Mr Director
Belarus was a country that had suffered through the worst excesses of history. From a brutal Nazi occupation, to harsh Soviet rule, Belarusians have survived the worst its neighbors could throw at it. Who would have thought that one man could so utterly destroy it. That man, was none other than President Lukashenko, who took power shortly after Belarus found itself independent for the first time. Through gross mismanagement, Lukashenko single handedly destroyed the entire Belarusian economy, and caused a virtual collapse of central authority. Local governments soon took control, and Belarus was more of a geographical area than it was a country. Yet, this situation would continue, for about two decades, until a nationalist terrorist, Bel-A-Ryus, assassinated Lukashenko in what he no doubt believed to be an attempt to save the country. However, shortly after the assassination, the last remnants of government completely collapsed, an the country appeared to be on the edge of total anarchy. Fortunately for the Belarusians, the nation of Ubersteinia intervened, and created a protectorate in the area. Thus, the country spent a year and a half in a limbo, until the Ubersteinian government allowed a referendum for independence to take place. The people chose independence, and former speaker of the parliament Lukachenko (Not Lukashenko, Lukachenko) won the presidency, partially because Bel-A-Ryus, the terrorist, assassinated most other contestants. Long story short, the Republic of Belarus is a country... hopefully for a while longer than last time. OOC: I have received permission from Uberstein to do this in his (former) protectorate. And I suck at naming people :P Edited June 6, 2014 by Mr Director

Uberstein
The Baltic Union of Ubersteinia formally recognizes the Republic of Belarus, and invites the Republic to send an ambassador to Riga for discussion. [Semi-Classified: Belarus obviously can see this...] With the formation of a sovereign government in the region, the military forces stationed in the Poland-Belarus Protectorate would shift their forces entirely to Poland. However, the 1000-soldier peackeeping force would take slightly longer to leave, and extend an offer from the Baltic Union: These soldiers could stay and help arm and train the Belarussian Army, if the Republic so desired. Beauty
"We hope this will not serve as a carte blanche for Ukraine to intervene in Belarus's affairs." "We thank you for your interest in freedom and sovereignty of our neighbor. The Ukraine will not be discussing any politics or influencing the politics of the Government of The Republic of Belarus. We will simply be protecting their interests for now as they become more stable after forming a new nation. We will offer them economic aid shall they need it, however we will not require any political changes in exchange for the aid. However if we sent money to feed the homeless, we would wish for it all to go to helping the homeless and not other affairs."
Mr Director
The following ambassadors would be sent to neighboring countries: Nadezhda Grekova: ambassador to Hungary Vasily Kozlov: ambassador to the Ukraine Iosif Belsky: ambassador to Moscow Vasily Shaurov: ambassador to the Baltic Union Embassies would also be set up in the capital for the Baltic Union and the Grand Ducky of Moscow. Semiclassified message to Ubersteiniea: The Republic of Belarus would be willing to hostt a peacekeeping force in order to train its troops. However, we request that the deployment be limited to 500 troops, as much of the Belarusian military , which was disbanded after Lukashenko's death, has retuurned to its posts, and much of Lukashenko's hidden arsenals have been uncovered, thus making a larger peacekeeping force unnecessary. If this idea appeals to you, the Belarusian military is willing to set up accomodations for the peacekeepers.

Vasily Shaurov would in turn be welcomed in Riga. Private to Belarus: Of course. A force of 500 soldiers is perfectly acceptable; they are there to aid Belarus, and will serve at your government's leisure.
