Any issues in South American can be directed here. You can send a Representative if desired, we will provide housing for the representative. Current Doctrine of the Republica Protectorate, subject to change: The Republica claims ownership of all South American lands except for those already owned by sovereign states such as Bolivia, Paraguay, and Gran Colombia. The land for the most part shall be put under a protectorate. Annexations by the Republica include the provinces of Rondonia, Mato Grosso, Para, Amapa, and Maranhao. This is to compensate for the amount of Territory the Republica must now govern on its own, as well as to answer the call of citizens in those territories who wish to join the Republica proper. Should a Sovereign state of South America fall into anarchy the Republcia will take it's land under protectorate status and await a new state to rise. Bolivia is the sole exception, it's fate is to be determined by the UN/Security Council members. Protectorates are to be held to the standard of Republica living. If a nation wishes to take the land they must be able to provide the same standard of living the Republica would. Excpetions can be made if they are willing to let the Republica help them achieve this standard. Should a nation of South America become a nuisance like the Bolivian's, the Republica will not hesitate to declare war on the offending state. If any nation has any trouble with a South American nation it merely need to bring the offense to the Republica's attention if it hasn't gathered it already (I can't read every thread :/) and the Republica will take care of it. Should it require the intervention of the Security Council the Republica will provide everything in its power to aid the SC in its executions. There she would formally petition for a Freeport/sealand for the Paraguayan nation in order to develop a navy and sea commerce. The navy would serve as a branch of the Paraguayan Armed Forces and participate in national defense as well as peacekeeping missions for the UNSC. As a landlocked nation the Republica doesn't see why Paraguay would need a navy for national defense. We are hesitant to allow for such a thing given some of Paraguays comments in the UN forum in the past. However considering your want to be involved in UN peacekeeping missions the Republica is willing to allow the use of its own ports, shipyards, and drydocks, to create a limited sized navy to serve your purposes. We offer this military-economic treaty for now: Imperio Republica-Paraguay Military Economic Treaty This treaty allows the free use of Republica ports by Paraguay so long as the two parties maintain a Non Aggression pact with each other. Paraguay is limited to ten armed ships. No Aircraft Carriers, no submarines, no battleships. This limit may be lifted or readvised at the discretion of the Republica. The Republica and Paraguay would enter an economic pact allowing for free trade across Republica borders to allow easy access to Paraguay. This is to make trade to Paraguay much easier. If either party wishes to end this treaty they must notify the other party, the treaty will then enter the last 48 hours of its existence. The Republica holds the right to modify the terms of this treat at its discretion as long as it notifies Paraguay of any changes before they are made. You seem to hold a wrong view of the Republica's history. Never have we backed a region that we would consider "most foul." If you are wondering our motives behind the taking of the continent let me be clear. The South American Organization is no more. It had proven ineffective at being a policing body of South America. When Argentina fell, the Republica became the only nation in the SAO with a significant amount of assets in the protectorate. We believe that under the guidance of the Republica the continent can thrive once again. Thus the 'changing of hands' of the SAO protectorate to the Republica, which is an inaccurate way to put it, the Republica already owned most of the Protectorates in terms of assets. The Department of Defense will notify the Republica's government of which ports will be used. With those words she would return immediately to Paraguay in order to handle the South American Crisis more efficiently. The Admiral of the Navy and support staff will remain in San Tomas, however the Commandant of the Marine Corps will be stationed at the Port of Rio Grande.
