Hellas seems to get it too, looking at the war screens. We have plenty of defensive slots left, you're welcome to grab a few up, or you could just complain more. Up to you. Actually, looking at your nation, even if you did have a slot free and weren't in anarchy you still wouldn't even be in the NS range of our least powerful member. I retract that last part, that was King James. The first part still stands though, and I'd be amazed if we had any defensive slots left by the time you rebuilt anything.
