As it has become apparent that Tianxia is too stubborn to budge on their position the Republica has decided to 'be the bigger man' as they say. We will pull back our forces from Argentina as long as it means that Tianxia will come to the negotiating table and actually negotiate a solution to this crisis.

Very well, let us discuss the terms of what we will discuss once the withdrawal is completed.

 

  • Negotiations conducted shall be done on a trilateral basis through Republica, Holy American Emperor/Tianxia Emperor, and Dai Tohoku.
  • Dai Tohoku's territorial boundaries and right to exist shall be immediately recognized.
  • Further discussion regarding the whole of the territory of South America shall be done on the basis where all participants agree to the principle of a political entity to decide the issue of further expansions in the area and the issue of protectorates and the legitimacy of all participants to have some role in such an organization.
  • The negotiations will be conducted in Privacy.

Once these four points are agreed to we will begin discussions on the substantive issues.

 

Meanwhile Tianxia military operations would continue, enforcing the no fly zone and monitoring he withdrawal.

We would like to ask that the Athenian Federation be brought in as a mediator in these discussions. The Dai Tohoku certainly has a right to exist, and as long as their territorial boundaries stay as they are currently we can agree to that. For your third point do you mean something like what the South American Organization was? We've tried that and it didn't work. I would also assume that we'd be doing this in private.

"The Athenian Federation has no vested interests at all in South America, the fact that Tianxia is the party we are allied to should already indicate just how far from international law and basic decency you went in your recent moves for us to openly speak out against them. Likewise the argument that the Republica need someone to hold its hand is ridiculous as it is only reasonable to request compensation for the fact it is two versus one. Furthermore we must question how nations such as Paraguay and Gran Colombia are excluded as they clearly have an interest in the future of their continent."

We oppose any mediation, we'll only agree to the terms outlined.  We also agree that Athens dialogue has gone well outside the pale of being an honest broker and has come to this with a bias view frankly.  While this can be gotten by on other aspects of the relationship, on this we must stand firm that Athens is not a acceptable mediator in this situation.

The Republica never instigated conflict. All offensive moves have been on the parts of the Dai Tohoku and Tianxia, and to suggest that we caused this crisis is ridiculous, and quite frankly insulting considering the amount of concessions we've been willing to make for the sake of peace.

 

Of course this is our territory. I have yet to hear a solid argument as to why it should be your territory, when the only thing you've done is try to take it from us.

 

We ask for mediation because all attempts at diplomacy by us have been met by stalwart refusal to even acknowledge that the Republica has wants in this too. You are asking us to give up everything we've worked for simply because you disagree with us and aren't even willing to give us anything. How can we expect to talk with you when you wont listen? A mediator would force you to listen, despite your ego's.

No, we do not acknowledge claims, when the Republica thinks that itself as self-appointed hegemon of South America, can derrive from its geographical position any right on territory. If the Republica continues this sham and wants to argue that any mediator would be able to 'force' us to do anything, then we see this not as a negotiation, but just a Republica enforcement upon us.

 

In contrast to the Republica's claims and annexations, even the direct annexation of Bolivia would pale and unlike the Republica, which is making claims on our sovereign Bolivian territory, we do not claim parts of the Imperial Republica. What will the Republica do if we do not acknowledge her claims or the mediator? Drive us into the Sea? Moan at our borders? All hostile initiatives started with the Republica, we now in the negotiations wanted to be assured that no further aggressive action would take place, or any claims be labelled on our sovereign territory. But seemingly the Republica needs to continue antagonising our nation, based on petty regionalism and an expansionism that is unrivalled in South America since the days of the Umbrella Commonwealth.

 

We thus conclude that unless the Republica shows a better side of itself, we will neither discuss this matter any further, nor will we recognise any claim of the Republica on our or Tianxian lands. If the Republica wants peace, it keeps out of Imperial territory, if it enters, then we shall make use of our right to self-defense."

A confidential notice would be sent to the Emperor that for the moment being Dai-Tōhoku was going to decline future Republica diplomatic advances, until such a time that either Republica had shown itself a reasonable partner or the Empire would request their presence at any meeting.

 

Additionally, a note would be sent to Sendai, on the status of negotiations and requesting more soldiers, to defend Minami-Kechua.

