Mexican National Army

 

The all Female Ensenada Division upgraded from an Infantry Division to a Mechanised Division. This comes after it had been decorated for its service in the early days of the MLA Conflict. It had spent the rest of the conflict being refitted and it's soldiers retrained for its upgrade.

 

1st Army is reorganised into comprising just Seven Light Armoured Brigades, as it was now the latter stages of the conflict.

 

 

Mexican Air Force

 

All Bomber Squadrons in Operations are withdrawn from the MLA conflict as they are deemed no longer necessary in the Air Operations being conducted. A MQ-1 Predator Unmanned Aerial Vehicle Squadron was to be deployed to conduct strikes to eliminate key MLA Commanders to help speed up the MLA Collapse.

Plans are laid to re-expand the Mexican National Army to boost security due to world events and also due to future plans to focus on defensive measures as part of a wider Military Bill which would soon pass through the Mexican Senate

Nine Mechanised Divisions would be Increased to Twenty
Thirty Infantry Divisions would be Increased to Fourty
Ensenada Division (All Female Mechanised Division) would be retained at current strength.
Two Air Assault Brigades would be retained at current strength 
Fifteen Light Armoured Brigades disbanded
 
This would increase the total strength of the Mexican National Army from Four Hundred and Seventy Six Thousand Soldiers to Eight Hundred and Sixty Thousand Soldiers.
 
Military Budget was to increase Six Fold to Six Billion Mexican Pesos to fund this, plus other projects.
 
Mexican Special Forces Corp would lose Two of its Four Amphibious Special Forces Groups.
 
 
Mexican Air Force
 
F-14E Super Tomcat Multi Role Fighter Squadrons will be increased from Twelve to Thirty
F-16E Falcon Multi Role Fighter Squadrons will be increased from Ten to Twenty
F-20 Tigershark Multi Role Fighter Squadrons will be decreased from Eight to Five
F/A-18D Hornet Multi Role Fighter Squadrons will be increased from Five to Fifteen
 
 
Plans to cut B-2A Spirit Strategic Stealth Bomber Squadron and replace it with a further B-1B Lancer Strategic Bomber Squadron is tabled as it is deemed that they are too expensive to keep in use and not viable.
 
Baja Defence Systems is tasked to build the A-29A Super Tucano Light Attack Aircraft to fill Two Squadrons.
 
 
Mexican Navy
 
Naval Infantry Force is kept at current strength although the idea of it being disbanded or reduced was still being debated.

Mark 77 750 Pound Napalm Bomb enters service for use in the MLA Conflict to deal with defensive positions in non civilian areas.
 
Plans to replace all AH-1W SuperCobra Attack Helicopters with the AH-1Z Viper Attack Helicopter are finalised. Production would begin immediately with units replaced in a Squadron by Squadron basis. Units engaged in the MLA conflict would be priority.

United Mexican States now confirmed to be in an Economic Boom, with Major Companies recording record profits due to increased spending by the average consumer in Mexico.

 

According to a recent report the average income in a typical urbanized area of Mexico was $21,236, while the average income in rural areas just miles away was only $6,343.

The sudden collapse of mexico was a surprise to the Commonwealth government but this was something that they were used to by now.  Commonwealth troops would proceed south while airborne and airmobile units would move deeper in and secure military facilities as well as essential utilities and population centers.

With forces from both the AC and Tikal moving into Mexico, the Principality contacted the Commonwealth with a request for a diplomatic meeting in order to prevent hostilities from breaking out, but also to curb the power of both Mafia and the Socialists, who according to Tikal had managed to topple the Mexican government.

Steven Moody would be dispatched to the capital of Tikal to discuss the situation in Mexico as well as to establish an embassy afterwards to better facilitate future diplomatic relations.

 
After his arrival in Tikal via airplane, Moody would be ushered into a VTOL, which in turn would fly him from the airport through the bustling metropolis that was Guatemala City. Soon enough, though, a structure towering above all other with three spires came into view, situated near an artificial river that connected to the Pacific Ocean.

The craft ascended towards the bottom of the central spire's upper third, landing on a helipad there. Once securely landed, he would be helped out by the mostly silent but constantly smiling guide who had helped him into the craft earlier. From here onwards, a Palace Guard led him first into a high-speed elevator upwards into the spire, then into a needlessly tall corridor, built to look impressive or even intimidating - at this height in the building, it was certainly a feat of great engineering.

Despite its size, the corridor was well-lit, with no dark corners or anything of the sort. Along pillars and in alcoves, several more Palace Guard stood vigilantly. Going through the next door, the aesthetics shifted rapidly from the extravagant to a large room with what most likely was a massive monitor showing a live stream delivered by satellite. There was no other way for what looked like a window to outer space to be possible this close to the surface.

The guard besides Moody slammed the bottom of her staff on the ground. Unwieldy things, though they weren't exactly expected to be used to serious combat. Regardless, upon the sound filling the room, most of the visible figures briefly turned towards the entrance, then scurried away through side-doors, getting to their work in a less impressive environment. Only one of the figures continued to stand in front of the large screen, turning around only now.
 
"Welcome to the Principality, Mister Moody. I am the Prince of Tikal, Chak Tok Ich'aak. I hope your journey was enjoyable." The Prince smiled at the ambassador, then walked to a table that was suddenly rising up from the floor, one chair on each end. "Please, have a seat."
 
The Prince would only sit once Moody had done so. The table itself sprung to life once both men were seated, displaying the borders of Mexico and the bordering states, as well as a thin, snaking line through the former state.

