African diplomacy

The government of New Gabon in the interests of improving the nation's diplomatic relations and in light of recent events had decided to contact the Dominion of Draka to open diplomatic contact. They dispatched a diplomat to the South African nation sending Robert Kumpai as the New Gabon diplomat to the Draka capital of Praetoria in the hopes of starting a new and bountiful friendship.

Upon arriving in the Drakan capital, Robert Kumpai would be escorted to the Archon's residence for a personal audience. "Evening." Rensburg leaned forward to shake his hand. "Before we start, I would like to officially apologize for the issues regarding your citizens. Please have a seat." Rensburg motioned for his assistant to pour his guess a beverage of his choice. "How was your voyage? I hope it was good."

Kumpai would find the Drakan capital an amazing and great place to see and enjoyed just spending the short journey to the Archon's residence admiring the view. Arriving at the residence and being taken to the Archon Robert would shake the man's hand in greeting. "Good evening" he replied as he took his seat. "Please sir you have nothing to apologise for in regards to our citizens. They are in The Cape by choice and you agreed to a ceasefire to allow us to get them out even when it put your own plans at risk. if anything I owe you my thanks for doing such". He then ordered a simple glass sherry if sherry was stocked otherwise simple water would do. 

 

"The voyage was nice and calm which I was most thankful for. In this day and age moments are calm are to be cherished I believe. I would like to thank you for giving me this opportunity to talk with you sir. I hope that from this meeting we can work towards bringing our two nations closer together as allies if not friends".

Rensburg signaled to the server to pour his guest a class of sherry. "I value the lives of the innocent. It would have been in pour taste to allow anything to happen to your citizens. In the same situation, I hope you would have done the same for my people." Nodding, Rensburg sipped from his glass of water. "In regards to relations between our countries, I do believe it'd be beneficial to us both, both economically and defensively. For example, we'd invest in your nation's economy, and we could supply you with all types of modern weapons."

Kumpai took his own drink and raised it towards the Archon. "Most certainly we would sir. I can assure you of that" he replied drinking from his own glass. "Gabon would profit greatly from such an agreement though I fail to see exactly what we could provide the Dominion in return?" Robert asked his thoughts both of what he could gain for his country and what those gains may cost it.

Rensburg chuckled, "You don't owe us a thing. There is no price on our friendship. I just ask that you treat us with the same respect and dignity that we are extending to your nation." After speaking, Rensburg's assistant handed him a dossier, which contained a rough draft of the planned treaty.  He then handed a copy to his foreign counterpart.

 

"Here is a rough draft of the planned agreement between both of our nations."

 

These articles will form the basis of all formal ties between the signatories, and bind them together as allied nations;

 

Article I: Mutual Defense - The signatories agree to the spirit of mutual, non-optional defense, in that if one is attacked, it would be considered an attack on the other if assistance is requested. Both nations may decline assistance or involvement from the other, but sharing pertinent important information or noncombatant assistance in the event that assistance is declined is highly encouraged.

 

Article II: Strategic Communication - The signatories agree to the spirit of strategic communication, to make the other aware of information that could be important to one anothers' sovereignty, and/or to prevent confusion about national interests and goals. Both nations are expected to maintain operational security over sensitive information. Both nations also ascribe to negotiate through cordial, respectable delegation panels or their ambassadors if in the unlikely event that the nations should have a dispute.

 

Article III: Embassy Establishment - The signatories agree to the establishment of embassies within each others national capitals, and allow for consulates to be constructed in major cities by request of the host nation. Both signatories promise to subscribe that these embassies are to be protected by the Vienna Convention on Diplomatic Relations in 1961.

 

Article IV: Economic Cooperation - The signatories agree to establish a strong relationship economically, lowering tariffs and export/import restrictions on one another's goods and services, except for certain technology deemed sensitive by their governments. Goods and services provided by one's nation, particularly sensitive military gear, if acquired, is not to be sold without express permission of the original purveyor.

 

Article V: Cancellation/Alteration - If, for whatever reason, this treaty is to be canceled, the terms of this contract shall be in effect for three months (OOC: One Week), following the cancellation. Alteration of terms must be made by legal representatives of both nations.

 

 

"In addition, if you agree, we'd be willing to provide advanced weapons and the military advisers to train your personnel. With our help, your military will be able to expand from a defense force, to a force capable of power projection. We see your nation as a valuable ally, and we intend to treat you as such."

Robert would take the agreement and carefully read over its contents before making any signature that was required of him. "This seems to be more than acceptable and I know Gabon will gladly sign and follow this agreement. As to your second point we will also gladly take you up on such an offer. We see the Dominion of Draka as a valuable ally as well and we hope that with your help we can reach a stage where we both compliment each other rather than us in Gabon being behind in strength."

 

"Tell me in light of our new and prosperous relations is there anything Gabon could do for you now?"

Rensburg smiled and signed the document.

He handed the document to his assistant, who would place it in a dossier for safe keeping. He turned and look towards his counterpart, "My request?" he rubbed his chin. "I ask that you remain a loyal ally and for us to work towards a prosperous future together."
