Private: Although the people of the newly formed Empire of Brazil were treated quite well under the rule of the Tianxian Empire, several elite leaders decided that self rule would be the best coarse of action to better grow and sustain themselves. The Emperor would be a man by the name of Salvatore Gomez. He would lead this new country with the High Imperial Council, the members of which would be announced publicly. The representatives of the Imperial Parliament would be elected by the citizens with the Conservatives holding 290 seats, and the Liberals holding 110. The Empire's forces were minimal to non-existent and so the Emperor issued his first mandate. This command will organize, maintain, and utilize non-nuclear strategic weapons and air defense systems. The area of air defense will utilize the Ground-Based Midcourse Defense (GMD), Terminal High Altitude Area Defense (THAAD), and Medium Extended Air Defense System (MEADS). These different systems will also be integrated into an overall Anti-Air Defense Network, Interceptor Missile System, and Strategic Defense Initiative. GMD is the system for intercepting incoming warheads in space. It is a major component of the missile defense strategy to counter ballistic missiles, including intercontinental ballistic missiles (ICBMs) carrying nuclear, chemical, biological or conventional warheads in a ballistic flight trajectory. The key sub-systems of the GMD system are: Exoatmospheric Kill Vehicle (EKV) Ground-based interceptor (GBI) – For every interceptor missile there are a missile silo and a silo interface vault (SIV), which is an underground electronics room adjacent to the silo. Battle management command, control and communications (BMC3) Ground-based radars (GBR) Upgraded early warning radars (UEWR) (a.k.a. PAVE PAWS) Forward-based X-band radars (FBXB) such as the sea-based X-band platform and the AN/TPY-2 THAAD is an anti-ballistic missile system designed to shoot down short, medium, and intermediate ballistic missiles in their terminal phase using a hit-to-kill approach. The missile carries no warhead but relies on the kinetic energy of the impact to destroy the incoming missile. A kinetic energy hit minimizes the risk of exploding conventional warhead ballistic missiles, and nuclear tipped ballistic missiles won't explode upon a kinetic energy hit, although chemical or biological warheads may disintegrate or explode and pose a risk of contaminating the environment. MEADS is a ground-mobile air and missile defense system. The system provides force protection against a broad array of third-dimension threats. Improved interoperability, mobility, and full 360-degree defense capability against the evolving threat represent are key aspects. MEADS is the first air and missile defense (AMD) system that provides continuous on-the-move protection for maneuver forces. MEADS also provides area defense, homeland defense, and weighted asset protection. The MEADS air and missile defense system is composed of five major equipment items. Multifunction Fire Control Radar (MFCR) – an X-band, solid-state, phased array radar using element-level transmit/receive modules. The active electronically scanned array (AESA) radar provides precision tracking and wideband discrimination and classification capabilities. For extremely rapid deployments, the MEADS MFCR can provide both surveillance and fire control capabilities until a surveillance radar joins the network. The MFCR uses its main beam for uplink and downlink missile communications. An advanced Mode 5 identify friend-or-foe subsystem supports improved threat identification and typing. Surveillance Radar (SR) – the UHF MEADS Surveillance Radar is a 360-degree active electronically steered array radar that provides extended range coverage. It provides threat detection capability against highly maneuverable low-signature threats, including short- and medium-range ballistic missiles, cruise missiles, and other air-breathing threats. Battle Management, Command, Control, Communications, Computers, and Intelligence (BMC4I) Tactical Operations Center (TOC) – the MEADS TOC controls an advanced network-centric open architecture that allows any combination of sensors and launchers to be organized into a single air and missile defense battle element. Through a capability called plug-and-fight plug-and-fight, sensors, shooters, or other battle managers simply act as nodes on the network. From the MEADS battle manager, a commander can add or subtract nodes as the situation dictates without shutting down the system. Launcher and Reloader – the lightweight MEADS launcher is easily transportable, tactically mobile, and capable of rapid reload. It carries up to eight PAC-3 Missile Segment Enhancement (MSE) Missiles and achieves launch readiness in minimum time. A MEADS reloader is similar but lacks launcher electronic systems. Certified Missile Round (PAC-3 Missile Segment Enhancement and canister) – The PAC-3 Missile Segment Enhancement (MSE) missile is the baseline interceptor for MEADS. The interceptor increases the system's range and lethality over the baseline PAC-3 missile, which was selected as the primary missile for MEADS when the design and development program began in 2004. The MSE missile increases the engagement envelope and defended area by using more responsive control surfaces and a more powerful rocket motor. These systems will utilize ground, sea, air, and space assets to target and eliminate threats. The strategic weapons the command will use only when authorized by the Emperor himself will utilize conventional and electromagnetic