionally had with both their ability to sustain themselves as well as their representation the decision was made to place special focus on these peoples. As forces entered the regions they were welcomed by a desperate population in need of food as well as water. As such the first step was delivering the basic necessities of life. Steady supply lines would be established with help from civilian contractors to provide these there.
1/7 Doukkala-Abda, Tadla-Azilal, Meknès-Tafilalet and Fès-Boulemane
As the forces dedicated to the more central regions of Morocco entered the country the situation was quite different from the south. With the basic supplies still available forces were ordered to focus on the preservation of primary needs as well as the establishment of secondary needs and general maintaining of order as well as combating those elements who had sought to abuse the situation.
1/7 Grand Casablanca, Rabat-Salé-Zemmour-Zaer and Chaouia-Ouardigha
As forces entered Casablanca it became rapidly clear that of all the places the CDF were going to intervene this was one of the most saved. While the surrounding area had been struggling the city itself had managed to preserve itself and probably would have lasted a while longer. Military would establish cooperation with local authorities and use existing supply lines to spread the much needed relief to outlying territories too.
1/7 Gharb-Chrarda-Béni Hssen, Taza-Al Hoceima-Taounate and Oriental
As the regon closest to the border was entered it seemed clear that the Carthaginian free market had been working as local markets in the border region carried goods produced in and exported from the Kingdom however the free market seemed to work too well here as prices had reached a level where no one could reasonably be expected to manage. As such th instructions were given to supply existing sale outlets which goods from the CDF on the condition that prices would be lowered significantly.
1/7 Tangier-Tetouan and Ceuta
The tip of Africa was of special importance to Carthage, already controlling most of the territory on the other side as well as cooperating with the Northlands controlling this tip as well as Ceuta would make for a strong enforcement mechanism for freedom of the seas. As such special focus was placed on establishing a military presence on Ceuta as well as putting it under royal control immediately. The surrounding region had managed, much like Casablanca, to survive on its key position in trade. 
1/7 Amsterdam and Saint Paul

Saint Paul was entirely uninhabited and Amsterdam for the most part as such the conclusion was made upon handover of the Indian Ocean islands that an immediate repopulation effort would be needed. While Saint Paul would be dedicated to a military base there were other plans for Amsterdam. For now the navy would drop of around 200 soldiers belonging to the Sea Army as well as support personnel to begin construction efforts.
5/7 Sardinia

With both reeducation and rewarding obedience policies well on their way the Sardinians were finally warming up to full integration into Carthage. Of course the fact that Carthage was rebuilding their island also helped significantly. For now reconstruction efforts would continue while previously implemented punitive measures were entirely lifted and preparations began to hand over the island to  a civilian administration under royal control.

2/7 Oued Ed-Dahab-Lagouira, Laâyoune-Boujdour-Sakia El Hamra, Guelmim-Es Semara, Souss-Massa-Drâa and Marrakech-Tensift-El Haouz
Going much slower than in other areas due to the terrain and environment they were dealing with efforts to establish supply lines would take a while still. To still provide the basics to the local populations the Carthaginian Air Force would drop packages with food and water near settlements not covered by supply lines yet while soldiers provided additional help to civilian contractors to establish these much needed supply lines.
2/7 Doukkala-Abda, Tadla-Azilal, Meknès-Tafilalet and Fès-Boulemane
As the central regions were not in need of the same things as the south efforts proceeded much more swiftly. Funds from Carthage would guarantee previous law enforcement could once again become operational while coordinated efforts between law enforcement and the CDF would combat the warlords that had risen in the wake of order.
2/7 Grand Casablanca, Rabat-Salé-Zemmour-Zaer and Chaouia-Ouardigha
As Casablanca was left primarily to the status quo efforts by the CDF would focus almost exclusively on outlying territories where, with aid from the local authorities, supplies were delivered using existing lines as well as restored funding to maintain local and regional authorities.
2/7 Gharb-Chrarda-Béni Hssen, Taza-Al Hoceima-Taounate and Oriental
While initial efforts to lower the prices for basic necessities of life seemed effective they weren't absolute, to prevent the price gouging taking place the CDF would come with targeted effort. In a policy that would also be implemented in the rest of Morocco anyone found selling a list of goods above the price defined by the CDF would initially receive a warning, if they continued their supplies would be confiscated and their right to retail any goods suspended. If anyone still managed to evade the rules after those two measures they would be arrested and face up to ten years in jail. Being close to the borders these regions would also see most of the influx of Carthaginians seeking to settle as well as obtain contracts to aid in reconstruction efforts.
2/7 Tangier-Tetouan and Ceuta
As expected establishing a military position on Ceuta proved to be quite easy, within hours from initial landing the CDF had assumed full control over the facilities and could begin exercising its duty to protect shipping travelling near Ceuta. In Tangier-Tetouan, much like Casablanca, a hands off approach would be maintained where it came to integration as authorities seemed to be in full control. Integration would happen in cooperation with these legal representatives rather than the natives directly.
2/7 Amsterdam and Saint Paul
As soon as the Navy landed the personnel initial efforts would focus on securing the islands as well as taking advantage of any possible pre-existing infrastructure or natural phenomena to make construction efforts easier. In the case of Saint Paul pre-existing air and RADAR facilities would be converted to match Carthaginian and AL standards while in the case of Amsterdam air facilities would be maintained but RADAR ones downsized to make space for other efforts.
6/7 Sardinia
Hand over to civilian control was proceeding steadily and with no chaos following the lifting of punitive measures it seemed clear Sardinia was ready to join the Kingdom as a full territory under royal control. Initiatives would be prepared to celebrate the integration as well as crossing the t's and dotting the i's when it came to the legal side of things.

