Maelstrom Vortex Posted June 28, 2014 Report Share Posted June 28, 2014 (edited) Originating treaty document (Stored in Druk Yul, Druk Ralung Central Library) The South East Asia Treaty Organization The Parties to this Treaty, Recognizing the sovereign equality of all the Parties, and their desire to live in peace with all peoples and all governments, they uphold the principle of equal rights and self-determination of peoples, and declaring that they will earnestly strive by every peaceful means to promote self-government and to secure the independence of all countries whose peoples desire it and are able to undertake its responsibilities, Intending to declare publicly and formally their sense of unity, so that any potential aggressor will appreciate that the Parties stand together in the area, and Desiring further to coordinate their efforts for collective defense for the preservation of peace and security, Therefore agree as follows: ARTICLE I The Parties undertake, as set forth to settle any international disputes in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered. ARTICLE II In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid will maintain and develop their individual and collective capacity to resist armed attack and to prevent and counter subversive activities directed from without against their territorial integrity and political stability. ARTICLE III The Parties undertake to strengthen their free institutions and to cooperate with one another in the further development of economic measures, including technical assistance, designed both to promote economic progress and social well-being and to further the individual and collective efforts of governments toward these ends. The means or system of economic development are inconsequential, so long as the people have adopted so accepted that system via popular support and edorsement. [ARTICLE IV 1. Each Party recognizes that aggression by means of armed attack in the treaty area against any of the Parties or against any State or territory which the Parties by unanimous agreement may hereafter designate, would endanger its own peace and safety, and agrees that it will in that event act to meet the common danger in accordance with its constitutional processes. 2. If, in the opinion of any of the Parties, the inviolability or the integrity of the territory or the sovereignty or political independence of any Party in the treaty area or of any other State or territory to which the provisions of paragraph 1 of this Article from time to time apply is threatened in any way other than by armed attack or is affected or threatened by any fact or situation which might endanger the peace of the area, the Parties shall consult immediately in order to agree on the measures which should be taken for the common defense. 3. It is understood that no action on the territory of any State designated by unanimous agreement under paragraph 1 of this Article or on any territory so designated shall be taken except at the invitation or with the consent of the government concerned. ARTICLE V The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall provide for consultation with regard to military and any other planning as the situation obtaining in the treaty area may from time to time require. The Council shall be so organized as to be able to meet at any time. ARTICLE VI This Treaty does not affect and shall not be interpreted as affecting in any way the rights and obligations of any of the Parties for the maintenance of international peace and security. Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third party is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty. ARTICLE VII Any other State in a position to further the objectives of this Treaty and to contribute to the security of the area may, by unanimous agreement of the Parties, be invited to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of Druk Yul. Druk Yul shall inform each of the Parties of the deposit of each such instrument of accession. ARTICLE VIII As used in this Treaty, the "treaty area" is the general area of Southeast Asia, including also the entire territories of the Asian Parties, and the general area of the Southwest Pacific not including the Pacific area north of 21 degrees 30 minutes north latitude. The Parties may, by unanimous agreement, amend this Article to include within the treaty area the territory of any State acceding to this Treaty in accordance with Article VIIor otherwise to change the treaty area. ARTICLE IX 1. This Treaty shall be deposited in the archives of the Government of Druk Yul. Duly certified copies thereof shall be transmitted by that government to the other signatories. 2. The Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the Druk Yul, which shall notify all of the other signatories of such deposit. 