Philippines to Hawaii

The transitional government of the Philippines would contact their counterparts in the nation of Hawaii and would send them a request for a meeting at a location of their choosing. The transitional government would be in agreement for sending a member of the government to Hawaii itself if Hawaii did not wish to come to the Philippines. If they did not wish to visit it would not be taken as an insult and it would be fully understandable considering what occurred during the last diplomatic visit between the two nations.

CONFIDENTIAL

 

Hawaii would be pleased to meet with the new government of the Phillipines and re-establish relations with the country. Hawaii is pleased to note that we have contributed tons of food, tents and other supplies to the Philippines following the war. Although Hawaii currently occupies Wake as a result of the anarchy, we would be willing to meet on Wake to discuss the future of the island and our relations.

A member of the Philippines government will agree to meet on Wake Island though you should be made aware that a number of our military members are active on the island and have been since the last government fell. They were without orders and fell on local command they are located in a number of hidden bunkers across the island and have taken no offense actions against Hawaii so far but they ask you do not fire upon them if you locate them.

 

With the agreement reached a member of the government would be given leave to travel to Wake Island which would be done easily and quickly by private plane. On Wake Island the soldiers who had belonged to the Philippines would remain in their bunkers for the time being not wishing to provoke any Hawaii soldiers or civilians.

Hawaii would note that all Philippine forces on Wake, including known personnel and assets, were integrated into HIPACOM and offered housing in Hawaii. If any Philippine personnel wishes to return to the Philippines they are free to do so; there may be a handful of Philippine soldiers hiding out in a warehouse; if so we shall grant them amnesty and repatriation.

 

The island has currently been used less for military purposes, and more as a distribution point of aid from Hawaii to the Philippines, and a few hundred refugees are on the island, preparing to live with family in Hawaii pending medical examination. They may also return to the Philippines pending discussion.

 

Although the island is very crowded currently, we have a furnished Containerized Housing Unit available for negotiations purposes available for use.

The member of the Philippines government would wait on board the private airplane after it had landed at the Wake island airfield until it had finished taxiing. When he had done so he would leave the plane and would travel straight to containerized housing unit that had been made the designated meeting location. Once inside he would take a seat if there was one hopefully at some sort of table and would rest his briefcase on the table before him. Then he would wait for his Hawaiian counterpart to arrive.

 

Meanwhile all ex-Philippine soldiers on Wake Island would leave their stations and report to the airfield and form into parade formation. None of them had ever truly abandoned the homeland instead only doing what they had to do to survive. With a new functioning government in place they were glad to return to service. No one was sure who these refugees were that the Hawaiians mentioned as no civilians had been sent to Wake Island from the Philippines. Many believed them to be from other areas in the pacific.

A HIPACOM Private First Class and a Specialist were relaxing outside the CHU, seated and talking story about stuff back in Hawaii as the Philippine Delegate arrived at the structure. The soldiers stood up and shook hands with the delegate and brought him inside. Both soldiers were outfitted in typical ACU uniforms from the old US early 21st century military, and wore the ancient badge of the Taro leaf and lightning bolt on both shoulders, representing the famed 25th Infantry Division. However, instead of a US flag, the Kanaka Maoli flag was on their right shoulder patch.

The Specialist opened the door and brought the diplomat inside.

 

"Welcome to this !@#$ hole of an island sir, sorry about having to get sent here. Anyway, there's a porta potty outside and couch and TV over there by the wall if you get bored, unfortunately there's no internet here so I hope you brought a magazine. Anyway, someone will be here in a bit. We'll be outside if you need us!"

 

About ten minutes later a Lt Colonel would arrive and entered the building. He shook hands with the diplomat and took a seat across the small portable table. "Glad to see the Philippines back on your feet, how can I help you today sir?"

The government man would shake hands with the Lt Colonel before returning to his seat and popping open his briefcase and retrieving a series of documents from within. He would pass them over for the Lt Colonel to read whilst he spoke.

 

"I will be brief. Those documents contain our claim to Wake Island. We are not willing to give up that claim to Hawaii or anyone else at this time, however, we also have no wish or desire to fight Hawaii for the island either. Therefore the Philippine government would like to make an offer to Hawaii. If you can agree to not station any military forces on the island then the Philippines will ensure to do the same and have all of our military assets removed. In turn both our nations lay a claim on the island and we jointly share control and sovereignty for Wake. If either one of our nations wish to make modifications or constructions on the island then they will notify the other before hand and gain their approval first."

 

"Would this offer be acceptable to Hawaii?"

"Well, and I will only discuss what I am authorized to say, Hawaii is not very interested in this island, and if we could we would just sink the damn thing. The problem is that if the island is left undefended, another Imperialist force could claim the island and use it as a launching point for an invasion against either Hawaii or the Philippines.

 

"I have a counter proposal I think you guys would like. I have been authorized to negotiate a Joint Command of Wake Island between Hawaii and the Philippine government, with a small contingent of both our forces posted here to provide mutual defense. I think this would allow us to keep the island out of imperialist hands, while also preventing either one of our countries from using it against the other. It would also allow our forces to forge friendships and relationships that could bring our two countries closer.

 

"This would effectively mean that any aggressor who invades the island, would be acting against both Hawaii and the Philippines. With our mutual forces posted here, we could convert the island into a guarded negotiations focal point throughout the Pacific, where we could arrange third party negotiations in the region.

 

"What do you think of this plan?"

The Philippine government man would think the counter proposal over for a few minutes before coming to a decision. "Lt. Colonel I can, on behalf of the entire Philippine government, agree to such a proposal it will also remove any costs required for shipping our soldiers back to the homeland. Our five hundred soldiers shall remain on the island as our portion of the defense force. They will remain under the command of the Major in charge here. If that is all we need for this proposal I would like to move on to something else."

 

"The Philippines has a small number of oil platforms just outside of our shores and we would like to open trade with Hawaii. In return for our drilled crude oil what would Hawaii be willing to trade to us?"

I believe this arrangement is satisfactory. Hawaii would also be delighted to receive stable Philippines oil; although our natural resources are geared towards food and marijuana, we produce small arms and battery coolant units for STINGER MANPADs and will produce more weapons in the future.

"Very well, in exchange for our shipments of oil we will accept imports of small arms and battery coolant units from Hawaii. At this current time I have no further matters to discuss does Hawaii have anything they wish to bring up?" asked the government member to his Hawaiian counterpart.

"I am afraid that the Philippines does not and will not allow the growing or introduction of any non medical proscribed drug into the nation. Thank you for the offer but I must decline. If there is nothing else then may I say it has been a pleasure meeting with you and I wish you a good day sir" replied the government man reaching out a hand to shake his counterpart's in farewell.
