* germaine picks up the phone after the caller is questioned about the nature of the call and routed to the proper office.
<germaine> "Hello, I am Germaine, Minister of Procurement and Special Projects, how might I help you?"
<StevenBlake> Hello, this is Steven Blake, the Premier of the Republic of Kanadario. I am calling in regards to your recent activity in the Free State Of Caledonia. It has come to my attention that you have been contracted to train his military. I would be interested in setting up a contract with your nation as well to train the Military and Police forces of my nation.
<germaine> "This can be arranged. If my notes are correct, the infrastructure that was developed to train the recruits from the Free States are still in place. We are looking to phase them out but we can certainly consider keeping them open so long as we can justify funding them. How large of force are you interested in having trained?"
<StevenBlake> I was hoping to train a small task force of Police in civil duties of the state, and a larger task force of men to be trained as fighting men of the military. I am more looking for a training regiment that they can be taught to reteach others of our fledgling nation. From what I understand of military matters, our two nations are far different, so logistics of defense and combat training would ultimately be different for large military actions.
<StevenBlake> This would mean that we would have to forge our own military doctrines for national defense, but we would like individual training provided by your nation.
<germaine> "Yes, hmmmmm... let me think here... yes.... well.. maybe... hmmm... right. What I propose is for us to send a Special Forces team to your nation. The team I had in mind played a major role in training the Gabon National Police not so long ago. For the rest, we can begin training officers, specialists, and noncoms here in Legion. Once we have a core of these put together, we can glean those suited to serve in a training regiment.
<StevenBlake> So, from what I am to gather is that Soldiers would be sent to your nation to recieve training, and you would be sending a task force to my country to aid in the training and development of my nations Police force, is that correct?
<germaine> "Yes. When it comes time to begin training low ranking recruits to flesh out the framework of your military, we can attach our Special Forces Group to your training regiment with the purpose of them providing Basic Training to recruits. This ought to increase the volume of troops that your training regiment can handle until enough recruits have been produce to satisfy the demand."
<StevenBlake> Hmm, yes, I think I like that agreement. I find it most satisfactory, it would be a good way to develop our nations defense and security. We aren't a nation looking for war, but this would provide us with the means to defend ourselves should someone attempt to infringe on our rights.
<germaine> I can understand that sentiment. With Legion you get a purely commercial transaction, training in exchange for currency. Other nations might try to pry concessions from you or demand a treaty that is not in your best interest. With this agreement you get skills without the strings attached to them. I will send you our rate sheet for the services we discussed. There will need to be a deposit before I can authorize this project to move ahead. I will fax you all the papers and once the deposit is made, I will put the 1st Special Forces on orders to prepare to move to North America.

<StevenBlake> Alright, I will be sure to read over all of these forms, and get them back to you as soon as I finish filling out all the proper paper work you have sent me. If I have any issues regarding any of the terms in this paper work, I will be sure to get back in touch with you before faxing these back to you.
<germaine> My assistant knows to transfer you directly through. Call whenever you have a question.

Steven Blake, scanned over the paperwork, making sure to read it a couple of times before signing his name to any of the papers. He was after all spending the nations money, and he wanted to make sure that the money was going to be used for a good investment. After a few hours, he finally finished going over it all making sure everything was in place before faxing the signed paperwork back over to Germaine from Legion.

1st Special Forces Group- Classified

The 1st Special Forces Group, all sixty grumpy members of it, find themselves being hand delivered orders to prepare to depart for North America. They bid their wives, girlfriends, parents, and children goodbye and then report in for duty. The very next day they find themselves on a 787 bound for The Free State of Caledonia. Once in the Free State, they will cross over the border into Kanadario and make their way to a preselected training site.

A C-5B is being loaded with equipment. The items being shipped are all the tools, materials, and extra manpower needed to satisfy Police training segement of the contract. With the C-5B, a small detachment of Legionnaires who serve in Legion's National Police will be tagging along for the ride. This detachment has several high level instructors from the National Police Academy as well. Further, the heavy crates would reveal nearly the entire contents of local Police Supply Store upon inspection.

