Paraguay-Kechua Agreement on the Treatment and Extradition of Prisoners of the other Nationality

 

Article I

 

Both parties agree to extradite any convicts with citizenship in the other country, as long as these convicts have not been accused of murder, high treason, espionage, sabotage, subversive activity or which are prisoners of war (in which case they are covered by the rights given to prisoners of war) to the other country.

 

Article II

 

Both parties agree that any convicts with citizenship in the other country, but which neither are prisoners of war, not qualify for extradition according to Article I will be treaded humanely, not subject to any forced labour or the death penalty.

 

Article III

 

This agreement can be cancelled by either party, but notice has to be given a year (OOC: 1 month IRL) prior.

"As long as we get rid of the troublesome fellows...", Satō Tomoya thought, as he saw the Paraguayans walk away with their people. Of course, the border would be sealed for now, to prevent any of the extradited people returning, or any other unwanted personnel from entering the territory of Minami-Kechua. Meanwhile, the government authorities would call upon Buddhist monks, Shinto priests and Marscurian Rabbis to travel over the Pacific and start missionary efforts in Minami-Kechua. Everything was better than catholic zealots, even if it was turnip-eating smelly Marscurian Communist Jews.

 

But also first state-driven efforts would be made to revive the economy. Mines for iron, lithium, saltpeter, copper and other ressources that were present in the region were ordered to be constructed, to create jobs and ease unemployment. Generally, the jobs would be accompanied with a short shock training, in order to not have people vanish under rock and dirt after only a few days and mining experts from the home islands were tasked with assisting in the construction to prevent collapses, which not only would cost lots of lives, but also would worsen the nations image abroad and was bad for business. To allow for the transport of mined ores and minerals to the home islands for refinement, a railway would be planned from Sant Cruz over Cochabambam and Oruro to Arica at the coast.

With Paraguay under Imperial control, members of the Defense Intelligence Headquarters and the military would start confiscating and dismantling defence-related industries, especially in the area of military aviation. A ratio of 3:1:1 was drawn up by the Renpōgun, according to which 60% of the industrial capacity was to be dismantled and taken to the Japanese home islands, 20% were to be dismantled and taken to Minami-Kechua and 20% were to remain in Paraguay, although they'd stay under Imperial control. Of particular interest were plans for F-35 combat aircraft and the machinery to produce it, for the development of a Japanese equivalent.

 

Additionally, to prevent enemy control and to improve the Imperial position in the further struggle in South america, a small surface action group of three large destroyers and one amphibious warfare ship Rishiri, centered around the heavy aviation destroyer Suzuya (for a total of 5 ships) was deployed from Antofagasta to the South Sandwich Islands. Transporting around 800 marines, they were to raise the Hinomaru, occupy the islands, which had been unclaimed since the fall of the Hudson Bay Federation and secure them permanently for the Empire.

Official Communication to Dai-Tohoku

With the collapse of the Hudson Bay Federation, and then subsequently the nation of Faraway, it has fallen onto the American Commonwealth to assume control of these various nation's citizens, lands and holdings.  Long distance areas are no exception.  The South Georgia and Sandwich Islands are deemed to be under the sovereign control and protection of the American Commonwealth and, as such, we must insist that the nation of Dai-Tohoku remove its military forces from the area immediately.

Official Response to the American Commonwealth

 

We would like to point out that we respect North America's regional self-organisation, which has shown much promise, however there is little legal basis that the American Commonwealth has to claim these islands, the American Commonwealth and Faraway both have not issued claims in the many years that passed since the collapse of the Hudson Bay Federation and also these islands do not belong geographically to North America. We would like to request by what right the American Commonwealth goes out of their way to lay claim to these islands in a way that may suggest they actually care less about these islands than just about obstructing the actions of our country.