"To skip straight to the matter at hand, the United States of Mexico fell into anarchy. Their government was toppled by what we believe is an alliance between the radical socialist rebels in the northwest, centred in the states of Baja California and Sonora, and several influential Mafia families, largely basing themselves out of Zacatecas, Sinaloa and Jalisco. The line you see on this map here is roughly where Tikal's expeditionary forces met with their American counterparts.

"My question to you, Ambassador, is as follows: How does the Commonwealth plan to pacify the radical socialists with the considerable tensions that are currently occupying a majority of your nation's attention in Faraway? Because I think that, if your country were to assume the status of protector over the entire former UMS, your troops would be stretched too thin to have much if any effect. I believe that splitting the protectorate into an American and a Principal zone would be far less taxing for your country, permitting more resources to be afforded for the Faraway situation. What do you say about this?"

Ambassador Moody was amazed by the sights of the city, sprawling  and full of light.  It reminded him of home in New York City.  Following his escort, he would introduce himself when he met the prince.  "Yes Prince Ich'aak, it was a good flight, and I must say the view of the city as we came in was very admirable.  Well.  Getting down to business.  My country has been at this a long time.  Ensuring the security and stability of North American nations is a responsibility something we've come to expect every now and then and is generally not an issue.  Despite our troubles in the Northwest our military is not overly pressed for resources and we have more than enough to provide security and administration of the Mexican areas.  That being said we do recognize that Tikal has a vested interest in the area.  I'd suggest we hold referendums in the individual provinces to allow the local population to determine what they'd like to do and go from there considering that's how we've always done it, as I'm sure your own nation remembers".

"You say now that you have things well in hand, but what if war breaks out between the Commonwealth and Faraway? What if every able man and woman is needed at the front? I am merely voicing my concern about the current crisis potentially interfering in the Commonwealth's ability to properly subdue hostile elements in Mexico.

Now, concerning referendums, that is an option, yes. Perhaps neutral observers could oversee things? I believe Stormlands would be an excellent choice. They are allied to neither your nor our state."

"Every contingency has been considered and rest assured, we are able to fulfill our needs and commitments even if the conflict escalates, not to mention the fact that we've had much experience in these affairs in which we find that military forces are not the only components required for success.  Our experience has resulted in an core of excellent civil law enforcement and administrative personnel able to effectively restore and maintain order in areas beset by anarchy.  I am happy that you are willing to agree with referendums and we believe that the Stormlands would make an excellent third party to observe them if desired".

Now, once you depart, I plan to send a missive to Stormlands requesting volunteers so they may oversee the referendum. Would that be alright?"

"I would think that such groups are allowed to roam free because of a lack of governance.  In any case we still have much experience in combating such groups as well, rest assured" Moody said with a smile.  "By all means, send word to the Stormlands requesting their participation.  I will admit I am here for one other reason though.  Our nations do not currently operate embassies in each other's nations, which is an important step for the facilitation of diplomatic relations.  I have been instructed to request the establishment of an American Commonwealth embassy to Tikal and to serve as ambassador if you agree to such a proposition.  We also extend an invitation to Tikal to establish an embassy in the Commonwealth as well".

The Prince typed something into the computer on his arm, waiting a few moments before the response prompted him to smile and look at the Ambassador. "Your offer is very much appreciated, Mr. Moody, but I fear at this point in time Tikal's MO is that only direct allies are granted embassies or to receive an ambassador. If this changes in the future, we'll of course contact you. But for the time being, I believe we are done." He stood up from his chair.

 

"I wish you a good journey home, Ambassador. Please give your President my regards."

Once Moody was on his way back to the AC, Stormlands would be contacted and informed that Tikal and the Commonwealth had decided upon them as neutral observer for the referendum, requesting the South American nation to send volunteers. All necessary information was provided.

Upon receipt of the message from Tikal, the Stormlands would send both the Commonwealth and Tikal a formal letter of acceptance for the tasks that they had been honorably nominated for.

 

With information in hand, the Administrations for Progressive National Development and Exterior would form a task force of officials and workers from both administrations to be dispatched to the fallen Mexican State. These would include election specialists and individuals with experience in dealing with election fraud and vote processing and screening. Chartering a number of aircraft, a total of close to seven hundred task force members would be briefed and sent north to oversee referendum stations in Mexico at the behest of the two governments.

Working over the course of a full week to get the referendum organized in Northern Mexico, the task force assembled from the Administrations of the Exterior and Progressive National Development labored furiously to organize polling stations. They also organized security for balloting stations and for ballot-carrying convoys. Developing a strong working relationship with local police and constabulary forces, by the time referendum day had come around, the task force had gotten all bases covered to ensure a smooth voting day was to ensue. The balloting would stretch into the night, with the last votes going out at eight at night local time, before the ballots would be taken to a vote counting station.

 

When all was said and done, Tikal would receive a large number of ballots in several of the southern states of the disputed region, with a majority of votes favoring absorption into Tikal. These states would be; Colima, Jalisco, Guanajuato, San Luis Potosi, Aguascalientes, Zacatecas, and Nayarit.

 

Surprisingly, several of the northern states would vote for independence from both states, requesting to form a new autonomous region, these states being; Baja California, Baja Cali. Sur, Sonora, Sinaloa, Chihuahua, Durango, Coahuila, Nuevo Leon, and Tamaulipas.

"The Principality acknowledges these results as legitimate, and thanks the Stormlands for their excellent work. Our forces will be withdrawing to the new borders. We wish the best of luck to the states who wish for independence, both in organising swiftly and striking the agitators down who destroyed the previous government."
