"Dai-Tōhoku would like to note that while it sees itself as a Japanese nation and has a policy aimed at protecting interests of all Japanese, Japan is not officially accepted as a synonym for the Dai-Tōhoku Renpō, as the vast majority live still in the Tianxian Empire and it thus could cause people to get a wrong impression when referring to our nation as Japan. Of course, this does not stand in contradiction to the policy of the "Open Hand", promulgated by Konoe Nobuhisa, stating that while Dai-Tōhoku would not seek to force reunification of the Japanese nation and while it will not stake claims on Japanese lands, any Japanese person and any Japanese territory will find an open and helping hand in our nation should they choose to join the Federation.

 

Of course, Dai-Tōhoku will accept any votes for itself and for the time being will support its own bid to be an Asian representant at the UNSC. We would hope that other asian countries put trust into our representation and that we can help in keeping all Asians safe in a peaceful world."

As leader of the South American Organization we hereby announce our acknowledgement of the authority that this organization holds over all nations. We recognize its right to operate where it needs too for this case in Bolivia and all future cases. Any other member state of the South American organization does not speak for the organization as a whole only the head of the organization can do that from now on. Should individual members of the organization object they will be dealt with at the discretion of the Security Council with the help of the SAO where needed.

Given the instability caused by the security council in South America (and the the low levels of debates, sometimes), the Federal Republic of Rhodesia Nyasaland will not send a national representative nor vote an African nation to represent the continent.

Tianxia notes that Dai Tohoku has secured sufficient support for its bid and should be given its seat.  The other regions either haven't voted or are tied up in voting.  Most notably the situation in South America seems to be very chaotic.  Amazonia of course should be seated in the general assembly, but the security council now has 3 votes for South America for three different nations, Amazonia, Argentina, and Paraguay.  In light of this Tianxia formally seeks authorization to declare Bolivia a protectorate of the Empire until such time as nuclear weapons and production capacity is removed, and the South Americans appear before this body for arbitration.

"Dai-Tōhoku is grateful for the trust placed in our nation and we shall try to assist in providing arbitration and finding solution to conflict around the world. In regards to Bolivia, we would be in favour of issuing a mandate to the Tianxian Empire to pacify the country and to remove all weapons of mass destruction and to provide security for the Bolivian people until such a time that either the South American nations have shown in a convincing manner the political will and ability to establish a more lasting regime over Bolivia, or a stable and peaceful independent Bolivia can be recreated. Should such be the case, and nuclear disarmament completed, Dai-Tōhoku would argue that the authority over Bolivia be returned to local populations. Additionally, in the case of this proposal to be accepted, we would ask Tianxian authorities to compile monthly reports on the situation in Bolivia for the Security Council for review and to report to the Security Council, should any unforeseen events develop that need our attention."

"I want to thank my nation for this opportunity to serve as its Ambassador to this illustrious body. I started my career as a police officer in the ranks of the Santiago Police Department in Chile. I then went onto serve as the adviser to El Presidente of Chile. My next post was to create from scratch the official offices and working organs of the South American Organization. I would like to state my horror and repugnance for what this organization has come to represent. It was never intended to serve as such a body. The sole function of the South American Organization was to provide governance, prosperity, and services to the lands in which there was none of those critically needed things.

 

It seems that the South American Organization has strayed from its path and it is with great regret that I announce the Amazon Republic's formal renunciation and withdrawal from that treaty."

Bolivia is currently under Paraguayan political oversight. (per Articles of Incorporation) We will allow Tianxian and Athenian authorities access to the nuclear sites, however we will not allow Bolivia to become a protectorate of Tianxia. We currently have a military presence in the region and wish for nothing but NO nuclear weapons and peace. We most desperately wish for these nuclear weapons to be dismantled ASAP.

For now, we do not recognise the territorial acquisition of Bolivia by Paraguay, especially given the Paraguayan actions taken earlier in the intervention against Bolivia and the current Paraguayan rejection of what could possibly be a resolution of the UNSC. To us this looks like obstructionism and a sign that despite official acknowledgement of UN authority over Paraguay, it inofficially runs a policy of defiance. We would like to ask the Paraguayan state to show more cooperativeness, less Dai-Tōhoku interprets these actions as an attempt to abuse the collapse of its neighbour to illegaly expand its own borders."

Amazonia is no longer a country. I believe you mean the Amazon Federation. We continue to support Argentina for the seat of the Security Council. As long as the Empires protectorate only lasts until such a time that the nuclear weapons and production capacity is removed the Republica approves of this. The Republica respectfully requests Paraguay stand down from the situation as it is in no position to be demanding anything let alone the territory of a rouge nation.

 

As for the Amazon Federation withdrawing from the organization. As long as it understands that if it is to fall into anarchy it will become a South American Protectorate just like any other South American nation the Republica sadly bids them farewell. Any duties that had been done by the Amazon Federation would again be moved to the Republica just as it has taken up the duties of former Amazonia.

The Empire wishes to remind all the delegates from our South American countries to remain calm and avoid making demands.  This is very much a situation of South American making with the backing until very recently of the rogue regimes in Bolivia.  South America's own internal disunity and lack of leadership has cause it to be necessary for outside intervention to step in.  And please refrain from insulting other states as well.  

 

Our goal here ought to be the same which is the dismantling of the nuclear arsenal in country and a transition to a stable and sustainable South America, not to maximize our own interests.  We once again ask that all countries renounce the use of force in settling this question and submit voluntarily to settling disputes in accordance with international law to which shall be administrated by this body.

Amazed by this actually decent statement, Secretary Scavo has convinced President Gomez to pull back all Paraguayan military forces in Bolivia back to Paraguay. He has also named Silandra Lopez as UN Ambassador. Vice President Navar and the four state governors will remain in La Paz, Bolivia but have been asked to cooperated with Tianxian authorities.

With the compliance of the Paraguayan authorities in the Bolivian matter, the 1st and 2nd Corp of AREA would be transferred to the Southern Military District along with two Air Strike Divisions, thus transferring the 2/3rds of the AREA fighting strength to the South of the Amazon Republic and bringing additional forces into its fold from picked units of the Southern and Central Military districts.

"The Amazon Republic has lost our faith in the ability of the South American Organization to properly govern and care for the areas of South America fallen into wrack and ruin due to the comings and goings of governments as is the tendency of so many places on our world. As such is the case, the Amazon Republic formally requests that should the government of the Amazon Republic fall, the United Nations step in to ensure a proper protectorate under reasonable and mature guidance, the sort of guidance that is currently absent from the South American Organization."