At Camp Deltrane, the last of the Free States recruits will soon be leaving, only to be replaced by the arrival of men from Kanadario. The switch over is not expected to be much of an ordeal given the similarites between the two groups of recruits.

Minister of Infrastructure

 

The newly appointed Minister of Infrastructure, Raymond Dutch had a lot of work ahead of him. While most of the roads and Railways were in working order, they were badly in need of modern day updates, as well as minor repairs. He set forth a plan of building an extra set of two new tracks to run alongside the existing tracks that currently existed. This would require purchasing private land from some individuals. This would create numerous new jobs. Since this was a state sponsored effort, that were currently living on unemployment subsidies, part of the plan would outline them to take these jobs up. It would provide a higher pay than they were earning on their unemployment subsidies, and it would provide the government with the labor force required. Only those that could work would be pulled into the labor pool. The plans laid out by Raymond Dutch would also call for the major updating of the existing rails, after the new rails were set up and put into place to take over the routing of the trains so the older tracks could torn down and rebuilt.

 

He also laid out a plan to be put into effect while the train project was underway. He would begin to fix the current problems with the major road ways, this would be a minor task in comparison, but it would be much needed to allow the free passage of Automobiles along its road system. The future called for an expansion and complete rebuild of the road system, however the current Rail System that was being implemented meant that the funding towards infrastructure was mostly being used.

The 1st Special Forces Group and the National Police Detachment have arrived at their training site in Kanadario. They are now putting the finishing touches on their classrooms, training courses, and are busy interviewing recruits. Once the first class of recruits has been given their physical, interviewed by a mental health professional to determine if the recruit is suited for police work, and given their immunizations, the class will begin training.

In Legion, the first group of Kanadario trainees is busy undergoing a three week period to adjust to Legion's harsh desert climate. During this time the men will improve their physical fitness and work on basic military skills. Careful observations will be made to glean out the men who show an aptitude for teaching and mentoring. Their files will be flagged, they will be watched, and later on they will be sent to the Legion Drill Instructor Course, which is considered far more challenging mentally than Special Forces training.

Inside of Kanadario, a small recruiting station is set up to begin signing up enlisted men. Once they have been approved for service they will be formed into regional groups of 100. Each group will be given a rather crusty and irritable Legionnaire Noncommisioned Officer who will begin teaching the recruits the basics of close order drill. Once there Kanadario Basic Training course is ready to start training, they will have a large body of men who have been carefully selected, tested, measured, and been given the rudiments of military life. It is expected that this measure will shave off two weeks of training for the first three Basic Training cycles.

These three weeks can be then used for advanced skills to really put the finishing touches on the first three classes of Kanadario's local Basic Training program.

Private

Training of the Kanadario recruits is well underway. It would be a few months before enough of them have passed through induction training to begin more specialized courses. Until then the Legion Training Detachment in Kanadario would carefully shape and mold the National Police into the mold the government of Kanadario wishes. The detached training teams of 100 men prove to be a popular effort as well.

The numbers set for the first wave of enlisted rankers to be pushed through the 100 man training detachments was set at 3000. It rapidly surpassed that number and proved to be an excellent source of National Police and recruits for advanced training in Legion. Once the advanced training for officers, noncoms, specialists,and trainers is completed, the cadre of the Kanadario units will be matched with enlisted men(once they have finished basic training).

With the resources allocated, and the labor force mobilized, Raymond Dutch stood where the first new rail would be laid as a television crew taped the entire ceremony. After a small speech he drove the first nail into the railway with a sledgehammer and there was a resounding ring of applause from the crowd that was gathered. He smiled and shook the workers hands each as they went past him to begin the construction of the updated railway system that he had spent weeks working on.

Minister of Foreign Affairs

 

Rachael Stein had received the request for troop deployment and setting up staging rights within Kanadario. After discussing it with some time with the other Ministers and the Premier, she sent a reply back authorizing the access of the Commonwealths military forces to deploy into Kanadario's territory.