3. The Treaty shall enter into force between the States which have ratified it as soon as the instruments of ratification of a majority of the signatories shall have been deposited, and shall come into effect with respect to each other State on the date of the deposit of its instrument of ratification. ARTICLE X This Treaty shall remain in force indefinitely, but any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of the Druk Yul, which shall inform the Governments of the other Parties of the deposit of each notice of denunciation. ARTICLE XI Members of this treaty agree to permit transit of their various military upon prior notification of an intended transit. Ships from all member nation's navies shall be permitted to refuel and make port for repairs at their harbors and bays. Compensation for port services will be negotiated in advance on a case by case basis based on the size and class of the ships attending port. Fees for these services should be standardized be it in currency or barter. Amendments voted into original document: Article XII The original founding 4 senior members may only be removed by unamimous vote of all recorded members. Additional members added post-ratification may be removed thorugh 2/3rds majority vote of all recorded members. Removal of a member is not a matter that is trivial and should be done after discussion of the issues causing the removal. Removal issues should only relate to the articles of this treaty and breaches thereof as the contents are the extent of jurisdiction of the treaty. Article XIII: Passive Consent In the event a vote is not levied for or against a pending resolution by a nation within a two week time frame, SEATO's governing body will act under the assumption of passive consent until such time as a vote is levied by the member who has abstained from voting. Any future vote against an item that had been allowed by passive consent would undo that particular item. However, in order to prevent this from being politically abused. All votes must be levied within a 3 month, (12 rl day) time frame or the passive consent will be converted into a permanent yes vote upon the article. (Exceptions can be handled in the event someone goes on vacation or posts for a LOA.) This will give the acting members of the alliance more flexibility and a better reaction time to global threats. All items approved by passive consent must still have a simple majority of active votes to pass. Article XIV: Nuclear Testing Consent Due to the regional impact that can be felt by nuclear weapons testing both diplomatic and in terms of fallout; all future above ground, excluding deep space, nuclear tests in the earth's atmosphere must be reviewed and approve by the SEATO council to ensure the risk to civilian populations is limited and that important wildlife refuges are not put at risk. Yield, location, and number of tested war heads must all 3 be approved. Consent must be unanimous due to the significant impact of the item in question. The Tongzhi government have begun a meeting right now to disscuss the nations future intent with SEATO. I wanted to advise that I have been canvassing our neighbors in seeking if they had any interest in SEATO and I am pleased to say that both Japan and Tongzhi are interested in membership. I have invited them to send representation to discuss the matter at length and if we all agree and they wish, we will get them added to our organization, further stabilizing the Asian continent. Based on a reivew of this treaty with my government, Tongzhi has requested consideration as a treaty member and wishes to deposit its instrument of accession with us. Per the articles, I call a straight up/down vote on their admission. All existing members, including Guanwai who just recently finished accession, may vote. There are a total of 4 to be registered. Please make your votes now. The vote must be unanimous to proceed. The degree of requirement for expulsion is very negotiable and I'm up to suggestions on how tight or how loosely we wish to define its measures. The bomber was a result of a failed experiment of the Space Program, that's right.. good results from a failed experiment oddly. The Archangel features the ability to support up to 3 tons of payload on 6 hard points as long as they are aerodynamically stable.. mach 6 top speed, and an operational ceiling of 74000 meters. DYSA warns however, that stability at high mach is only obtainable in low density atmosphere so pilots will need to throttle up or down accordingly based on altitude. We leave up to your discretion on whether this will allow for our return to membership in the wake of Guanwai's dissolution. I wish I were able to bring this message to you under calm and peaceful terms, but unfortunately we were not able to make this move before threats to our sovereignty were presented, almost instantaneously. While our hand may be to some degree forced, we want to assure the Organization that this would have been a move we would have pursued regardless. I hope to hear from this council soon. The United Amur Republic is accepted as a tentative treaty signatory unless otherwise objected by a standing treaty member. Suggesting modifying amendment to the articles given situation of the Raj and Tongzhi not responding in a timely manner.. and given that we all could potentially be distracted by both foreign and domestic situations, I'm willing to accept the risk that comes with this as well so as not to leave SEATO unable to react in a criss. Engaging talks with Persia on how to best administer what appears to be a fallen nation. We await word from the Raj that his government is still on solid footing. In the meantime.. Druk Yul forces are being deployed to stabilize the region and we are inviting Persian leadership to a joint conference with SEATO to determine what is to be done with the fallen state. The SEATO+1 summit will begin in the next 24 hours. Since the government of India appears to have fallen, all prior votes upon which their opinion has not been given are considered pass unless the Raj is discovered and alive. Currently we're recognizing the head of the military of India as local representation of its population until the situation can be ascertained.The United Amur Republic has been ratified on the treaty. Lao Zhang Premier of Heilongjiang Feng Sun Premier of Kirin Ilya Fyodorov Premier of Primorsky The United Amur Republics would send a high ranking foreign affairs official in Xi Linping to represent the UAR at proceedings.