The flotilla would patrol around the islands, with Suzuya deploying Neptune recon drones to patrol around the ships. Once the Commonwealth fleet would be detected, the surface fleet would gather and approach the enemy openly, to a range of about 300 km. Soldiers would stay behind on the isles however.

Response

The American Commonwealth government has decided, in the interests of maintaining peace and good relations to let this matter go peacefully.

 

The Carrier Battle Group and Amphibious Ready Group were recalled to return to the caribbean/gulf of mexico immediately to conduct exercises in the gulf.

Diplomatic Response

 

We thank the American Commonwealth for their understanding and wish them well. It is a great day to see that peace and friendship have prevailed.

 

A laquered box with assortments of finest Japanese teas, as well as a craddle full of high-quality vegetables from Hokkaido, including some organic wasabi would be handed to the American authorities via the embassy in washington, to show the Japanese gratitude.

After much deliberation, the name South Sandwich islands, which was deemed un-Japanese and a hassle to transliterate, would be changed to Kaigen-shotō, while the individual islands were being renamed:

Leskov to Kōgō-shima,

Visokoi to Koi-shima,

Candlemas to Pengin-shima,

Vindication to Azarashi-shima,

Saunders to Shirayuki-shima,

Montagu to Byakuō-shima,

Bristol to Jia-shima,

Bellingshausen to Togo-shima,

Cook to Minami-Kūko-shima,

Thule kept its name.

While the Japanese soldiers in South America had halted further pushes against the Republica, they would still contribute by organising supply and immediate relief efforts in the territory that had been captured. Large parts of the Republica had been seized and Republica armed forces had suffered heavy losses. Japanese Army headquarters South America, stationed in La Paz, was anticipating a collapse within weeks now, as Republica performance was lackluster and Imperial forces had successfully seized the initiative and easly kept it.

 

As however the Nihon Rikugun had taken upon itself the task of keeping order on the territory it had seized, it would take one more step. Rerouting an idle corps from the rear, the Japanese would march into the former territory of Uruguay and started to seize the country, integrating it into the battleline against the Republica aggressors. They would confirm reports that had came in from forward stationed army intelligence officers, which had noticed the deteriorating situation in Montevideo and warned of problems instability in Uruguay could cause for the Imperial system in South America, if left unattented. Publicly, the territory would be proclaimed part of Imperial America, flags of Tianxia rising up on the flag poles and no trace of the former authorities to be found.

Nihongun units still present from the war against the Republica would seize Vitória and declare the greater Vitória region annexed in the name of the Japanese Empire. The territory would be put under local self-government, under the guidance of the Commissioner of Minami-Kechua, who was now responsible for the overseas territories in South America and the Southern Atlantic. Plans were made to integrate the new port into the overall Commonwealth economy and first investments would start to improve the local infrastructure. The Vitória Railroad Company would be founded, to gather funds for connecting the town with ressources in the rich lands of Minas Gerais, with its mineral wealth and the coffee plantations of the coast.

Among a general expension of the port facilities, a restricted-access military port would be constructed for the accommodation of a lasting military presence. Several piers, barracks and storage buildings for supplies would be constructed, but also reinforced submarine pens would be constructed around 20 meters underneath the base.

The submarine pens, designed to house 20 submarines would be covered with a first protective layer of 7 metres of reinforced concrete, whereupon a 30 cm thick steel plate was placed. A bout 1.7 metres of empty space would be inbetween the first layer and the second layer of another 7 metres of reinforced concrete, again followed by a 30 cm thick steel plate. Upon this second layer, 0.7 metres of empty space would follow, until a third and final layer of 3 metres of reinforced concrete were placed, which also formed the foundation for the buildings constructed ontop. To hold the structure up, several massive pillars would be constructed. While officially distributed among the other aspects of the base, in order to veil the exact strength of the protection, the fortified submarine pen would easily be the most expensive construction effort in the new military port.

 

The First Fleet would for now use Vitória as its base, though kept in a steady of readiness to leave port on 2 hours notice.
