"SYPHON FILTER" VIRUS AKA WEAPONIZED ANTHRAX POSSIBLE IN SHORT TERM

 

HIPACOM expects to be able to develop deliverable weaponized anthrax with the new remote laboratory recently developed in an isolated location.  An earlier report classified the program as SYPHON FILTER after a 1990s video game, however, scientists do not expect to actually make the bacteria receptive to specific ethnic groups. The program will continue to formally be referred to as SYPHON FILTER.

 

Anthrax is a disease that is caused by the bacterium Bacillus anthracis . The bacterium lives naturally in grazing animals such as cattle and sheep. Depending on the route of entry of the bacterium into the human body, anthrax infection can occur in the intestinal tract, the skin, and, most seriously, in the lungs. The latter form, which is called pulmonary or inhalation anthrax, progresses swiftly and is lethal in over 50%.

 

The weaponizing program is based on the 20th century Iraqi program and involves a material called bentonite to stabilize drying samples of ANTHRAX bacterium, allowing for more efficient delivery by air. Anthrax was chosen over several other biological warfare options due to its relative ease of production and controlled nature of delivery (the disease is not communicable). It resembles nuclear warfare in that it can contaminate a large area for a very long period of time, and has a high kill ratio, but will not spread contagiously beyond the target zone, making the disease an ideal weapon against cities, military bases and high value personnel.

 

An initial production goal of 1000 stable liters has been set.

HAWAII KOA PROGRAM DECLARED SUCCESS

 

The first batch of Hawaii's special forces, modeled after the old US NAVY SEALS program, has been successful, with the first new dedicated KOA squad coming into activation. Because of Hawaii's limited offensive capability, the need was seen for highly qualified insertion teams to replace the standard offensive military model currently used around the world. The strategic mission of KOA squads are to infiltrate and disrupt enemy formations, and to carry out deep insertion missions in hostile countries.

 

With the structure of the new school system, warrior-inclined children and separated from other education elements at the age of seven and introduced into a militarized setting which trains the next generation of super-soldiers knowing only war. The intent is to build a strong lifelong military community in which SOCSOV ideology reigns supreme and soldiers display absolute loyalty to the Hawaiian Nation.

 

The training which was designed by Captain Hawaii and conducted by numerous ex special forces and nationalist military volunteers from around the world who have integrated into the new Hawaii Model.

Our apologies, but again, we have no records of any such soldiers serving in our ranks. This is not to say it is not possible you are correct, however, we would have no way of identifying any such individuals were that the case. Hawaii operates on a strong amnesty basis and we do not require paperwork or background details of any immigrant who offers highly valued military skills. It works in a similar function to the French Foreign Legion of the 21st century.

 

We are, however, curious as to your evidence these individuals reside in Hawaii, as it is very difficult to track individuals from country to country in today's world. We eagerly await your reply.

HAWAII TO WORK TOWARDS SMALL ARMS SELF SUFFICIENCY

With the recent STINGER BCU factory a complete success the political focus has shifted towards manufacture of critical small arms to supply the massive SOCSOV paramilitary units in the islands.

This means there will be an increased emphasis on production of indigineous small arms, especially the STINGER MANPAD air defense system and the M-4 rifle. Although layered defense doctrine involves many technologies Hawaii has little capacity to indigineously produce, this is not the case at the SHORAD and infantry level... the ultimate backbone of the layered defense doctrine.

Currently most small arms are handed down from ancient USPACOM armories but are often inadequate to the mission. Autonomous production of MANPADs and small arms and ammunition should improve the efficiency of paramilitary units over the long run in combination with rigorous training.

With many jealous eyes set on Hawaii every effort must be dedicated to our defense of the Jewels of the Pacific.

SOCSOV TO BEGIN FOREIGN HUMAN INTELLIGENCE (HUMINT) OPERATIONS

 

SOCSOV has been tasked with developing a foreign intelligence network assets who are ideologically aligned with the Hawaii SOCSOV ideology. Already a number of overseas SOCSOV Party Chapters have been established overseas where legal, and elsewhere, traditional underground networks have been mobilized from Hawaii. Most significantly these underground networks include a portion of the Yakuza who have been based in Hawaii for generations and now align with SOCSOV.

