Dual sim devices, using mobile networks and home networks at the exact same time as 2 easy examples. I guess that could be tracked through the Mac address of the device (also a way to catch current proxy multis) but that would be a nightmare of clerical work. It is: A player may have only a single nation in Standard Edition and a single nation in Tournament Edition. Only one nation per player, and only one player per IP address is permitted.
