The protectorate only exists insofar as it is land that will be peacefully incorporated into the Republic over time *after* expansions are allowed; I've merely taken the steps that I thought my nation would in the current context of the global situation. Nobody needs my permission to jump into the RP using some or all of the land in that protectorate while we're letting people get their nations set up and such.
