To the American Commonwealth.  The Emperor has noticed your great success and wishes to invite you to the Imperial Palace in Qingyuan to discuss cementing friendship between the Imperial Domains and the American Commonwealth in the form of a more permanent alliance.

The secretary of state would be treated to a lavish ceremony upon his arrival at the Imperial Palace by the Prime Minister.  Par for the course of dignitaries arriving in China a great banquet would be thrown, highlighting the different cuisines of the Empire and the Commonwealth, absent those reserved exclusively for Asian taste.  Sashimi, korean barbecque, firey kabobs, curries, as well as Peking Duck, and other Chinese specialties all would come in an endless line of food, going from mild to firey spicy.  With each one, the participants in the meal would be toasted to friendship with maotai baijiu, the Prime Minister Kim taking the lead requiring all to down each full cup as is tradition.  

 

Finally by the end of the dinner he was brought to the private studies of the Prime Minister, "So Mr. Secretary, I believe we have great matters to discuss" Kim said, "Speaking with the Emperor we feel it is time our two nations form a stronger bond of alliance."

Secretary of State McNutt appreciated the lavish ceremony and feast provided in honor of his visit, Galbi being a personal favorite dish of his, although he'd pass on the alcohol, he was there to work after all.  After the revelry was over he followed the Prime Minister to his private study to discuss the matters at hand.  "Yes Prime Minister Kim" he responded.  "The American Commonwealth has always been open to the idea of friendship and cooperation with other nations.  We have also come to the point where the establishment of a strategic partnerships with other nations is also desirable.  That we could have such an arrangement with the nation of Tianxia even more so".

"I am glad we see eye to eye.  What we would propose going forward is a long range strategic partnership between our two nations that included both mutual defense and the option to have legitimacy in undertaking more expeditionary oriented action.  In today's dynamic threat environment I believe that flexibility is one of the best policies one can maintain." Prime Minister Kim said.

"Excellent.  Our view of text would be something along the lines of this:

 

I. Non-Aggression and Intelligence Cooperation

A. Signatories to this agreement agree not to enter into military action against one another.

B. Should a dispute arise between the nations in this agreement then these disputes will be resolved peacefully through direct contact at the ministerial level.

C. All parties will agree to cooperate on matters of espionage and not engage in espionage against any other signatory.  The parties shall agree to assist each other on signals intelligence matters.

D. If information is obtained by one signatory that is damaging to the security of any other signatory they are obligated to share this information.

 

 

II.  Military Cooperation

 

A. Signatories agree to defend one another in the event that one comes under attack. This includes financial, political, and military assistance to the best of the signatories’ abilities.

B. Should signatories choose to engage in offensive warfare invoking this treaty there is a strong presumption of agreement, though it remains voluntary, requests should be put in at the head of government and high ministerial levels for assistance, both parties keeping these requests confidential regardless of a positive or negative response.

C. These designated representatives are required to maintain operational security once informed of the planned military action whether they agree to participate or not.

D.  The Parties agree to reduce barriers for exporting military technologies necessary to the defense of the other while recognizing certain key systems require a necessary extra layer of protection for national security.

 

III.  Amendments 

 

A.  Parties may amend this treaty by unanimous consent.

B.  A party may withdraw from the treaty if a breach of the treaty can be shown or alternatively after a period of one year (one month).