This area was a perfect example of how continued efforts would pay off, with the aid of additional contractors the establishment of easier to use supply lines was finally starting off. As it did increasing amounts of food, water, medical supplies and other resources would start flowing into the area. At the same time the CDF would also begin forming those institutions needed to maintain order once integration was complete and the CDF would minimize its deployment to the area.
3/7 Doukkala-Abda, Tadla-Azilal, Meknès-Tafilalet and Fès-Boulemane
With continued efforts focused on reinforcing local authorities as well as decisive action against divisive elements the local populations started to return to their normal routine. After all, they could once again leave their cities in relative peace and general commuting was made possible again. The CDF would also take the opportunity to begin integrating local authorities into the system effective throughout Carthage to make the eventual integration of the area smoother.
3/7 Grand Casablanca, Rabat-Salé-Zemmour-Zaer and Chaouia-Ouardigha
Going at a faster rate than in other territories integration would also be implemented at a faster rate here. As funding continued arms and procedures would also be exported from Carthage to bring the local police force up to speed. In Casablanca itself authorities would begin defining which residents would be provided citizenship status.
3/7 Gharb-Chrarda-Béni Hssen, Taza-Al Hoceima-Taounate and Oriental
Stricter enforcement of anti-gouging laws would prove to work as the average cost of living in the area decreased dramatically. With an influx of citizens and civilians alike new settlements in the border area, especially the coastal ones, would rise providing homes for many of the locals as well as the immigrants.
3/7 Tangier-Tetouan and Ceuta
In quite an unexpected move the residents of Ceuta would all be elevated to the level of citizen. In a deal struck between the pre-existing authorities with the King it was decided that Ceuta would be the ideal regional capital for the new territories and provide a great strategic resource to the Kingdom at large. Orders were issued for the base there to expand while increased efforts would go into the region at large to advance integration of Ceuta and the tip of Africa.
3/7 Amsterdam and Saint Paul
Efforts to prepare both islands militarily were going well, in Saint Paul the already existing facilities were adapted to match the Carthaginian procedures and upgraded to general Carthaginian level while the RADAR base in Amsterdam was significantly downsized. The CDF would begin looking for a regional commander to oversee development.
7/7 Sardinia
As the final measures that needed to be taken were in fact taken Sardinia would formally be welcomed into the Kingdom of Carthage once again. While the Kingdom still didn't quite hold all the territories did at its height many considered this the true reunification of mighty Carthage with the few outliers sure to join at some point. On Sardinia itself the population still very much felt Italian but at the same time they started to grow used to their new Punic overlords.

With a steady supply of the basic necessities the people in the affected areas were ready to cooperate on the other efforts to integrate them more properly. In line with this the CDF had no trouble finding volunteers for local and regional departments. Increased funding would also begin to construct schools, hospitals and other institutions needed to guarantee a healthy and educated population capable of competing in the greater Kingdom.
4/7 Doukkala-Abda, Tadla-Azilal, Meknès-Tafilalet and Fès-Boulemane
Integration was progressing steadily as Carthaginian laws and procedures would see implementation throughout the area. While there was some resistance to more stricter laws the general response would be one of joy as the implementation of effective laws with a stronger law enforcement would also mean such laws would once again see enforcement.
4/7 Grand Casablanca, Rabat-Salé-Zemmour-Zaer and Chaouia-Ouardigha
Within days from the initial implementation the CDF forces deployed to the area reported effective implementation and enforcement of laws in Casablanca and its immediate surrounding area. Things were going slower in some of the other regions however this was to be expected as those were less developed to begin with. Forces were ordered to redirect their attention to these more problematic parts and properly bring them into the fold.
4/7 Gharb-Chrarda-Béni Hssen, Taza-Al Hoceima-Taounate and Oriental
Construction of new settlements was progressing steadily and while it provided a home to many from Carthage but also natives it would not happen without a portion of the natives feeling displaced. Strong protests started near the settlements and in many cases construction was blocked by groups of these protesters. The CDF was ordered to contain the protests but avoid escalating the situation. Sacred Band would also be deployed into the area to aid in this job.
4/7 Tangier-Tetouan and Ceuta
As base expansions was proceeding and the new citizen status of Ceutans allowed them to travel to other parts of the Kingdom a clear exchange between Carthaginians and Ceutans would be seen as Ceutans opted to move to Carthage while Carthaginians sought new opportunities in a trading port as important as Ceuta. This influx of Carthaginians could also be seen in other regions as they settled outside of Ceuta proper as well.
4/7 Amsterdam and Saint Paul
Efforts to adapt existing infrastructure to Carthaginian standard were declared completed as the facilities finished adaptation, at this point construction crews would begin building a naval base on Saint Paul and housing for CDF and Sacred Band forces upon the base becoming operational. Construction would also begin on a smaller base in Amsterdam, no base housing would be constructed here as Carthage had other plans for residential areas there.

Explosion in Algiers, Twenty Killed

Algiers - It started as a day as usual in Kouba, a predominantly civilian section of Algiers, when an explosion early in the morning rocked residents and commuters. Early reports indicate at least twenty were killed and many more have been injured. In an initial statement the regional police department refused to comment on what caused the explosion near an apartment complex however witnesses on the scene have said they saw a car explode leading to suspicions it was a terrorist attack.

 

Algiers, as many other cities, is defined by differences. While many citizens live there these are mostly in the more central and protected districts while the civilian population lives in less developed ones. The city also sees many conflicts between the Muslim majority and other religious minorities.

 

So far no organization or individual has claimed responsibility for the explosion and the police has stated it will make a statement later today. The Palace of Kings has refused to comment stating it is up to the local authorities to publish information on local matters.