Office of the Premier

 

With the recent events escalating further in North America, Steven Blake forwarded a message to the Commonwealth asking for them to send military advisors to his nation to setup a temporary military command structure with Commonwealth Advisors acting as the Command Staff, as well as to provide military equipment on loan to his fledgling nation. He also requested that the Commonwealth provide additional training to his nations Green Recruits. He included forwarded messages that his nation had received from his neighbor to the East, with the clear threats highlighted.

Minister of Defense

 

Richard Kline, who had been serving as the Minister of Defense for some time looked over the paperwork of the current military standings. A mix of Officers and Non Commissioned Officers had finished training in Legion numbering around 10,000. Since they had been back for some time, they had begun training troops with the skills they had learned abroad. The current amount going through basic training inside of Kanadario was around 80,000 all of whom had received basic drill and rifle training.

 

Over the past few days with the heightened military presence of her neighbors, a call to arms was raised within the nation. A recruiting campaign had been issued, with a flock of patriots responding to the call of their nation. The processing stations were filled with over 120,000 individuals, as they were vaccinated and in processed into the Kanadario military, before sending them off to waiting camps, where they would do basic fitness exercising while waiting on proper individuals to provide them with further military training.

 

He noted in his binder that Kanadario had 90,000 between the properly trained soldiers by Legion, and the soldiers that had received basic training that were combat ready, and another 120,000 that could be forced into action if the need were desperate. That provided them with a total of 210,000 personnel to defend the nation.

 

The only advantage he could note down, was that a lot of individual families in Kanadario owned their own weapons as hunting was a very popular past time, as well as sport shooting, so most people would have held a weapon in the past, and would know how to shoot it in a functional manner.

With the situation as it was, the American Commonwealth would make the training and equipping of the Republic of Kanadario's defense forces a top priority.  5,000 military instructors and army special forces operators would be pooled together and be dispatched to begin forming up training programs along with another 3,000 instructors hired from Hershey Security Solutions.  On top of this some 20,000 troops would be selected from the most promising recruits and were provided transport to training facilities in the Commonwealth as part of an accelerated program to form the nucleus of future units. 

 

In addition to training the Commonwealth would provide a loan for military equipment with the stipulation that all materials would be returned after some time unless they wanted to purchase them.  The DoD would dispatch weapons and systems able to maintain commonality with Commonwealth forces.  This included C7 assault rifles re-chambered for 6.8mm rounds, SAWs, ATGMs, rocket launchers, mortars, artillery, etc.  Vehicles provided were older but would be good enough.  Humvees, M1A2 Abrams MBTs, M113 APCs, Stryker ICVs and numerous support vehicles.  Air power would not be neglected either, with Kanadario pilots being trained at Commonwealth facilities with helicopters and fighter aircraft, although this would take even longer than the vehicles to develop proficiency.

With the civil war so recently completed, the attention to Kanadario is returned with full force. Given the situation has changed drastically, it is decided the best thing to do is to provide Kanadario with a full refund.

From: Legion

As our nation fell into wrack and ruin from the depredations of a terrible civil war, it proved impossible to satisfy the terms of the contract negotiated between our two nations. With this in mind we offer two things.

1) A full refund of all monies paid to Legion.
2) The services of the 1st Legion and several attached units during this time of crisis with your neighbors.

The 1st Legion will serve under the command of your government for as long as you so desire its presence.

Minister of Defense

 

With the war having stalled at the moment for supposed peace talks, Richard Kline allowed the processing of another 243,000 men into the military, they would be put into existing combat units, and new units would be created from the veterans from less damaged units in combat to allow troops that had seen combat to lead newer soldiers. The new soldiers would do basic drills in get rifle training and basic squad training before being moved to the front line. These soldiers would also be equipped by equipment loaned to Kanadario by the Commonwealth. Uniforms would be provided by Kanadario, as they did have a standardized uniform for its military units. With the new recruits the total soldier count was raised to 438,000 soldiers. While half of the military was now new recruits, mixing them into units with combat veterans would allow for these green soldiers to be less inclined to panic in combat situations, and would provide them with real experienced people to teach them how to form and function in the military, as well as how to act in combat situations.
