I guess this could be useful, but I suspect the day we see a war that comes along and it is used... its going to be an interesting day.

A great power isn't going to want to send its worst troops out anyways.  The sol way I could see this being abused by a great power is say Shammy attacked me, and then use my larger NS to draft forces in an aggressive war.  To that end maybe add a 'A power may not activate the multiplier through their own DoW.'   But even a great power containment war I think isn't necessarily a bad thing.  Eva or Vektor with pretty high infamy ratings outside of the traditional power blocs, being able to fight a long war isn't necessarily a bad thing for the game.

I think, an aggressive war should be able to become a total war effort, even if not with the DoW. Would mirror the German side of the Great Patriotic War, after the Blitzkrieg failed and the tide turned.

I just don't see what "problem" this new rule would solve, and I'm not a fan of writing rules for the sake of writing rules.

Well, I'm not fundamentally opposed to adding rules, though I agree that it's not adressing much of a problem. But neither do aircraft multipliers really. In the end, I am mostly neutral, though I think it is not really true if people make this out to be just something to benefit large nations, because most likely it wouldn't be.