 

The long-term commercial goal of HIPACOM is to control all trans-pacific shipping through a combination of hard military capability, sponsored underground syndicates, and ideological indoctrination. Attempts to establish front corporations, immigrate or gain work permits into Tikal would be fruitless. None of these activities were permitted by the Principality. Further, organised crime had been destroyed in the core territories after lengthy campaigns through education and rehabilitation. In order to provide greater protection to the Hawaiian islands from excessive tourism, without special permits and travel guides tourists and visitors will no longer be allowed to travel beyond the boundaries of the new tourism-business district located between Honolulu INT Airport, H1 and Diamond Head. The area is scheduled to be completely set aside for hotels, business offices and foreign-rented apartment and housing blocks.

 

Visitors can still visit other parts of the island with special permits and tourist escorts. This new ruling comes a few days after new RFID bracelets were mandated for visitors who have completed quarantine procedures at the airport. The pre-existing quarantine process ensures that invasive species and unauthorized immigrants do not infect Hawaii's precious natural and social environment.

HIPACOM OBTAINS M270 MLRS SYSTEMS FROM FORMER US MILITARY REMNANTS

 

Although Hawaii already possesses the highly effective M109A6 PALADIN Artillery systems, the need was seen for acquisition of M270 MLRS systems to provide rapid ordnance delivery and specialized munitions for large area ground saturation (up to one square kilometer can be covered by each payload). In addition, HIPACOM military doctrine places a heavy emphasis on directed minefield warfare and the ability to quickly deny potential landing sites to imperialist invaders.

 

Many M270 munitions have been stored under the Lualualei Naval radio towers and at Lualualei naval magazine, and elsewhere around Oahu in storage facilities, but much of the ammunition is old and requires warhead improvement. The focus is expected to be on M26A1 DPCIM capability (each rocket holds 518 M85 submunitions that can be adopted for either "steel rain" or minefield use). SADARM anti-tank munitions will also be acquired, however, XM135 chemical munitions will be more difficult to procure and may take an autonomous VX Nerve Agent program to find success.

Explosively Formed Penetrators (EFP) are a type of anti-tank mine which can penetrate any known armor at close range. Upon detonation they project a self-forging fragment which shapes a several pound copper slug into a long, thin, ultra-heated penetrator.

Although smaller versions of EFP exist in HIPACOM's standard munitions, anti-armor EFP mines will be able to destroy vehicles and eventually enemy warships (via KOA warrior emplacement or sea mines). These large EFP's can be distributed abroad to anti-Imperialist forces in the Pacific.

WAKE ISLAND DEFECTS TO HAWAIIAN SOCIAL KINGDOM

 

With the Philippines shattered, the Filipino forced based on Wake Island has negotiated annexation to the Hawaiian Islands based on historical grounds. As HIPACOM is the heir to USPACOM, Wake Island rightfully belongs to Hawaii and has offered Filipino forces on the island generous compensation packages and land in Hawaii in return for allegiance to the SOCSOV regime.

 

The Island defection includes a transfer of all fighters, bombers and equipment stationed on the island. A change of command ceremony takes place tomorrow in which Filipino Forces will swear allegiance to the Hawaiian Social Kingdom and slowly become permanently integrated into HIPACOM.

 

Long term plans for the island are under discussion, with demilitarization of the island considered a strong possibility pending negotiations with other Pacific powers.

Sovereignty Now! News Channel to expand its viewer base throughout the Pacific, including isolated Pacific communities in which SOCSOV sponsored news often provides the only television channel on the air. The TV and Radio channel is sponsored by the Hawaiian Social Kingdom and covers Pacific News, ranging from Imperialist Aggression on remote islands to standard of living issues in first world nations.

 

Multiple small Pacific Islander Nations signed up for the SOCSOV sponsored news service during the Honolulu Anti-Imperialism Summit. The channel is also available on a limited basis in the western former US, Australia, New Zealand, Papua New Guinea, the Philippines, China, Japan and Alaska pending state censorship efforts. The News Network will further expand relationships between Hawaii and numerous island groups who have suffered from Imperialism in the past and seeks knowledge of how to protect themselves.

