lkfht Posted December 1, 2013 Report Share Posted December 1, 2013 The Paraguayan government is willing to now start closed door negotiations with Tianxia and Dai-Tōhoku. We cannot speak for Republica however they are obviously invited in these discussions. We ask Tianxia and Dai-Tōhoku to please (again) state what they want from South America, and Paraguay and Republica may do the same. Once all parties see clearly what each side wants then hopefully we may start to negotiate. This will hopefully keep things more organized and clear for all involved. We also ask that military force not be used to threaten anyone during these discussions. Further as made crystal clear (and explained OOC on IRC) we will treat Republica and Paraguayan negotiations as separate as they have made explicitly separate and not joint claims. Tianxia finds this insulting that Paraguay continues to ignore it. Tianxia therefore finds itself after repeating itself on these issues time after time with the same thing, that it appears Paraguay has zero intention to negotiate. Unless Paraguay immediately comes to the table without conditions recognizing the legitimacy of Tianxia and Dai Tohoku's purpose and the clear articulation, that Tianxia and Dai Tohoku will be in the right, having sought and not gotten a pacific outcome, to materially create the conditions for an acceptable political outcome through all elements of national power.. Military forces have been ordered from Bolivia to cross the border and seize critical infrastructure points, ports, air ports, and other critical facilities including the weapons manufacturing sectors. These forces executed this mission after observing a series of extremely erratic behaviors by Paraguay vacilating between threatening the Empire, withdrawing the threat followed by an apology, and threatening again. This was followed by negotiations in which Paraguay introduced what can only be called babbling non-sense into discussions. The latest of these incidents occurred on full display before the security council. The objective of the Military forces in this instance will be to ensure a stable political settlement can be achieved. Negotiations may continue at some future point when there is a discussion that is ready to be substantive and have points of contrast. We're tired of stalling. With that airborne troops had begun their drops on the air port facilities, key land bridges, and industrial base sites from their bases in Bolivia into Paraguay as F-6 squadrons roamed the skies keeping others who may choose to intervene out. Recognition of Imperial Authority as Head of State and Head of the Armed Forces with the power to veto treaties, constitutional changes, and dissolve governments. The Emperor can appoint a Governor General should he so choose to act in his stead. Alongside this recognition and acceptance of all claims by the Emperor in the Americas. Adoption of a Parliamentary System of Government Adoption of a Supreme Constitutional Court, with judges are appointed by Parliament but approved by the Emperor. Supreme Constitutional Court shall review day to day laws. Adoption of a new constitution in consultation with the Office of the Emperor which enshrines a demilitarization and guards against extreme political parties. Replacement of Current Armed Forces with self defense forces lacking long range strike capabilities and capped at 50% force levels. Restrictions on further military exports to approval of the Emperor. We offer these terms avoiding specific inputs on policy, but allowing there to be a broad framework for your country to work within. However, it will be up to you to police yourself under this framework, or your governments will be disbanded. This piece of documentation finally brought to light, in her opinion, what has been the true motive behind all of the South American conflict. Tianxia wants to use their military power to take over the world with little compassion for those who differ with their political opinions and stand in their way of world domination. To: Tianxia Forces HQ South America From: Office of the High Commissioner of Minami-Kechua As the Paraguayan state seemingly has fallen under Imperial jurisdiction and responsibility, the Renpōgun would like to offer its services in the coordination of logistical efforts in the area, given the comparably secure hold of the Commonwealth on Bolivia and its proximity to Paraguay. as we assume that Imperial forces are sufficient to form an occupation force, I can hardly offer any support through military assets, as the Renpōgun is preparing defenses against possible Republica invasion. Still, with the sudden collapse of the Paraguayan regime, we would like to send military intelligence officers to search and secure documents that may be of value in the future and which of course will also be compiled and provided to our commonwealth allies.