"Since when did the Bolivian territory become a sovereign part of Japan? Last time I checked, Bolivia was under the control of UNSC forces in order to ensure law and order. If Japan or Tianxia believe that they can just annex South American territory than they are sadly mistaken. To say that Republica did this for their own interests or to antagonize Asian nations is wrong. Republica moved into Agrentina and Chile after their government fell in order to restore law and order. They actually care about the well being of the people of South America and understand their culture and diverse ways of life. Republica is the oldest South American nation still existing and to claim it had alternative motives is nieve. Paraguay supports Republica's efforts to put the common good of South Americans first. It has consistently conceded to demands from Tianxia and is still be treated as an unmoving negotiator when in fact Tianxia and Japan are the ones who are the unmoving ones.

The Paraguayan PEOPLE call upon the international community to not sit idly by as this atrocity occurs. The will of the people to be ruled by a democratically elected government cannot be silenced by a foreign emperor thousands of miles away."

OOC: Posting here, because you want things in one thread and this most likely has relevance to the ongoing dispute.

Over the weeks that followed the invasion of Paraguay, the Renpōgun increased its presence in Bolivia, drawing on its reserves to bring the manpower up to more than 160,000. Heavy equipment would be shipped to Antofagasta, supplies of ammunition, food, medical equipment, fuel and other matters that would be needed to conduct an extented campaign would be flown in. The number of air wings would be increased from 10 to 25. While no F-4 fighter aircraft were yet deployed to the frontlines, a great part of the stockpiles of new AAMs would be shipped to Bolivia too.

 

The forces in Bolivia would be regrouped into four armies, the 1st Kaiheigun and the 1st to 3rd Kechuagun, former made up by the 3 divisions of Kaiheitai and the Chūbu-gun's Kūteiheitai, as a unit of light infantry, the latter three more conventional mixed forces of infantry and armored divisions. With the added forces from home, the Renpōgun would once again start mlitarising the Bolivian Littoral and the defensive perimeter in the East would be moved from the Andes to only a few dozen kilometres west of the very border of the country. In the higher circles of the military (OOC: This is highly classified), it had been concluded that after the latest approach of negotiations had been ignored, gestures of deescalation were wasted and only a threat to the strategic interests and the security of the Empire. While engineers put up improvised field works, air defense brigades started up their radars and deployed their various missiles, ranging from Hand Arrows to Type 03 Medium-range SAM, fighters were fueled and aircrews made ready to scramble at a moments notice, artillery crews prepared their first few grenades to ease loading of the first few salvos, an encrypted message would be sent to Tianxia, stating the readiness of Dai-Tōhoku to assist in operations to defend the Imperial claim to South America.

Following failures of political outcome, Imperial Airborne forces secured key inland cities in the Brazilian Forest, which Marines landed in Buenos Aires, private messages would be sent to the offices of former Amazonia government official requesting they come to the Falklands which would now serve as home to a major military control operation.  

 

Tianxia forces were now equipped with wide arrays of A2AD technologies and advanced sensor packages.  Tianxia space forces would deploy the full range of assets to assist in sensor covrage from the use of freighters to deploy a force of zombie satellites for part repairs due to disruption, as well as signals intelligence gathers, S-1s o serve as focal points in the space link, spaced based radars and imagers, large signals collection suckers, and the new IRSST units in GEO.  Additionally across the continent a swarm of nanon-drones would be deployed to choke points and launch points for an attack.  Imperial forces would begin using FININT, IMINT, and other records for future Tailored Access Operations should they become necessary as well.   Sonar and unmanned submarine forces  to block any break out into the Pacific.

 

Lastly A2AD units would now be ready to enact a blockade from offshore of La Republica.  

 

The Emperor's Patience has been exhausted.  Republica has one final chance to come to the table.  We hereby are enacting a blockade of any travel and commerce in and out of Republica.  And we are expanding our no fly zone to include its territory.  We are hereby cutting continental routes into the country. Those who attempt to run the blockade risk provoking an Imperial Response.  

 

Republica must come and reconcile.  Further stalling will not be tolerated.

Seeing as the Republica annexed most of the former Amazonia territory and had troops already deployed all across northern South America, Imperial Airborne troops would fall into the teeth of the Republica forces waiting for them there. AA assets would shoot down the aircraft transporting them and any escorts that came with them. In Buenos Aires Marine transports would have to get past two of the Republicas full Aircraft carrier groups if they wanted to land.

OOC: before I respond to this I'm going to have to ask that you explain what everything in here is doing in detail because I have no clue what any of those acronyms mean. In the mean time here's a kind of placeholder so you get the general idea of what you walked into.

 

Republica intelligence assets would continue gathering intelligence on Tianxian and Dai Tohoku forces. The attempted air restriction would be met by the Republica's AADN and the already launched and patrolling Air superiority assets. The attempted blockade would be met by the Republica's shore batteries as well as the four Aircraft Carrier groups that remained around Republica's shores to defend it.