pulse warheads. TIt is designed for a long endurance, high-altitude unmanned aerial vehicle. The Vulture will be able to stay in the air for 5 years, turning in lazy circles, above any area that needs constant observation. Its day and night cameras will send information back to ground bases. The drone will also be made of semi-flexible materials that will bend with the air instead of moving with it. It shall also utilize certain means in defeating explicitly hostile states, terrorism and its sponsors, and nuclear proliferation. Active Aerospace Defense Doctrine: The Empire's airspace is to always be patrolled by armed air superiority fighters and AWAC aircraft at all times. Each air base is to be able to deploy interceptors within 5 minutes of an enemy intrusion into sovereign Brazilian airspace. In addition ISTAR aircraft are to actively patrol all Brazilian land borders conducting regular intelligence activities. Marine patrol UAVs are to actively patrol the Brazilian coast up to 100 miles offshore. American Accords of Stability: The Empire, being the protector of the Americas, may take whatever actions it deems necessary to defend the peace and security of North, Central, and South America; as well as the Atlantic theater. Naval Power Projection and Waterway Security Doctrine: One Carrier Strike Group from each Imperial Fleet is to be able to deploy within 24 hours of an issued order. One Carrier Strike Group is to always be prepositioned in the Atlantic Ocean on a 6 month deployment. Half the Imperial Submarine Fleet is to be deployed off the Brazilian coast conducting defensive military actions and drills on a one year rotational basis. An Expeditionary Strike Group from the Imperial Amphibious Assault Fleet is to be able to be deployed anywhere across the globe within 48 hours. Littoral Combat Ships of the Alpha and Bravo classes are to actively patrol Brazilian coastal waters. This mandate will give the Empire's political and military capabilities the legal right to intervene on behalf of a nation who has come under unwarranted attack. Such actions by the aggressive party could severely hinder the economic and domestic development of the country and disrupt global stability as well. This is not an automatic declaration of war, but rather a means of carrying the necessary action to protect publicly stated neutral or otherwise peaceful nation from being attacked for its resources, land, or other alternative motive deemed a violation of international law. The Executive will still be led by the High Imperial Council, but will instead consist of Magistrates, led by Chief Magistrate Carmela Vasques The imperial Parliament will be divided into two houses, the Senate and Chamber of Representatives. The Senate will have 200 members, and the Chamber will have 500 members. An increase in military spending will also take place. Further details to come. mona lisa Posted May 18, 2014 Author Report Share Posted May 18, 2014 (edited) PRIVATE: With the signing and ratification of the Optional Defense and Military Cooperation Pact between the Empire of Brazil and Commonwealth of Mexico, the Imperial Navy led by Admiral of the Fleet Carlos Borja, has begun deploying navy personnel and engineers to renovate an already existing decommissioned naval base in Tamico. The new naval base will be the home port for the Imperial Second Fleet. The renovations and necessary support equipment should be completed with one and a half years. The Air Force will also announced the Mexican handover of Air Base La Paz in Baja California. The Air Force will station 48 BF-22 and 60 BF-45R aircraft. All the preplanned military units preparing for permanent deployment should be operational at heir designated installation in two years time. In response to such actions the AFAS has been raised to Condition BRAVO, placing all military branches, military assets, satellites, cyber defense networks, and strategic weapons (conventional warheads) on high alert. The Imperial Army will mobilize all active infantry and armored divisions to conduct live-fire exercises in the central and southern parts of Brazil. The Imperial Air Force has ordered a combination of armed BF-45R, BF-22, B-10, B-20, B-30, and AC-130 aircraft to conduct long/medium/short range reconnaissance and patrol the airspace. AWAC and counter-electronic/cyber warfare aircraft would also be flown.The Empire's airspace has been closed to all civilian and unauthorized aircraft. UAV and UCAV drones are to patrol the land and sea borders of the Empire. The Imperial Navy is to deploy the First and Second Fleets to the South Atlantic Ocean conducting ICBM and AA drills. All sea traffic to the Empire has been rerouted so as to not interfere with the exercises. The Third and Fourth Fleets would be prepared and on "deploy able" status. One Submarine Action Group will actively patrol the northern sea border of the Empire and another will patrol Brazil's coastline with the South Atlantic. The Imperial First Amphibious Assault Fleet is to conduct land assault and CAS exercises off the coast of Guyana. Ten Marine Divisions will also participate in counter insurgency and direct military action exercises in Suriname and French Guiana. Members from all branches of the Imperial JSOC will be added to each exercise in relation to its specific goal and tactical objectives. The bases in Mexico would be placed on high alert, however units attached to them would not participate in the exercises. All regional governments would be notified of these exercises, however sensitive information would obviously be withheld.
