Spy operation odds are determined by the following formulas: Attacking spies chances of success are determined by (Number of Spies) + (Technology Level / 20) Zoot Zoot: 7,350.23 tech 7350/20 = 367.5 Thus Zoots tech alone is worth 367 spies, on top of his actual spies, CIA wonder, and improvements, not to mention financial investment in the spies alone. If the GMs feel it is worth the effort, they may decide to halt the RP or spy rolls until things get figured out. Or they might not.