 

It is hoped that News Broadcasting and cultural exchange will lead to spinoff socialist movements throughout the Pacific and arms purchases by small client states of Hawaiian arms and hiring of combat contractors. By far the show "Missions of Captain Hawaii" is the most popular weekly television show at home and abroad with more than 4 million viewers around the world (Hawaii is comprised of only about 1.5 million people).

CAPTAIN HAWAII SHOW NETS MORE THAN 4 MILLION WEEKLY VIEWERS

 

"Missions of Captain Hawaii," the flagship show of the SOCSOV sponsored channel Sovereignty Now!, has proven to be an extremely popular weekly tv show around the world, with an operating budget of up to 2 million 2012 USD per episode, the show is complete with anti-imperialist messages and lots of explosions and ass-kicking. The show also does not pull political punches; Captain Hawaii is often depicted acting around the world against Imperialist plots directed against innocent peoples.

 

The show has inspired a cult following, largely because it is based on the real life Secretary of State Jonah Kanahele, an ex-special forces Captain who has logged over a hundred missions around the Pacific region over the course of 15 years. The show's plot is often geared around current events and designed to inspire peoples currently suffering under the boot of Imperialist or Colonial governments. In many countries it is banned, but older bootlegged copies of the show are often available on the street or on the internet where available.

SOCSOV TO OFFER PARAMILITARY AND IDEOLOGICAL TRAINING TO FOREIGNERS

 

SOCSOV has announced that the three month training regimen once available only to HSK citizens is now available to qualified foreigners seeking to lead SOCSOV movements within their own countries. The training is broken down into three four-week segments: Red Phase, Yellow Phase and Green Phase. During Red Phase, sleep-deprivation, NBC and basic medical care, ideological indoctrination and basic organizational training takes place. During Yellow phase, infantry level training takes place with trainees learning to operate the M-4 rifle, M-240 Squad weapon, STINGER MANPAD, AT-4 ATW and EFP emplacement, along with individual basic unarmed combatives. During Green Phase Trainees focus exclusively on training as part of an infantry squad or guerrilla cell to tackle mission simulations, with natural leaders allowed to come forth regardless of formal rankings (as usually happens in paramilitary and guerilla environments).

 

The best foreign trainees will have the option to attempt KOA special forces training after an extended ideological training period to filter out less committed individuals. Upon completion foreigners will have the option to integrate into Hawaii (pending host availability) or networked leadership of SOCSOV cells and movements around the world.

 

SOCSOV training is based on ancient US Army Basic Training doctrine but is longer, more physically intense, incorporates ideological training and "wall to wall counseling" as part of discipline enforcement.

HAWAII TO ACCEPT ONLY THE MOST FIT IMMIGRANTS

 

Effective immediately, Hawaii will only accept immigrants who, in addition to passing medical quarantine examinations, also pass SOCSOV paramilitary fitness standards which are determined according to age and sex groupings. From the ages of 18-25, for example, all male immigrants must be able to pass a 16:30 2 minute mile, 52 pushups in 120 seconds and 60 situps in 120 seconds. Immigrants who are able to pass are promised dedicated housing, paramilitary and ideological training, dependent upon availability.

 

The intent is to only allow the most fit specimens from outside the islands to augment our genetic pool and contribute towards Hawaii's defensive ability.

HAWAII BEGINS AUTONOMOUS PRODUCTION OF M4 RIFLES AND 5.56mm AMMUNITION

 

Yet another factory has opened on Oahu, this one specializing in M-4 carbine production and 5.56mm round production. The plant, which is owned by SOCSOV, was given expedited funding to complete purchase of factory equipment from the American continent. However, no indigenous production of ACOG or red dot scopes exists, meaning that they may have to be purchased from the market by individual owners.

 

According to Hawaii Law, every Hawaiian Male or Female part of SOCSOV paramilitary units is required to own and maintain a HIPACOM or SOCSOV issued M4 rifle with at least 300 rounds of 5.56 ammunition. Although at last count there are more than 200,000 SOCSOV Party Soldiers, many fell through the cracks during initial issue and had to make due with a nonstandard firearm. With autonomous production of rifles now possible every SOCSOV member should be issued a rifle in a month.

The Core HIPACOM military will assist in the defense of Cultural Island Groups wherever possible and will use the newly established SOCSOV party embassies to maintain a close web of communication and intelligence gathering throughout the Pacific region.
